Disturbance case in Loc Ha: Wanted suspect Bach Hong Quyen

On May 12, 2017, the Investigation Police Agency - Ha Tinh Provincial Police issued a nationwide wanted notice for Bach Hong Quyen (born August 17, 1989) for the crime of "Disturbing public order" as prescribed in Article 245 of the Penal Code.

At around 8:00 a.m. on April 3, 2017, about 2,000 people (mainly Catholics in Thach Bang and Thach Kim communes, Loc Ha district, Ha Tinh) led by Bach Hong Quyen, incited them to bring banners, slogans, and loudspeakers to the People's Committee of Loc Ha district, taking advantage of the complaint demanding compensation for damage to the marine environment to cause disorder, causing the headquarters of the People's Committee of Loc Ha district to stop operating from 8:40 a.m. to 3:15 p.m. on April 3, 2017.

At the same time, the crowd created an excuse to chase away and illegally arrest Mr. Nguyen Bao Trung - a police officer of Ha Tinh province, put Mr. Trung in the middle of the district People's Committee yard, and surrounded him, preventing medical staff from entering to take him to the emergency room.

On April 12, 2017, the Investigation Police Agency of Ha Tinh Province issued Decision No. 10/CSDT-PC44 to prosecute the criminal case on the crimes of "Disturbing public order" and "Illegal detention" as prescribed in Articles 245 and 123 of the Penal Code of the Socialist Republic of Vietnam for investigation according to regulations.

Based on the collected investigation documents, on April 18, 2017, the Investigation Police Agency - Ha Tinh Provincial Police issued Decision to prosecute defendant No. 46 and Arrest Warrant to temporarily detain defendant No. 06 against defendant Bach Hong Quyen for the crime of "Disturbing public order" as prescribed in Article 245 of the Penal Code.

On April 29, 2017, the People's Procuracy of Ha Tinh province issued a Decision approving the Decision to prosecute the accused and the Order to arrest the accused for detention.

The Investigation Police Agency has verified to execute the arrest warrant for the defendant to temporarily detain but there are no results because the defendant Bach Hong Quyen is not present at the place of household registration or temporary residence registration, currently the defendant's whereabouts are unknown.

Therefore, on May 12, 2017, the Investigation Police Agency - Ha Tinh Provincial Police issued a nationwide wanted notice for Bach Hong Quyen (Born August 17, 1989, Gender: Male, Nationality: Vietnam, Ethnicity: Kinh, Religion: None, Hometown and place of registered residence: Coi village, An Do commune, Binh Luc district, Ha Nam province).

The Investigation Police Agency - Ha Tinh Provincial Police hereby informs all agencies, organizations and individuals to know, detect and arrest the wanted subject Bach Hong Quyen to bring to the nearest police agency.
