Located in the West of Nghe An province, Chau Loc commune is a land rich in cultural traditions, imbued with the identity of ethnic minorities. Established on the basis of merging two communes Lien Hop and Chau Loc (old), the commune currently has a natural area of ​​85.69 km², with 1,563 households and 7,234 people. This is a poor mountainous commune, the terrain is mainly rocky hills interspersed with lowlands, limited agricultural land, the rate of poor and near-poor households accounts for more than 51% - a starting point for development with many difficulties and challenges.

In the commune, there are 12 hamlets and villages with three ethnic groups living together: Thai, Tho and Kinh; in which, the Thai ethnic group accounts for 89% of the population. The community here mostly lives scattered along the mountainous terrain, creating unique characteristics in terms of population distribution and indigenous culture. This has formed a rich cultural life, imbued with identity, with traditional customs and practices preserved and promoted through many generations.

Typical cultural features such as language, costumes, traditional musical instruments, and Thai folk songs are still vividly present in daily life. Chau Loc people preserve many rituals and spiritual beliefs such as praying for peace, celebrating new rice, and rituals in weddings and house-building ceremonies... These customs not only express unique cultural identity but also contribute to connecting the community, building a harmonious and affectionate lifestyle among clans and villages.

In addition, with relatively large forest land resources and diverse terrain, Chau Loc has the potential to develop agricultural and forestry economy and industries suitable to the specific conditions of the highlands. However, due to its low starting point and unsynchronized infrastructure, for many years, the commune has been in a particularly difficult situation, requiring investment and support from the State, along with the determination to rise up of the entire political system and the people.

Based on the long-standing cultural tradition, the solidarity of the ethnic communities, along with the correct policies and orientations of the Party Committee and the government, Chau Loc has gradually overcome difficulties, creating positive changes in socio-economic development. The results achieved in the 2020-2025 term are clear evidence of the spirit of innovation, proactiveness and determination to build the homeland to develop day by day.

New look, new confidence

During the 2020-2025 term, the Party Committee, government and people of Chau Loc commune have made efforts to unite and synchronously implement many socio-economic development solutions, achieving comprehensive and outstanding results in many fields. A number of important targets on agriculture, new rural construction, industry, services, education, health care... have all achieved and exceeded the set plan, contributing to improving people's lives and clearly changing the face of the countryside.

The agricultural sector continues to play a key role, with both crop and livestock growing steadily. The area and productivity of key crops and vegetables basically meet consumer demand and create a sustainable source of income for the people. Livestock and poultry production increases year by year, disease prevention and control work is strictly implemented, with a vaccination rate of 100%. The commune also focuses on organizing technical training, building effective agricultural models and developing forestry associated with forest protection and forest fire prevention.

The national target program for new rural construction has been widely implemented, creating a strong spreading movement. With the high consensus of the people, the commune has mobilized many resources to expand and upgrade roads, build infrastructure, contributing to the completion of new rural criteria. Some effective economic models have initially been formed, including 1 OCOP product meeting 3-star standards.

The industrial and construction sector has developed quite well, especially the mining and mineral processing sector with 33 mines, including 31 stone mines, 2 tin mines, 16 processing workshops and 1 industrial cluster operating effectively. Crafts such as mechanics, carpentry, and construction also contribute to diversifying people's livelihoods. The total production value of the whole industry increases steadily every year, creating more jobs for local workers.

The commune has mobilized resources from the National Target Program for the Development of Ethnic Minority and Mountainous Areas, implementing 70 key infrastructure projects with a total capital of 110 billion VND. The transportation, electricity and telecommunications systems have been completed, creating conditions for the development of the digital economy and rural digital transformation in the near future.

People's services are being developed, along with credit expansion for people to do business. More than 88.4 billion VND in loans have been disbursed through credit institutions, effectively supporting the hunger eradication and poverty reduction. Cooperatives and enterprises in the area have gradually improved their competitiveness, innovated technology, and created stable jobs for dozens of local workers.

Annual budget revenue always meets and exceeds targets, budget expenditure is ensured to be directed to the right subjects and for the right purposes. Management of natural resources, land and minerals is carried out seriously; the issuance of land use right certificates is accelerated, and outstanding problems are effectively resolved. The rural environment is protected, and household waste collection is implemented synchronously.

The cultural and social fields have many positive changes. The school system has been invested in and upgraded, 60% of schools have met national standards. The quality of education has been improved, universal preschool education for 5-year-old children has reached 100%. Commune health stations have been invested in facilities and equipment, ensuring primary health care for the people. Sustainable poverty reduction work has been implemented synchronously, the poverty rate has decreased by 3% - 4% each year.

Cultural and sports activities, preserving the Thai ethnic identity are maintained regularly, contributing to enriching the spiritual life of the people. The cultural radio and postal system is effectively promoted.

The national defense and security sector continues to be firmly consolidated. Training, combat readiness, and military recruitment have all been excellently completed. Political security and social order and safety have been maintained; the movement of the entire people protecting national security has developed strongly with many effective models. Administrative management of security and order has been carried out in accordance with regulations, serving the people's needs well.

Entering the 2025-2030 term, the Party Committee and People of Chau Loc commune have determined the general goal: to build a commune that develops rapidly and sustainably in all areas. At the same time, focus on effectively exploiting the potential and advantages of the locality, preserving and promoting the fine traditional cultural values ​​of the Thai ethnic group; improving the quality of human resources, ensuring social security, and sustainable poverty reduction.

The commune is also determined to mobilize, integrate and effectively use all resources to invest in developing socio-economic infrastructure, gradually narrowing the gap with the general level of the province. The goal by 2030 is to basically complete the new rural criteria; significantly improve the material and spiritual life of the people; maintain political stability, national defense and security; improve the leadership capacity and fighting strength of the Party organization; promote the great national unity bloc and strengthen the people's trust in the Party and the government.

To concretize the goal, the Party Committee of the commune has set out 28 development targets in the fields of: Economy, culture - society, environment, national defense - security and building the political system. Along with that, it has established 6 groups of key tasks, 3 strategic breakthroughs and 4 groups of solutions throughout the term.
