Also yesterday afternoon, May 9, the Investigation Police Agency of Kim Dong District Police decided to initiate a case to investigate the crime of involuntary manslaughter due to violation of professional or administrative rules, according to Article 129 of the 2015 Penal Code.
Previously, as reported, on the afternoon of April 3, a group of first graders from Luong Bang Town Primary School (Kim Dong, Hung Yen) invited each other to play soccer at the district's old stadium.
When the group left, only the 7-year-old boy, whose house was near the stadium, remained. Suddenly, a pack of dogs ran out and bit him, seriously injuring him and causing his death in the hospital.
The deceased child was from Thuan Thanh district, Bac Ninh. The dogs belonged to the landlord where the child’s family was staying (Dong Ly village, Luong Bang town).
