On the morning of May 16, the Nghi Loc District Police Department announced that the unit had just successfully broken up Project 519C, arresting Pham Huu Hai (born in 1994), residing in Hamlet 8, Nghi Cong Nam Commune, Nghi Loc District, for the act of "Robbery".

Previously, through basic professional work, Nghi Loc District Police determined that Pham Huu Hai was a drug addict with a criminal record for illegal possession of drugs. Recently, the subject often left his residence for unknown reasons and often appeared in the western communes of the district. Hai often rode different types of motorbikes without license plates at high speed.

Through the process of monitoring and investigation, seeing that this subject showed signs of robbery, Nghi Loc District Police established Investigation Project 519C to monitor and fight.

On May 12, the Task Force received a report: At 3:00 p.m. the same day, Ms. Nguyen Thi Ngoc A. (born in 2002), residing in Hamlet 19+20, Nghi Van Commune, was standing on National Highway 48E, in Hamlet 15, Nghi Lam Commune, using a Samsung J2 Pro phone when a young man on a motorbike stopped by and robbed the phone in her hand.

Through the victim's information and the documents of the detectives, the 519C Task Force identified Pham Huu Hai as the perpetrator of the robbery. At 7:00 a.m. on May 14, the Task Force decided to solve the case and arrest Hai while he was hiding in Hamlet 7, Nghi My Commune. Searching the trunk of the car the suspect was using when he was arrested, the authorities discovered many syringes and distilled water. Many of them were used.

During the struggle, Hai admitted to robbing Ms. Ngoc A. of her Samsung J2 phone on the afternoon of May 12. In addition, the subject confessed to committing a number of other crimes in neighboring areas.

It is known that in 2017, Pham Huu Hai was sentenced by the Nghi Loc District People's Court to 15 months in prison for illegal possession of drugs. His prison term has just expired for 6 months. Currently, Project 519C is being further investigated by the authorities.
