Chieu Luu commune overcomes difficulties to shift its economic structure in conjunction with building a new rural area.
The Party Congress of Chieu Luu commune has set forth the development motto for the entire term: "Unity - Democracy - Discipline - Breakthrough - Development" to successfully achieve the goal of building Chieu Luu commune into a sustainably developed socio-economic area in a green, harmonious direction with national identity; developing the rural economy in conjunction with building new rural areas.
Socio-economic situation
Chieu Luu is a mountainous commune in the western part of Nghe An province, established by merging the natural area and population of the former Bao Thang and Chieu Luu communes in Ky Son district. The commune has a natural area of 196.93 km².2With a population of 9,797 people, mainly ethnic Thai, Khmu, and Kinh people, the commune has 29 Party branches; a total of 465 Party members, including 451 full members (97%) and 16 probationary members (3%). 394 Party members are from ethnic minorities (84.7%).

Over the past years, the Party Committee, Government, and people of Chieu Luu commune have implemented the tasks of the 2020-2025 term amidst many favorable conditions, while also facing numerous difficulties and challenges, especially the impact of the Covid-19 pandemic and the negative effects of fluctuations in the global economic and political situation. However, with the leadership, guidance, and support of all levels, sectors, and localities, they have gradually overcome difficulties to achieve development goals.
Despite the difficulties caused by the Covid-19 pandemic and economic recession, the growth rate of the total product value during the term remained relatively high, estimated at 6.3%. The scale of the total product in the area is expanding, estimated to reach over 45 billion VND by 2024. Average per capita income by the end of 2024 is projected to reach 22.1 million VND, an increase of 7.2 million VND compared to the beginning of the term (meeting the target set by the Party Congress Resolution).
The economic structure is shifting in the right direction; agriculture, forestry, and fisheries account for 50.8%; industry and construction account for 6.25%; and services and trade account for 42.95%... Annual budget revenue consistently meets and exceeds the assigned targets. It is estimated that by 2025, the total budget revenue under decentralized management in the area will exceed 362 million VND, averaging over 70 million VND per year.

Regarding crop cultivation: The annual cultivated area has been maintained at a stable 390 hectares, including: rice (375 hectares at the beginning of the term, down to 315 hectares at the end of the term), corn (70 hectares, yielding 126 tons/year), high-yield cassava (increased from 73 hectares in 2020 to 135.4 hectares), average food production reaching 280 kg/person/year, an increase of 8 kg; effectively maintaining a 1-hectare model of growing sorghum under the forest canopy in Tha Lang village, with a total annual yield of 3.5 - 4 tons.
Livestock farming continues to develop steadily. The total livestock population is estimated to reach 7,860 animals by 2025, an increase of 1,727 animals compared to 2020; two new livestock farms have been established by two households, each with 25-30 buffaloes and cows, generating a stable annual income of 50-60 million VND; the total poultry population is approximately 7,800 birds, an increase of 3,600 birds, reaching 78% of the target. Comprehensive solutions for preventing and combating cold weather, hunger, and diseases in livestock and poultry are being implemented to minimize losses caused by natural disasters and epidemics. The area for fish farming in ponds remains at 7.9 hectares; the estimated production is 3.6 tons, mainly concentrated in the villages of Luu Tien, Luu Hoa, and Tat Thoong.
The total forest area of the commune is currently 20,420.10 hectares, with a forest cover rate of 59.04%, an increase of 8.04% compared to the target set in the resolution. Forest patrol, inspection, and management activities continue to be maintained and strengthened.

During the term, the commune received investment for new construction projects, with the commune acting as the investor for 18 projects; the total investment capital was 41.14 billion VND. By 2024, 18 projects had been handed over and put into use, such as: the commune People's Committee sports field; the iron bridge to the Xieng Thu production area; the renovation and upgrading of the Tat Thoong village cultural house; the construction of a concrete road to Xao Va village with a total of 12.1 km...). The new rural development movement was decisively directed from the commune to the villages, mobilizing the participation of the entire political system and the people.
The network of commercial and service businesses in the area has expanded and diversified, forming many shops and general stores in the central area of the commune. Total retail sales of goods and consumer service revenue increased 1.5 times compared to 2020. Tourism facilities have begun to develop with a number of distinctive tourism products and services attracting domestic tourists. The area is effectively utilizing tourism resources and the cultural identity of ethnic groups, linked with the development of unique tourism products to meet the needs of tourists within the province.
Infrastructure serving activities and public welfare facilities has been upgraded; to date, 100% of the population has access to clean drinking water; 100% of households have access to the national power grid; and 24 km of roads have been paved with concrete. The locality always creates favorable conditions for organizations and individuals inside and outside the commune to invest in and expand production and small-scale industries; however, due to geographical factors, the development of industry and construction faces many difficulties.

