Chau Khe border commune identifies three breakthrough areas for rapid and sustainable development.

Overview of socio-economic development

The Chau Khe Commune Party Committee was established on the basis of merging the old Chau Khe Commune and the old Lang Khe Commune; it comprises 29 subordinate party organizations, with 597 party members; and has a natural land area of ​​544.31 km².², population 12,210 people.

During the 2020-2025 term, the Party Committee and people of Chau Khe commune have united to overcome difficulties and challenges, achieving many important results. Party building and the political system have been strengthened; the leadership capacity and fighting strength of Party organizations, and the quality of cadres and Party members have been gradually improved to meet the requirements of the tasks. The effectiveness and efficiency of State management and the quality of public service of cadres and civil servants have seen positive changes. The role of the Fatherland Front and political and social organizations in building national unity has been promoted.

The economy has made significant progress, with economic indicators increasing compared to the previous term. The area, production, and yield of crops have consistently reached high levels. The total livestock population has not decreased. Aquaculture has developed well, especially cage fish farming in hydroelectric reservoirs. There have been no instances of deforestation or forest fires. Many economic development projects and models have been gradually implemented.

The lighting system, roads, and irrigation canals have been repaired, renovated, and expanded. Resources are well managed, preventing illegal exploitation and encroachment. Land clearance, traffic safety corridors, waste management, and environmental protection are given due attention. Propaganda, cultural, artistic, physical education, sports activities, and emulation movements are maintained under appropriate conditions.

The quality of education and training has improved, and educational facilities are ensured. Infrastructure in villages and hamlets is becoming increasingly modern, and the people's living standards are constantly improving. Political stability, social order and security are ensured, and territorial sovereignty and border security are maintained.

Besides that, there are still some limitations: The leadership capacity and fighting spirit of some Party branches and members are not yet high. The economy is developing, but has not yet created a sustainable breakthrough or distinctive local products that are competitive enough. Structural transformation is slow; the quality of human resources is low and does not meet practical needs; State management in some aspects is still limited, and the level, capacity, awareness, and responsibility of a portion of cadres and civil servants do not meet the requirements; security and order still have potential complexities.

Public investment in the commune for the period 2020-2025 totaled over 250 billion VND across 36 projects (funded by the National Target Program, district budget, maintenance and repair funds, and other mobilized capital). These projects have been largely completed and put into use, contributing to the economic development of the area.

The commune has also successfully implemented the movement to encourage people to donate land, trees, and assets on the land to expand transportation routes; launched campaigns to clear transportation corridors and concrete the inter-village road system. It has also implemented the construction of 42 rural transportation routes with a total length of 6,887.5m.

Production and business activities in the commune have been maintained and developed stably. Three cooperatives specializing in rattan, bamboo weaving, handicrafts, and brocade weaving continue to operate, with one product achieving OCOP 3-star standard; there are 3 businesses, 210 households engaged in grocery and food services, and 3 households providing homestay services. Transportation, fertilizer, credit, and telecommunications services continue to develop.

Prioritize investment in the development of science and technology, and the application of digital transformation in state management, production, business, and daily life. Implement the synchronized application of multiple interconnected information systems from the grassroots level to the provincial and central levels; build and digitize databases, shared information systems, and key specialized data systems to serve the activities of state agencies, citizens, and businesses.

The border commune of Chau Khe prioritizes improving the quality of teaching and learning at all levels. It effectively implements the annual universal education survey; maintains 5 out of 6 schools at national standard level 1; ensures 100% of teachers meet the required standards; achieves a 100% promotion rate; and sees a higher percentage of students achieving good and excellent grades each year, with a continuously increasing number of students admitted to universities and colleges. The commune focuses on investing in school infrastructure, particularly in renovating and upgrading classrooms and auxiliary facilities, and purchasing equipment. It also collaborates to improve the management of the boarding facility for students at Chau Cam Ethnic Minority Boarding Secondary School.

Following the motto "Maximizing internal resources and strengthening external support," with the involvement of the entire political system, the unanimous support of agencies, businesses, units, philanthropists, and the enthusiastic participation of the people, 262 houses worth over 15.5 billion VND were completed during the term. Of this amount, 454,259,000 VND was contributed by officials, Party members, and people inside and outside the area.

Defense, security, foreign affairs

Maintaining border security, religious security, social order and safety, preventing the emergence of hotspots, and avoiding major conflicts and disputes among the people. Keeping border communes free of drugs; strengthening the dissemination of traffic laws; ensuring strict compliance with fire prevention and control regulations by households in the area. The commune police force has shown significant progress after implementing the plan to assign regular police officers to commune police positions. Sixteen grassroots security and order teams have been established, with 48 officers participating, providing strong support to the commune police force and contributing to building a solid people's security posture.

Effectively managing and processing personal and household registration records for the people in the area and implementing Project 06/CP effectively. Effectively implementing Resolution No. 12-NQ/TW dated March 16, 2022, of the Politburo in various aspects, especially, many models and initiatives in ensuring security and order have proven practical and effective, contributing to maintaining stability in the area; actively and effectively participating in the prevention, control, and mitigation of the consequences of natural disasters and epidemics.

Foreign affairs are given high priority; coordinated across economic, cultural-social, defense, and security fields. Maintaining and deepening traditional foreign relations with Xay Cham Pon district, Bolikhamsai province, Lao People's Democratic Republic.

Development orientation

Chau Khe commune has identified the following directions for rapid and sustainable economic growth: developing small-scale industries, agriculture, and services; preserving and promoting the cultural identity of ethnic groups in conjunction with tourism development; focusing on commune planning and the construction of a synchronous infrastructure connecting the Southwest Nghe An region; promoting administrative reform, applying science and technology, and digital transformation; maintaining strong national defense and security, and ensuring social order and safety.

Specifically, the objectives include strengthening the Party and the political system comprehensively; continuously improving the leadership capacity and fighting strength of Party organizations and members; continuing to innovate and streamline; enhancing the efficiency, effectiveness, and effectiveness of the government, the Fatherland Front, and other political and social organizations; and promoting democracy and the strength of national unity.

Focus on effectively mobilizing resources to meet the requirements of economic, cultural, and social development. Effectively leverage local advantages, promote tourism and services, gradually transform crop and livestock production, and develop agriculture towards a commodity-based approach. Maintain national defense and security, territorial sovereignty, and ensure social order and safety. Strive to build Chau Khe commune into a rapidly and sustainably developing area.

To successfully achieve socio-economic development goals, ensure national defense and security, and build a clean and strong political system, the Chau Khe Commune Party Committee has identified three key breakthroughs for the 2025-2030 term. Specifically: Breakthroughs in infrastructure development; breakthroughs in agricultural and forestry economic development linked to ecotourism and OCOP products; and breakthroughs in building a strong political system, personnel management, digital transformation, and improving the quality of human resources.
