The 9 defendants present in court include: Duong Minh Tam (37 years old, former Deputy Chief of Traffic Police of the Department of Transport, Can Tho City), Doan Vu Duy (39 years old, former Captain of Traffic Police Team of Binh Thuy District), Vo Hoang Anh (35 years old, former Captain of Traffic Police Team of Ninh Kieu District), Nguyen Tran Luu (40 years old, former Captain of Traffic Police Team of Thot Not District), Ly Hoang Minh (32 years old, former Deputy Captain of Traffic Police Team of Can Tho City), Ho Cong Thien (40 years old, former Deputy Captain of Traffic Police Team of Phong Dien District), Tran Lap Phap (31 years old, former officer of Traffic Police Team of Cai Rang District), Nguyen Van Can (30 years old, residing in Vinh Long) and Tran Tuong An (39 years old, Can Tho City) - two brokers.
According to the indictment of the People's Procuracy of Can Tho City, from 2013 to 2016, the 7 traffic inspectors colluded with two subjects Nguyen Van Can and Tran Tuong An to negotiate with a number of businesses and bus companies to receive light fines or no fines for traffic violations on the condition that every month the businesses and bus companies had to pay cash or transfer money to traffic inspectors (at least 1 million VND/month, at most 28 million VND/month).
The indictment of the People's Procuracy of Can Tho City determined that 7 traffic police officers, during the implementation process, took advantage of their assigned positions and powers to directly or through intermediaries to receive money from businesses and bus companies, a total of nearly 4 billion VND, with Doan Vu Duy receiving the most, with more than 2.799 billion VND. Of which, Can helped Duy receive more than 2.7 billion VND.
The People's Procuracy of Can Tho City determined that the actions of the traffic police officers and the two related "brokers" directly violated the operations and reputation of state agencies, infringed on the legitimate rights and interests of citizens, and reduced people's trust in the state.
The trial is expected to last until June 23./.
