Regarding the incident in which Mr. Trinh Van Tuan (Hop Tien hamlet, Mai Phu commune, Loc Ha district, Ha Tinh) had to pay a fee of 100,000 VND to apply for a certificate of single status, which has caused a stir in public opinion in recent days, the Chairman of the People's Committee of Mai Phu commune has spoken out.
On the afternoon of March 26, Mr. Pham Trong Hop - Vice Chairman of Mai Phu Commune People's Committee said: "We have learned about the fact that Mr. Trinh Van Tuan had to pay 100,000 VND in fees when he applied for a certificate of single status.
Citizens who come to the commune to request a marriage status certificate only have to pay 10,000 VND according to state regulations. However, the amount of 100,000 VND that Mr. Tuan paid in the receipt includes 10,000 VND for the fee according to regulations and 90,000 VND for voluntary contributions to build his hometown.

“The regulation of voluntary contribution to the construction of the homeland for each couple who comes to the Commune People's Committee to get a marriage certificate has existed for a long time. This is a correct policy, especially during the period when Mai Phu Commune is in the process of building a new countryside. Mr. Tuan's incident is regrettable. When Mr. Tuan came to the Commune People's Committee to ask for a confirmation, the clerical staff should have clearly explained so that Mr. Tuan could voluntarily contribute. We will consider it in the near future. If we feel it is not appropriate, we will no longer collect it,” Mr. Hop affirmed.

Previously, on March 23, on Trinh Van Tuan's personal page, he posted a photo of the fee receipt, with the content: "Please take a few minutes to read this article, if you sympathize, please share for a clean community. On the morning of March 23, I went to the People's Committee of Mai Phu commune (Loc Ha district, Ha Tinh province) to ask for a certificate of marital status, after that, Ms. Hoan, the person in charge of the document, asked me to pay 100,000 VND in fees with the receipt attached as shown in the picture. I was suspicious and after researching according to Resolution No. 26/2016/NQ-HDND of the People's Council of Ha Tinh province and Circular No. 226/2016/TT-BTC regulating the collection rate, collection, payment, management and use of certification fees, the actual collection rate was only 10,000 VND.
I was really upset when I went back to the commune to confirm and got the answer that it was voluntary welfare money for the locality. Then the clerk gave me a "voluntary welfare" form and asked me to sign it.
Now you see the contradiction, it is voluntary but it is a regulation. And according to research, this has been a precedent for a long time. May I ask where that "voluntary" money comes from, what can it do for the locality and where does the right to make such a regulation come from?
