Dien Hoa commune will be the administrative center of Phu Dien urban area.

(Baonghean) - The plan to expand Dien Chau town into Phu Dien urban area was unanimously approved and implemented by the Dien Chau District Party Committee and Government since 2007. After numerous consultations with relevant departments at the central, provincial, and district levels, the plan has now been basically completed and submitted to the Provincial People's Committee for approval.

According to the initial plan, the Phu Dien urban area would expand across four communes, covering an area of ​​1,181 hectares with a population of 50,000 people. However, after numerous suggestions and revisions to suit the current development stage, the Phu Dien urban area, with its development direction until 2035 and vision until 2050, has been expanded to encompass nine communes: Dien Phuc, Dien Tan, Dien Bich, Dien Ngoc, Dien Kim, Dien Van, Dien Ky, Dien Hoa, one town, and a part of the southeastern area of ​​Dien Thap commune, covering an area of ​​over 4,493 hectares with a population of over 80,000 people. The inner urban area includes: the town, Dien Thanh commune, the area east of the railway in Dien Phuc commune, the northern part of Dien Tan commune, Dien Hoa commune, Dien Ngoc commune, and a part of the southern area of ​​Dien Ky commune.

Previously, the administrative center was located east of Dien Thanh commune, but it has now been moved to Dien Hoa commune, and the industrial zone has been relocated to the north.

Accordingly, the economic structure will focus on developing seafood processing, ports, and agriculture; exploiting service systems and tourism, accompanied by the restoration of traditional craft villages, industries, and small-scale handicrafts, with an emphasis on exploiting and utilizing the sea surface area to develop resort tourism services. The transportation infrastructure will be harmoniously connected to urban functional areas.

Phu Dien town will be an ecological, service, and resort tourism center for the district and surrounding areas. Cua Van Port is planned as a level IV cargo port combined with a fishing port with a capacity of 100,000 tons/year and a vessel tonnage of 500 tons, and a water treatment plant with a capacity of 20,000 m3/day will be built...

The new urban planning for the expanded Phu Dien area has attracted considerable attention and enthusiasm from the people of Dien Chau, who have welcomed it with much hope. The selection of key development areas in the coastal region, addressing difficulties such as shallow waterways, and prioritizing the development of seafood brands have been well-received by fishermen. Nguyen Hang, a fisherman from Dien Ngoc, shared: “Having a safe seaport and waterways would be the greatest joy for the fishermen of Dien Chau. We would invest in larger, more powerful boats and have peace of mind to fish.”

For the people of Dien Hoa commune (where the administrative center was chosen), this is seen as an opportunity for the locality to develop in many aspects. Mr. Cao Xuan Thuong, a resident of Dien Hoa commune, shared: "We had high hopes when the commune became part of the urban center and also became the location of the administrative headquarters. However, Dien Hoa commune will lose a lot of agricultural land that provides a livelihood for most people in the area. Therefore, I hope that Dien Chau district will have a roadmap for investment and job retraining so that the people of Dien Hoa still have jobs and income even after losing their production land."

Mr. Ha Xuan Quang, Vice Chairman of the Dien Chau District People's Committee, stated: "The general plan for expanding Phu Dien urban area, if approved, will be an important basis for developing a project to upgrade Phu Dien from a type V urban area to a type IV urban area. This will serve as a prerequisite for the decentralization and classification of urban areas from towns to cities directly under the province, significantly promoting the development of the central coastal region of Nghe An. Therefore, once the plan is approved, we will proceed with planning and developing a roadmap until 2035, with a systematic annual investment program and plan. The early establishment of Phu Dien urban area will also open up new opportunities for many investors to come to Dien Chau."
