Chieu Luu commune overcomes difficulties to shift economic structure associated with new rural construction
The Party Congress of Chieu Luu commune has set out the development motto for the entire term "Solidarity - Democracy - Discipline - Breakthrough - Development" to successfully implement the goal of building Chieu Luu commune with sustainable socio-economic development in a green, harmonious direction, with national identity; developing rural economy associated with building new rural areas.
Socio-economic situation
Chieu Luu is a mountainous commune in the West of Nghe An province, established on the basis of merging the natural area and population of Bao Thang commune and Chieu Luu commune, Ky Son district before. The commune has a natural area of 196.93 km2with a population of 9,797 people, mainly Thai, Kho Mu, Kinh ethnic groups. The whole commune has 29 Party cells; a total of 465 Party members, of which: 451 official Party members (97%), 16 probationary members (3%). Party members who are ethnic minorities are 394 comrades (accounting for 84.7%).

Over the past years, the Party Committee, Government and People of Chieu Luu commune have carried out the tasks for the 2020 - 2025 term in a context of many advantages, at the same time, they have also encountered many difficulties and challenges, especially the impact of the Covid-19 pandemic, the negative impact of fluctuations in the world economic and political situation. However, with the leadership, direction and support of all levels, sectors and localities, they have gradually overcome difficulties to complete development goals.
In difficult conditions due to the impact of the Covid-19 pandemic and economic recession, the growth rate of total product value during the term is still quite good, estimated at 6.3%. The scale of total product in the area is increasingly expanding, it is estimated that by 2024, the scale of total added value will reach more than 45 billion VND. Average income per capita by the end of 2024 will reach 22.1 million VND, an increase of 7.2 million VND compared to the beginning of the term (achieving the target set by the Party Congress Resolution).
The economic structure has shifted in the right direction; Agriculture, forestry and fishery account for 50.8%; Industry - Construction accounts for 6.25%; Services - Trade accounts for 42.95%... Annual budget revenue has always reached and exceeded the assigned estimate. It is estimated that by 2025, the total budget revenue under decentralized management in the area will be more than 362 million VND, an average of more than 70 million VND per year.

Regarding cultivation: The annual planting area is maintained stable from 390 hectares, of which: Rice at the beginning of the term is 375 hectares down to 315 hectares at the end of the term, corn is 70 hectares, yield is 126 tons/year, high-yield cassava area from 73 hectares in 2020 increased by 135.4 hectares, average food reaches 280 kg/person/year, increased by 8 kg; effectively maintaining 1 hectare of bo bo planting model under the forest canopy in Tha Lang village, total annual yield reaches 3.5 - 4 tons.
Livestock herds continue to grow steadily. The total livestock herd is estimated to be 7,860 by 2025, an increase of 1,727 compared to 2020; 2 new livestock farms of 2 households will be built and formed, with 25-30 buffaloes and cows/farm, with an average annual stable income of 50-60 million VND; the total poultry herd is about 7,800, an increase of 3,600, reaching 78% of the target. Synchronously implement solutions to prevent and combat hunger, cold, and diseases for livestock and poultry to minimize damage caused by natural disasters and epidemics. The pond fish farming area is still maintained at 7.9 hectares; the output is estimated at 3.6 tons, mainly concentrated in Luu Tien, Luu Hoa, and Tat Thoong villages.
The current forest area of the whole commune is 20,420.10 hectares, the forest cover rate is 59.04%, an increase of 8.04% compared to the resolution. Patrolling, inspection and management of forest protection continue to be maintained and strengthened.

During the term, the commune invested in new construction, of which the commune was the investor in 18 projects; the total investment capital was 41.14 billion VND. By 2024, 18 projects had been handed over and put into use, such as: Commune People's Committee Sports Field; Iron bridge to Xieng Thu production area; Renovation and upgrading of Tat Thoong village cultural house; Concrete road construction project to Xao Va village with a total length of 12.1km ...). The new rural construction movement was directed resolutely from commune to village, mobilizing the participation of the entire political system and people.
The commercial and service business network in the area has been diversified, forming many stores and general businesses in the central area of the commune. Total retail sales of goods and consumer service revenue increased 1.5 times compared to 2020. Initially forming tourist facilities with a number of typical tourism products and services to attract domestic visitors. Effectively promoting tourism resources and cultural identities of ethnic groups associated with developing unique tourism products to meet the needs of tourists in the province.
Infrastructure serving activities and welfare works has been invested and upgraded; up to now, 100% of the population has access to clean water; 100% of households have access to the national grid; 24 km of roads have been concreted. The locality always creates favorable conditions for organizations and individuals inside and outside the commune to invest, expand production and industrial consumption; however, due to geographical factors, industrial and construction development faces many difficulties.

