Chau Quang Commune (Quy Hop District): Focusing on building new rural areas.

(Baonghean) - During the 2010-2015 term, the Party Committee and people of Chau Quang commune (Quy Hop district) upheld the tradition of unity, hard work, and creativity, achieving significant results in all areas of socio-economic development, national defense, and security.

The Resolution of the Commune Party Congress for the 2010-2015 term set out 17 targets for economic, cultural-social, national defense-security development, and to date, 13 targets have been achieved or exceeded. The average growth rate for the 2010-2015 period was 20.1%. The total value of production within the commune in 2015 was estimated at 433.2 billion VND; of which the value of agricultural, forestry, and fisheries production was 147.5 billion VND, with an average growth rate of 12.8%; the value of industrial and basic construction production was 140.5 billion VND, with an average growth rate of 22.6%; and the value of services and trade reached 145.2 billion VND, with an average growth rate of 28.4%. The average per capita income in 2015 was estimated at 31 million VND (the Congress Resolution set a target of 14 million VND), with an average annual growth rate of 18.8%.

Cultural and artistic activities are regularly organized in Chau Quang (Quy Hop).

After nearly four years of implementing the new rural development program, the commune has created a strong movement, the rural landscape has improved significantly, and the material and spiritual lives of the people have been enhanced. By the end of 2014, 15 out of 19 criteria had met national standards.

The socio-cultural sector has received attention. During the past term, investment has focused on building school infrastructure to meet teaching and learning needs. The commune currently has 1 kindergarten, 2 primary schools, and 1 secondary school, all four of which have met national standards; in the 2014-2015 school year, all three levels of education had 63 classes and 1,772 students; 100% of the staff and teachers meet the required standards, the quality of education is constantly improving, the percentage of students achieving good and excellent grades meets the planned targets, and the annual student promotion rate is over 98%.

The movement "All people unite to build a cultured way of life" has been actively embraced by the people, with the percentage of cultured families reaching 85% or higher annually. In 2011, the commune was recognized as a culturally advanced commune, with 2 hamlets recognized as cultural villages; the percentage of villages and hamlets recognized as cultural units reached 90%.

The health station's facilities are well-built to meet the needs of the people for medical examination and treatment. In 2014, the commune achieved the National Standard for Health in the period 2011-2020. From 2010 to 2015, the population growth rate remained stable at 0.9-1%. Social policies were implemented fully, promptly, and correctly for the target groups. In 5 years, 207 dilapidated houses were demolished using funds from various sources with a total value of over 16 billion VND, including 1.02 billion VND from the higher-level budget and 82 million VND from the commune budget; the poverty reduction program was implemented effectively, with the poverty rate decreasing by 2-3% annually.

Building upon the achievements made, in the 2015-2020 term, based on strengthening unity within the Party, consensus among the people, focusing on maximizing resources, and taking advantage of the State's assistance, support, and investment, the Party Committee and people of Chau Quang commune strive to accelerate socio-economic development, strongly develop industry, handicrafts, services, and trade; apply scientific and technological advancements, improve productivity, quality, and efficiency in agriculture and forestry; create new changes in cultural and social activities, maintain national defense and security, improve the material and spiritual lives of the people, and achieve the new rural development goals by the end of 2015.

According to Comrade Hun Vy Duy, Standing Deputy Secretary of the Party Committee of Chau Quang commune, the main targets of the commune by 2020 are: Total value of intra-commune production: 708.357 billion VND, annual growth rate of 10.2%; of which: agriculture and forestry: 188.230 billion VND, annual growth rate of 5.0%. Industry and construction: 259.794 billion VND, annual growth rate of 13.1%. Services and trade: 260.333 billion VND, annual growth rate of 12.4%. Average per capita income: 65 million VND/year, average annual increase of 15.8%. Regarding culture and society: Percentage of cultured families: 90%; percentage of cultured villages: 97%; annual reduction in the poverty rate by 2-3%...
