Bac Son Commune (Quy Hop District): Improving the lives of the people.

(Baonghean) - Under the guidance of the local Party committee and government, and with the efforts and striving of the people, the Party Committee of Bac Son commune (Quy Hop district) has achieved many important accomplishments in various fields during the past term. This also serves as the basis for Bac Son to set goals, directions, tasks, and key solutions for the 2015-2020 term.

To date, the total value of local production in the commune is 24,934 million VND, an increase of 69.3% compared to the previous term; of which agriculture and forestry account for 21,871 million VND, an increase of 38%; basic construction accounts for 2,236 million VND, an increase of 92%; and trade and services account for 827 million VND, an increase of 476.6%. Average per capita income reached 13 million VND/year, achieving 73% of the target, an increase of 58.5%. Total grain production reached 1,195.2 tons, achieving 121.6%, an increase of 42.6%...

Regarding the national program for building new rural areas, Bac Son has so far met the basic criteria, such as: planning criteria, standards for healthcare, electricity grid, political and social system, forms of production organization, and the existence of operating cooperatives... In 2014 alone, the people donated 8,500 square meters of land, 50 meters of built fence, 50 valuable trees of various kinds, and 1,300 man-days of labor for internal village roads. To complete 240 meters of concrete internal village roads, the people contributed hundreds of planks and boards, 255 man-days of labor, and over 11 million VND in cash to buy 180 cubic meters of sand and gravel.

In the socio-cultural field, the facilities and equipment of schools in the area have basically met the needs of teaching and learning, ensuring 100% of students attend school and there are no cases of students dropping out. Annually, the rate of students progressing to the next grade and graduating from schools reaches 99.7% or higher; the rate of preschool education universalization reaches 100%; and primary education universalization reaches 90%. The number of students participating in school-level and district-level gifted student teams achieves good results every year; the number of students admitted to vocational schools, colleges, and universities increases each year.

Cultural, artistic, and sports activities have been maintained and developed. The number of households meeting the standards of a "cultural family" increased from 63.4% in 2010 to 73.25%. In particular, thanks to the attention of the District People's Committee in developing the project for the original Thai village, the commune has now established the Vi Village Folk Culture Club, which is gradually operating in the right direction.

Alongside this, healthcare for the people has received increasing attention, with consistent implementation of national health programs, the expanded immunization program, the neonatal tetanus program, and effective disease prevention and control, including malaria, dengue fever, and other dangerous diseases. Over the past five years, more than 1,950 cases have been examined and treated. Population and family planning work has been consistently prioritized, with 100% of couples signing commitments not to have a third child, strictly adhering to the law on population and family planning.

During the past term, the commune also focused on effectively implementing social welfare policies, especially those for the poor and other policy beneficiaries. Full and timely payments were made to over 20 beneficiaries of preferential policies for people with meritorious service, totaling 76,200,000 VND; 339 social welfare beneficiaries received regular allowances totaling 922,320,000 VND. Over 87,000 health insurance cards funded by the State budget were issued to eligible individuals. The poverty alleviation and job creation program for the people has received increasing attention and has been effectively implemented; in the past five years, five vocational training classes for rural laborers have been organized, benefiting 296 people.

Based on the achievements of the 2015-2020 term, with the goal of leveraging internal strengths, taking advantage of external resources, promoting unity, innovation, and exploiting potential, the Party Committee, government, and people of Bac Son commune strive to build a comprehensively strong commune, develop a synchronous infrastructure, and continuously improve the lives of the people… with the following targets by 2020: Total value of commune-wide production of 76.72 billion VND. Average annual economic growth rate of 10.2%. Average per capita income of 30-35 million VND/year. Total grain production of 1,644 tons (average increase of 12%). Local budget revenue reaching and exceeding the assigned target by 20-25%. The percentage of students completing primary school programs is 100%; lower secondary school 100%; upper secondary school 85%; and the rate of primary and lower secondary education universalization is 100%. Each year, schools achieve the title of advanced school at the district level, and the kindergarten achieved Level 1 standard school status in the 2017-2018 school year. 300-350 jobs were created. The rate of trained labor was 25%. The rate of families achieving the title of culturally exemplary family was 75%. The population growth rate was 1.2%. The poverty rate decreased by 3-4% during the term...
