Dien Phu Commune (Dien Chau District): Striving to achieve new rural standards.
(Baonghean) - Taking advantage of its agricultural potential, during the 2010-2015 term, the Party Committee of Dien Phu commune (Dien Chau district) focused on directing the development of agriculture towards commodity production, building large-scale model fields, and developing medium- and small-scale industrial and semi-industrial livestock farming models, ensuring food safety and environmental hygiene; and establishing many high-income crop areas. Two agricultural service cooperatives have effectively provided services, supplying inputs for agricultural production. The electricity system has received investment for upgrading, meeting the production and living needs of the people.

Particularly during the term, the commune decisively directed the "land consolidation and exchange" work; after the conversion, the average number of plots per household in the entire commune was 58, a decrease of 4.47 plots per household; the average area per plot was 823 m2, an increase of 487 m2 per plot compared to before the conversion; the people contributed an average of 30 m2 of land for land conversion and the construction of internal field roads. After completing the land conversion, mechanization was initially introduced into production, saving costs and gradually forming many highly effective agricultural production models. Along with that, the local authorities paid attention to forest protection, fire prevention and control, and concentrated reforestation; forest protection and development projects were implemented on schedule and with quality; the 661 reforestation project and the WB3 project continued to be implemented. The total area of newly planted forests under the WB3 Project reached 206.5 hectares, generating an annual income of 2 billion VND.
To develop diverse industries and create jobs for local workers, the Party Committee has led the development of small-scale handicraft industries such as garment making, welding, milling, carpentry, and brickmaking; service businesses concentrated in the new Bac Market, the central area, and small-scale trading services... In particular, the transportation of goods and passengers has seen many positive changes and high efficiency.
By 2014, the total production value of the commune reached 177,109 million VND; average per capita income reached 20.2 million VND; average growth rate was 16.5%...
During the term, thanks to support and investment attraction, along with the efforts of the local government, several important projects were built in the area, including: 18 classrooms for the primary school; the Bac Market project according to new rural standards; the commune health station; a wireless broadcasting station; a commune "one-stop" center; the construction of infrastructure for subdividing new residential areas in hamlets 12 and 22; asphalt paving of 2.7 km of route 19-22 and the Bac Market to hamlet 3 route; concrete paving of 3.56 km of Class A road from Dien Phu to Dien Tho. The rural electricity grid system was repaired. With cement support from the State and the mobilization of local people, Dien Phu completed 4.83 km of Class B roads, concreted over 10 km of hamlet alleys; reinforced 2 km of canals; paved nearly 11 km of roads on 17 main routes and internal field roads; and built one waste disposal site. 12 out of 19 criteria for new rural development have been met. The total investment in construction over the past 5 years reached approximately 39 billion 607 million VND.

The socio-cultural sector has seen positive changes. During the term, the quality of comprehensive education has improved, and the socialization of investment in basic infrastructure and equipment to meet educational reforms has been effectively implemented; the universal education program at all levels has been well-directed. The "All People Unite to Build a Culturally Rich Life" movement has been strengthened. The percentage of culturally exemplary families reached 82%; the entire commune has 12 culturally exemplary hamlets and 4 culturally exemplary units at the district and provincial levels. Healthcare, public health care, population, family planning, and food safety and hygiene continue to be prioritized; the infrastructure for medical examination and treatment is gradually being fully invested in.
Poverty eradication efforts have been effectively directed and prioritized; the poverty rate has rapidly decreased from 38% in 2010 to 6.64% in 2014. Efforts have been intensified to provide advice and support for labor export and employment, resulting in a total of 145 workers exported from the commune, an increase of 47 compared to the beginning of the term.
The Party Committee consistently prioritizes political and ideological education, contributing to raising awareness, strengthening faith, and helping cadres and Party members develop firm political resolve and uphold their pioneering and exemplary roles. During the term, 38 new Party members were admitted; 49 outstanding individuals were trained in Party membership orientation. Activities of mass organizations, political and social organizations have seen many positive changes.
Entering the 2015-2020 term, the Dien Phu Commune Party Committee has intensified investment in infrastructure development. The economic and labor structures have shifted in a positive direction. The commune continues to effectively implement the National Target Program for New Rural Development; achieve sustainable poverty reduction, gradually improve the material and spiritual lives of the people while protecting the ecological environment; strengthen national defense and security, and ensure political stability and social order. It also continues to promote administrative reform and combat corruption and waste; and build a clean and strong Party and government. The goal is for Dien Phu to become a commune meeting national standards for new rural development by 2020.
