In particular, the document mentioned the case of a female student being molested in an elevator in an apartment building on Le Van Luong Street (Thanh Xuan District, Hanoi), but later the violator, Do Manh Hung (born in 1982, from Hai Phong) was only fined 200,000 VND for administrative violations.
This penalty level immediately met with public reaction. Many opinions said that the sanction was not deterrent enough.
In a document issued this afternoon, March 23, Permanent Deputy Prime Minister Truong Hoa Binh requested the Ministry of Public Security to preside over and coordinate with the Hanoi People's Committee to direct the inspection of the handling of the case of a subject who sexually harassed a female student in an apartment building elevator.
At the same time, it emphasized that in cases where current relevant legal regulations are not strict enough to deter and prevent similar acts, the Ministry of Public Security should urgently propose, amend and supplement them accordingly.
