Bac Yen Thanh Commune: Focusing on directing economic development.

Bac Thanh is a semi-mountainous commune in Yen Thanh district, where the people mainly engage in agricultural production. To develop the commune, the Bac Thanh Commune Party Committee has implemented many effective leadership solutions tailored to the local situation during the past term. The economy has seen continuous development; the economic structure has shifted positively and growth has been achieved in various sectors, bringing the average income to 26.7 million VND/person/year, exceeding the Congress target by 10.4%; the poverty rate has decreased to 4.5%...

In agricultural development, the Party Committee focused on directing the government and mass organizations to vigorously implement land consolidation and exchange, initially mechanizing agriculture, concentrating on shifting the crop structure and seasons, introducing high-yield and high-quality rice varieties, applying science and technology to production, and increasing income per unit area. In 2015, the total food production was estimated at 4,100 tons, reaching 87% of the target set in the Party Congress resolution. In addition, emphasis was placed on livestock development, with a total herd of 1,220 buffaloes and cattle, and 2,310 pigs; the total income from livestock farming was estimated at 28.7 billion VND. The potential of the hilly areas was exploited to develop integrated agricultural and forestry farms, initially forming dozens of high-income integrated farms and family farms. Over 423 hectares of forest were protected and promoted, including 147 hectares of special-use forest.

Along with production development, the attraction of investment capital for basic construction has been carried out effectively. The construction industry continues to grow significantly; the total production value in 2015 (at 2010 constant prices) is estimated at 60.3 billion VND; of which: the industrial sector is estimated at 18.7 billion VND. During the past term, 5.6 km of roads have been concreted, 3 classrooms have been built at the primary school, 4 functional rooms at the secondary school, and hundreds of bridges and culverts have been constructed for rural transportation. Implementing the national target program on new rural development, the commune has so far achieved 16 criteria, with the remaining criteria nearly met and striving to be completed in 2015, namely: transportation criteria; irrigation criteria; and school criteria. Total investment in basic construction throughout the commune is estimated at 167.5 billion VND.

The fields of culture, education, health, and national defense and security have also achieved many successes. To date, 9 out of 9 hamlets have been awarded the title of Cultural Village, the rate of culturally exemplary families is 92%, and the commune has achieved the standard of a comprehensive cultural and information infrastructure. Primary and kindergarten schools maintain national standards for phase I; the rate of children of the correct age attending school is 100%; and the graduation rate at all levels is over 90%. On average, 65-70 students are admitted to universities and colleges each year. National and community health programs have been implemented effectively, preventing outbreaks of disease in the area; in 2011, the commune achieved level I health standards, and in 2013, it achieved level II health standards.

In the work of Party building and building the political system, the commune Party Committee has identified the implementation of the campaign "Studying and following the moral example of Ho Chi Minh" as an important, regular, and continuous content in Party building work. The Party Committee has implemented it extensively and seriously throughout the entire Party organization, and the self-awareness, training, and learning of cadres, Party members, and civil servants have been significantly enhanced and have spread strongly; from which many good and practical methods and creative models have emerged.

The Party Committee of Bac Thanh commune has also seriously identified the shortcomings of the previous term in order to strive to overcome them and create new changes; such as the slow pace of economic restructuring, and the limitations in self-criticism and criticism within some grassroots Party organizations and among Party members... For the next term, the Party Committee of Bac Thanh commune proposes fundamental solutions such as: Cadres at all levels and in all sectors must be proactive, creative, and highly responsible; creating high unity within the Party, consensus among the people, and leveraging the strength of the entire political system.

The commune has set the following goals for the 2015-2020 term: To promote comprehensive economic development, based on its advantages in agricultural production; to stabilize cultivated areas; to intensify the cultivation of food crops; to apply scientific and technological advancements to improve the quantity and quality of products, ensuring both consumer demand and commodity production; to develop livestock farming and raw material crops in conjunction with investment in the processing industry; to encourage the conversion of agricultural land, leveraging the advantages of each region, and establishing farms and family farms in a rational and economically efficient manner; to develop a planning scheme for the commune's central area; to build a comprehensive infrastructure; and to accelerate the pace of new rural development.

Orienting vocational training and improving the quality of human resources, especially highly skilled workers, to meet the labor needs of domestic industrial zones. Developing policies and mechanisms to promote labor export programs. Standardizing and socializing sectors and activities in the socio-cultural field. Improving the quality of teaching and learning, the quality of cultural villages and cultural families. Effectively implementing grassroots democracy regulations, maintaining political security and social order, preventing complex incidents, and effectively preventing social evils.

Focus on Party building, enhancing the leadership capacity of Party organizations, with a focus on improving the quality of Party activities throughout the Party committee, and effectively carrying out the assignment, inspection, evaluation, and classification of Party members in each branch. Improve the effectiveness of State management and administration in the fields of socio-economic development, national defense and security, administrative reform, and citizen reception. Improve the effectiveness and quality of activities of the Vietnam Fatherland Front, mass organizations, and professional social organizations.