Up to now, in the area, there have been 6 small-scale civil wood processing workshops; more than 10 mechanical processing teams; creating stable jobs for more than 100 local workers, with a stable income of 8 - 10 million VND/person/month, contributing to stabilizing life.
Focus on investing in science and technology development, applying digital transformation in State management, production, business, and life. Promote digital transformation, apply information technology in management and operation. The entire political system has resolutely deployed and soon completed electronic authentication according to Project 06/CP of the Government. Installation, activation and use of VNeID level 2 electronic identification accounts reached nearly 80%; service and tourism businesses implementing non-cash payment methods reached 45%.
The movement "All people unite to build new rural areas" associated with the movement "All people unite to build cultural life in residential areas" has been deployed synchronously and increasingly in-depth; the rate of villages meeting cultural standards reached 66.4%; the rate of households meeting cultural standards reached 75.5%.
The commune also implemented solutions to develop and improve the quality of education and training. During the term, the school network was maintained stably, facilities and teaching and learning equipment continued to be invested, upgraded, and purchased, basically meeting the needs of teaching and learning. The rate of excellent students at school, district and provincial levels increased by 2-3% annually. 4/7 schools were recognized as meeting national standards level I. Basic medical facilities and equipment were equipped, medical staff and doctors were trained in expertise, professionalism, and medical ethics, and disease prevention and control work was carried out seriously and strictly.

In the period of 2023 - 2025, Chieu Luu commune has completed the work of eliminating temporary, leaky, and dilapidated houses with 558 houses (527 newly built houses and 31 repaired houses), including: National Target Program for Sustainable Poverty Reduction (135 newly built houses, 28 repaired houses), Program for People with Merits (1 newly built house, 1 repaired house), Program for Socio-Economic Development in Ethnic Minority Areas (22 newly built houses), Program for Socialization of 1,838 Provinces (363 newly built houses, 2 repaired houses). The average poverty reduction rate in the period of 2021-2025 is about 3.08%/year, contributing to reducing the poverty rate of the commune to 40.52% in 2025.
Effectively implement investment and support programs and projects in ethnic minority areas. Pay attention to and create conditions for religions to operate in compliance with the law, respect and ensure citizens' freedom of belief, religion and freedom of non-belief and religion.
Do a good job in building forces, practicing and rehearsing defense zones, preventing and fighting forest fires; proactively support people in preventing and fighting floods, storms, epidemics, and overcoming the consequences of natural disasters. Strictly manage reserve soldiers; fulfill 100% of recruitment targets every year; well implement the military rear policy.

Development orientation
In the 2020-2025 term, the Party Committee of Chieu Luu commune (Bao Thang commune and the old Chieu Luu commune) has promoted the tradition of solidarity, constantly innovated and created, strived to take advantage of every opportunity, overcome difficulties and challenges, and achieved many positive results, with 24/28 targets reaching and exceeding the set goals.
In the coming period, along with implementing the 2-level local government model, streamlining the organizational apparatus, ensuring unified, smooth, effective and efficient operations of the administrative system from the central to communal levels; building a government close to the people, serving better the needs of local people.
The commune identifies the general development goals: Taking advantage of and applying reasonably and effectively the Party and State's policies and guidelines for ethnic minority areas, in conjunction with the commune's potential and advantages, building Chieu Luu commune to develop its economy based on land and forests; caring for and protecting forests, developing livestock; forming key agricultural production areas with product consumption according to the model of cooperative groups and cooperatives linking product consumption.
Focus on vocational training, job creation, labor export; prioritize resources to build essential infrastructure. Develop trade and services, create jobs and income, reduce poverty, ensure social security. Preserve and promote traditional cultural values of the nation. Strive to make Chieu Luu commune basically escape from being a poor, underdeveloped commune by 2030.

Accordingly, one of the key tasks identified is to restructure the agricultural sector towards improving quality, efficiency, and added value, associated with the formation of cooperatives and cooperatives in the area. Promote rural economic development associated with new rural construction. Re-plan industrial zones in the area, create a transparent legal corridor to attract investors, creating a new driving force to promote local economic growth.
Promoting cultural values and identities and building Chieu Luu people as "friendly, benevolent, united, creative, and integrated"; ensuring the people's mastery and the strength of the great national unity bloc. Promoting comprehensive digital transformation in the management and operation of commune-level governments, building digital government, promoting the provision of online public services, establishing community digital technology teams...

With the achievements in the past term, along with the tradition of solidarity, unity and high determination, Chieu Luu commune is facing new opportunities for development. The 1st Congress of Chieu Luu Commune Party Committee affirmed the determination of the Party Committee, Government and People of Chieu Luu commune to strive, overcome all difficulties and challenges, and successfully implement the goals and tasks set for the period 2025 - 2030.
