For the first time, an acting Inspectorate Director requested permission to hold a press conference on a personal matter.

At 8:30 a.m. on October 15, Mr. Nguyen Minh Man - acting head of the Department of Cultural and Social Inspection (Department III) of the Government Inspectorate, held a press conference about his personal "group beating and defamation" in the past.

Before that, Mr. Man had sent invitations and informed many reporters about the incident. The press conference took place in a 100-seat auditorium at a luxury hotel in the center of Hanoi. The cost of renting the hotel and organizing the press conference was paid by Mr. Man with the support of his family.

Yesterday afternoon, October 14 was a day off, but Mr. Man went to the office to focus on drafting the content of his speech and answers at the press conference. In the evening, he also went to the press conference room toCheck and prepare for the press conference to take place carefully.

He said his guests included only 15 official press agencies, other press agencies could still come but would not be official.

Affirming that this is a private press conference, related to personal matters, Mr. Man said he will not mention any content related to inspection activities and the governing agency.

According to the plan and based on the license granted by the Hanoi Department of Information and Communications to Mr. Man, the press conference will take place from 8:30 - 9:30 am on October 15; the speaking, answering questions and hosting will be undertaken by Mr. Man alone.

To obtain a press conference permit, Mr. Man was previously rejected twice by the Hanoi Department of Information and Communications because the proposed contents of the meeting were not in accordance with the purpose and regulations of the law.

In September 2016, a 10-minute audio recording of Mr. Nguyen Minh Man's words at a meeting with leaders of Ho Chi Minh City National University and its affiliated schools appeared on social media. In it, Mr. Man said: "If the press interferes with the inspection process, it is very humiliating. Therefore, you must overcome this right from the start by not receiving any delegations."

On August 31, the Government Inspectorate issued a conclusion on its investigation into the statements of civil servants. The agency determined that the "insulting statements to journalists" in the online recording were made by Mr. Nguyen Minh Man and decided that he would have to apologize.

However, Mr. Man affirmed that the above conclusion is illegal, inaccurate, and even "pressured and humiliated him". He will not apologize because "there is no violation in making a statement, there is no corruption".
