Starting with building a formal, exemplary agency, innovating the working methods and style of the staff, especially the Party committee and leading officials, he advised the Party Committee and the District Military Command to develop a system of regulations and rules for unified implementation. Throughout the process, he always acted as a "leader," setting an example for his colleagues. Even with staff members showing signs of disciplinary violations, he proactively met with them privately, discussing the matter amicably, pointing out right and wrong like an older brother in the family.
Before advising the District Party Committee and the District People's Committee on local military and national defense tasks, he proactively held thorough discussions within the Party Committee and the agency's leadership. For key tasks or unexpected assignments, he flexibly proposed appropriate solutions to the district leaders and secured the support of the local Party Committee and government. His advice and proposals helped the local Party Committee and government promptly resolve many issues, especially in maintaining security and order, and helping people overcome poverty. In particular, he proactively coordinated closely with forces stationed in the area, thoroughly understanding the situation, and strengthening measures to maintain political security and social order along the border, building a solid defense zone.
In his daily life, he always cared about the spiritual well-being of the officers and staff in the agency. Based on his ideas, and with the consensus of the Party committee and command, the unit's concentrated livestock and agricultural production area was established and developed quite well, ensuring sufficient green vegetables for the daily meals of the officers and staff and contributing to improving their living standards. He also personally visited and encouraged them when they faced difficulties or hardships. Lieutenant Moong Van Uyen, Political Assistant, shared: “We admire Vi Hoe not only for his excellent professional skills but also for his daily life. He always cares about and encourages the officers and staff in even the smallest things. When someone has a problem, he always goes to their home to visit and offer support.”
For these contributions, he has received numerous awards from leaders and commanders at all levels. Specifically, from 2009 to the present, for five consecutive years he has been a grassroots-level Emulation Soldier and a Party member who has excellently fulfilled his duties; he received a Certificate of Merit from the Chairman of the People's Committee of Nghe An province for outstanding achievements in 10 years of implementing national defense and security education; in 2012, he received a Certificate of Merit from the Minister of National Defense for outstanding performance (2009-2012), a Certificate of Merit from the Prime Minister for outstanding achievements in 4 years of implementing the "Studying and Following the Moral Example of Ho Chi Minh" campaign (2007-2010), and a Certificate of Merit from the Governor of Xieng Khouang province (Laos) for outstanding achievements in friendly relations and cooperation between Vietnam and Laos.
