Bac Thanh is a semi-mountainous commune of Yen Thanh district, people mainly produce agriculture, to develop the commune, in the past term, the Party Committee of Bac Thanh commune has proposed many leadership solutions that are close to and suitable to the actual situation. The economy during the term has had continuous development; the economic structure has shifted in a positive direction and grown in all fields, bringing the average income to 26.7 million VND/person/year, exceeding the Congress target by 10.4%; the poverty rate is 4.5%...

In agricultural development, the Party Committee focused on directing the government and organizations to resolutely implement the work of land consolidation, initially implementing agricultural mechanization, focusing on shifting the structure of crops and seasons, introducing high-yield, high-quality rice varieties, applying science and technology to production, increasing income value per unit area. In 2015, the total food output was estimated at 4,100 tons, reaching 87% of the congress resolution target. In addition, focusing on livestock development, with a total herd of 1,220 buffaloes and cows, a herd of 2,310 pigs; the total income value from livestock is estimated at 28.7 billion VND. Exploiting the potential of hilly areas to develop agro-forestry farms combined with livestock, initially forming dozens of comprehensive economic farms and households with high income. Protecting and promoting over 423 hectares of forest, including 147 hectares of special-use forest.

Along with production development, the work of attracting capital for basic construction investment has been well implemented. The construction industry continues to grow quite well; the total production value in 2015 (according to 2010 comparative prices) is estimated at 60.3 billion VND; of which: the industry is estimated at 18.7 billion VND. During the past term, 5.6 km of roads have been concreted, 3 classrooms at primary schools, 4 functional rooms at secondary schools and hundreds of intra-field traffic bridges have been built. Implementing the national target program on new rural areas, the commune has so far achieved 16 criteria, the remaining criteria are nearly achieved, striving to complete in 2015, namely: Traffic criteria; irrigation criteria; school criteria. The total investment in basic construction of the whole society is estimated at 167.5 billion VND.

The fields of culture, education, health, national defense and security have also reaped many achievements. Up to now, 9/9 hamlets have achieved the title of Cultural Village, the rate of cultural families is 92%, the commune has met the standards of synchronous cultural and information technology institutions. Primary and preschool schools have maintained the national standards of phase I; the rate of children of the right age to go to school is 100%; students who graduate at all levels is over 90%. On average, 65-70 students pass university and college entrance exams each year. National health and public health programs have been well implemented, preventing epidemics from occurring in the area; in 2011, the commune met the health standards of level I, in 2013, the commune met the health standards of level II.

In the work of Party building and political system building, the Commune Party Committee identified the implementation of the campaign "Studying and following the moral example of Ho Chi Minh" as an important, regular and continuous content in the work of Party building. The Party Committee deployed it extensively and seriously throughout the Party, the self-awareness, training and learning of cadres, Party members and civil servants were clearly raised and had a strong spread; from which many good and practical ways of doing things and creative models emerged.

The Party Committee of Bac Thanh commune has also seriously drawn out the limitations of the past term to make efforts to overcome and create new changes; such as the slow economic restructuring, self-criticism and criticism in some grassroots party organizations and party members are still limited... In the coming term, the Party Committee of Bac Thanh commune has proposed basic solutions such as: Cadres at all levels and sectors must be proactive, creative, and have a high sense of responsibility; create high unity within the Party, consensus among the people, and promote the strength of the entire political system.

Orientation of vocational training, improvement of human resource quality, especially skilled human resources, to meet the labor demand of domestic industrial zones. Building policy mechanisms to promote labor export programs. Standardizing and socializing sectors and activities in the socio-cultural field. Improving the quality of teaching and learning, the quality of cultural villages and cultural families. Implementing grassroots democracy regulations well, maintaining political security, social order and safety, not allowing complicated incidents to occur, effectively preventing social evils.