To date, only 6 small-scale domestic wood processing workshops and more than 10 mechanical processing teams have been established in the area, creating stable local jobs for over 100 workers with stable incomes of 8-10 million VND/person/month, contributing to a stable livelihood.
Focus on investing in the development of science and technology, and applying digital transformation in state management, production, business, and daily life. Promote digital transformation and the application of information technology in management and administration. The entire political system has resolutely implemented and completed the electronic authentication process according to Government Decree 06/CP. The installation, activation, and use of level 2 VNeID electronic identification accounts has reached nearly 80%; and cashless payment methods have been implemented at 45% of service and tourism businesses.
The campaign "All people unite to build new rural areas," linked with the movement "All people unite to build a cultured life in residential areas," has been implemented comprehensively and is increasingly going deeper; the percentage of villages meeting cultural standards reached 66.4%; and the percentage of households meeting cultural standards reached 75.5%.
The commune also implemented solutions to develop and improve the quality of education and training. During the term, the school network remained stable, and facilities and equipment for teaching and learning continued to be invested in, upgraded, and newly purchased, basically meeting the needs of teaching and learning. The percentage of excellent students at the school, district, and provincial levels increased by 2-3% annually. Four out of seven schools were recognized as meeting national standards level I. Basic medical facilities and equipment were provided, and the medical staff received professional training in expertise, ethics, and disease prevention and control.

During the period 2023-2025, Chieu Luu commune completed the elimination of temporary, dilapidated, and substandard housing with 558 houses (527 newly built and 31 repaired), including: the National Target Program for Sustainable Poverty Reduction (135 newly built, 28 repaired), the Program for People with Meritorious Service (1 newly built, 1 repaired), the Program for Socio-Economic Development of Ethnic Minority Areas (22 newly built), and the Provincial Socialization Program 1,838 (363 newly built, 2 repaired). The average poverty reduction rate during the 2021-2025 period was approximately 3.08% per year, contributing to reducing the commune's poverty rate to 40.52% in 2025.
Effectively implement investment and support programs and projects in ethnic minority areas. Pay attention to and create favorable conditions for religions to operate in accordance with the law, respecting and guaranteeing the freedom of belief and religion, and the freedom from belief and religion of citizens.
Effectively build up forces, conduct training and exercises in regional defense and forest fire prevention and control; proactively support the people in preventing and combating floods, storms, epidemics, and overcoming the consequences of natural disasters. Strictly manage reserve soldiers; achieve 100% of recruitment targets annually; and effectively implement policies supporting the families of soldiers.

Development orientation
During the 2020-2025 term, the Party Committee of Chieu Luu commune (formerly Bao Thang and Chieu Luu communes) upheld the tradition of unity, constantly innovated, strived to seize every opportunity, overcame difficulties and challenges, and achieved many positive results, with 24 out of 28 targets met or exceeded.
In the coming period, along with implementing the two-tiered local government model, streamlining the organizational structure, ensuring unified, smooth, effective, and efficient operation of the administration from the central level to the commune level; building a government that is close to the people, serving the needs of the people in the area better.
The commune has set the following general development goals: To take advantage of and effectively apply the Party and State's guidelines and policies for ethnic minority areas, in conjunction with the commune's potential and advantages, to build Chieu Luu commune into an economy based on land and forests; to care for and protect forests, develop livestock farming; and to form a key agricultural production area with guaranteed product consumption through cooperative models and linked cooperatives for product distribution.
Focus on vocational training, job creation, and labor export; prioritize resources for building essential infrastructure. Develop trade and services, create jobs and income, reduce poverty, and ensure social security. Preserve and promote the traditional cultural values of the nation. Strive to ensure that by 2030, Chiêu Lưu commune will essentially escape its status as a poor and underdeveloped commune.

Accordingly, one of the key tasks identified is to restructure the agricultural sector towards improving quality, efficiency, and added value, linked with the formation of cooperative groups and cooperatives in the area. This includes promoting rural economic development in conjunction with building new rural areas. It also involves replanning industrial zones in the area, creating a transparent legal framework to attract investors, and generating new impetus for local economic growth.
Promoting the values and cultural identity of Chieu Luu and building the people to be "friendly, compassionate, united, creative, and integrated"; ensuring the people's right to self-governance and the strength of the great national unity. Accelerating comprehensive digital transformation in the management and operation of commune-level governments, building a digital government, promoting the provision of online public services, and establishing community digital technology groups...

With the achievements made in the past term, along with the tradition of unity and solidarity, and high determination, Chieu Luu commune is facing new opportunities for development. The First Congress of the Chieu Luu Commune Party Committee affirms the determination of the Party Committee, Government and people of Chieu Luu commune to strive, overcome all difficulties and challenges, and successfully achieve the goals and tasks set for the 2025-2030 period.
