AVG case, Da Nang land, trillion-dong gambling ring raised before National Assembly

On the morning of May 21, at the opening session of the 5th session of the 14th National Assembly, Permanent Deputy Prime Minister Truong Hoa Binh presented a report assessing the results of the implementation of the 2017 socio-economic development plan and the implementation of the 2018 socio-economic development plan.

Regarding the issue of institution building, administrative reform, and anti-corruption and waste prevention, Permanent Deputy Prime Minister Truong Hoa Binh said:

Inspection work was focused on implementation according to plan; resolutely directing the handling of many serious, complicated cases of social concern, with public consensus and support (such as cases: AVG, land in Da Nang, etc.); post-inspection handling was strengthened. Anti-corruption work was focused on. Focusing on investigating, prosecuting, and publicly and strictly trying major corruption cases of public concern (such as gambling and organizing gambling on the internet, cases related to violations at some commercial banks, the Oil and Gas Group, etc.). Issuing and actively directing the implementation of the Comprehensive Program on practicing thrift and combating waste. Well performing the work of receiving citizens, resolving complaints and denunciations; the number of citizens filing complaints and the number of cases decreased.

According to the Government's Permanent Deputy Prime Minister Truong Hoa Binh, the work of law-making still has many limitations, and the debt situation of issuing detailed regulations has not been thoroughly resolved. The activities of monitoring, urging, and checking the implementation of conclusions, recommendations, and handling decisions after inspection are not very effective. The situation of mass, complicated, and prolonged complaints and denunciations occurs in many localities. In the first 4 months of 2018, the authorities organized to receive over 82,000 citizens, resolving over 5,400 complaints and denunciations.

Regarding the tasks and solutions in the coming time, Permanent Deputy Prime Minister Truong Hoa Binh said: We will continue administrative and judicial reforms, focusing on cutting administrative procedures in a more substantial and stronger manner in all fields, especially in the fields of land, tax, customs, investment, construction, import-export, and transportation. Effectively implement the Central Resolutions on innovation and restructuring of the apparatus, ensuring streamlined, effective and efficient operations...

“Strengthen inspection work, focusing on areas with potential risks of corruption and negativity, such as land management, public assets, construction investment, use of the state budget... Implement well the Law on Citizen Reception, promote the responsibility of leaders; focus on resolving complaints and denunciations right at the grassroots level, especially crowded and complicated cases, not allowing them to become "hot spots" causing insecurity and disorder. Synchronously deploy solutions to prevent corruption, waste and negativity; strictly implement the Conclusion of the Central Steering Committee on Anti-Corruption; speed up the investigation, prosecution and trial of serious corruption and economic cases. Quickly complete inspection conclusions and strictly handle violations in projects that cause losses and prolonged losses that are of public concern; thoroughly recover lost assets”, Deputy Prime Minister Truong Hoa Binh emphasized.
