The case of an official taking leave to attend a festival: 'The main responsibility lies with the director'
This afternoon (February 13), Mr. Le Quang Hung - Director of Binh Dinh Department of Health said: "This morning, I sent a written explanation to the Provincial People's Committee about the information that "nearly half of the Department of Health staff left their offices to attend the festival". The main responsibility belongs to the Department Director and this is a valuable management lesson for me personally".
According to Mr. Hung, the information reported by the press is correct and the Director of the Department of Health, civil servants, and employees of the Department have realized their wrongdoings.

Previously, the Department of Health received an invitation from the Ministry of Health to attend the incense offering ceremony commemorating the death anniversary of the great physician and awarding the 4th Hai Thuong Lan Ong Award in Hung Yen. Accordingly, each unit was invited 2 delegates with an attached invitation, the Department sent 2 officials to attend (Director of the Department of Health and Head of the Department of Organization and Personnel). According to the regulations of the province, the Director of the Department of Health made a request for permission from the Standing Committee of the Provincial Party Committee and the Provincial People's Committee to attend and authorized Mr. Tran Van Truong - Deputy Director of the Department on duty, to handle the agency's work from February 9 to 12 (during the time the Director of the Department was absent).
After that, the staff of the Department of Health received information that the Ministry of Health was organizing an incense offering ceremony to commemorate the death anniversary of the great physician and to present the 4th Hai Thuong Lan Ong Award in Hung Yen. The functional departments informed the Department Director about the upcoming 62nd anniversary of Vietnam Doctors' Day, asking for permission for some staff to take leave, using their own money to go along to the incense offering ceremony, combined with visiting some places in Hanoi and neighboring provinces for 2 days (February 9-10). In order to encourage the staff, the Department Director signed a leave request for 13 civil servants to take 2 days off from February 9-10 (in addition, there were 7 employees who were janitors, drivers, and contract project staff who also asked the department head and the Department leader to go together).
“The main responsibility for the above unfortunate incident lies with the Director of the Department of Health, the head of the unit, for not strictly following the instructions of the Prime Minister and the Provincial People's Committee. The Director of the Department gave leave to many people at the same time right after Tet, leaving many people absent during the working day. On the other hand, organizing a large group to go out of the province without asking for permission from the Provincial People's Committee is against the regulations. This is an expensive management lesson, we will never repeat it" - Mr. Hung said. |
On the morning of February 9, 22 officials and employees of the Department of Health took the 10:00 a.m. flight from Quy Nhon to Hanoi (including 2 people who traveled with the invitation of the Ministry of Health). On the same afternoon, receiving instructions from the Provincial People's Committee, the Director of the Department of Health and 14 officials and civil servants of the Department flew from Hanoi to Da Nang and took a car to Quy Nhon at 5:00 a.m. on February 10. By 7:00 a.m. on the same day, the officials and civil servants who went to Hanoi had returned to work.
