On the evening of August 30, the Cyber Security and High-Tech Crime Prevention Department of Can Tho City Police announced that it had just issued a decision to administratively fine Le Thi Binh (born in 1976, residing in An Thoi Ward, Binh Thuy District, Can Tho City) VND 7.5 million for posting articles with distorted and untrue content on social networks.
Previously, through professional work, the Department of Cyber Security and High-Tech Crime Prevention discovered a subject using a Facebook account to broadcast live (livestream), including many slanderous contents, insulting the reputation of the Giai Xuan Commune Police, Phong Dien District (Can Tho City). After verifying, the task force determined that the owner of the above account was Le Thi Binh, so they summoned and confronted her.

At the police station, Le Thi Binh admitted that due to personal frustration, she used her Facebook account to live-stream to express her views to her Facebook friends. Binh realized that her actions were against the law, voluntarily deleted the offending post, pledged not to repeat the offense, and complied with the decision to impose administrative sanctions according to regulations.
It is known that Le Thi Binh was just released from prison a few months ago.
Previously, on April 22, 2021, the People's Court of Binh Thuy District (Can Tho City) held a first-instance trial and sentenced Le Thi Binh to 2 years in prison for the crime of "Abusing democratic freedoms to infringe upon the interests of the State, the rights and legitimate interests of organizations and individuals".
According to the indictment, from October 2019 to November 2020, Binh regularly used Facebook accounts on mobile phones with Internet connection to livestream, post, and share articles with content that defamed, insulted, distorted, and defamed the Party and State organizations and leaders of the Party and State.
