(Baonghean.vn) - After swindling more than 2 billion VND in money for disabled veterans' benefits, Hai left his wife and 3 children behind and fled in the night. Hai made 3 identity cards and lived comfortably for 5 years.

Yen Thanh District Police have just received Hoang Van Hai (born in 1960, residing in Cong Thanh Commune, Yen Thanh) from the Criminal Enforcement and Judicial Support Police Department (PC10) of Nghe An Provincial Police to continue investigating and clarifying the crime of "Fraudulent appropriation of property".

Hoang Van Hai was the former Commune Team Leader of Cong Thanh Commune, Yen Thanh District. In 2012-2013, when the State had a policy to resolve the regime for those injured in combat but not yet recognized as war invalids, as the Commune Team Leader, Hai stood up to receive the files of many war veterans.

For some veterans who are not eligible for monthly allowances or those who are eligible but want to “speed up the process”, Hoang Van Hai confided in them, promising to “help”. In return, Hai collected tens of millions of dong from each person for “funding”.

Although he received money from the people, Hai could not help but used the money for personal expenses. Waiting for a long time without seeing results, the people came to ask, Hai said that the work was still being done and results would soon come.

After being promised many times but waiting for no results, people began to suspect. Knowing that his actions were exposed, Hoang Van Hai left his wife and children and fled the area that night. At that time, Hai was "holding" more than 2 billion VND of the victims.

After receiving information, verifying and collecting evidence, Yen Thanh District Police issued a decision to prosecute the case and prosecute Hoang Van Hai for the crime of "Fraudulent appropriation of property". Unable to arrest Hai, on May 18, 2014, Yen Thanh District Police issued a nationwide wanted notice for Hoang Van Hai.

As for Hai, after leaving his hometown, he ran straight to Dak Rung commune, Dak Song district, Dak Nong province. Hai completely cut off contact with his family and siblings. Day by day, Hai made a living by butchering and selling pigs.

While living here, Hai got married to a woman 20 years younger than him, who had been divorced before. The two moved in together with his wife's stepdaughter. A year later, they had a son together.

There are 3 identity cards

Thinking that the police had “forgotten” him, Hai left Dak Nong and went to Bien Hoa City (Dong Nai) to work as a security guard at a pig farm. Hai made two more identity cards with the years of birth 1960 and 1962 to legalize his identity.

However, Hai was wrong, because during that time, the PC10 wanted detectives of Nghe An Police were still secretly investigating every piece of information and movement of Y. Determining that Hai was in Bien Hoa City, on April 20, 2019, a working group quickly arrived in Bien Hoa, at this time, Hai returned to Dak Nong to visit his wife and children.

“Although he has 3 identity cards, Hai never registered or participated in any local activities, but instead “entrusted” them to his wife. Even in the census list of Dak Rung commune, Hai’s name was not included.”

After many days of monitoring and verifying, the capture team also identified the house where Hai was staying with his wife. With the cunning of a scammer, Hai sensed that his whereabouts were exposed, so on the afternoon of April 21, Hai sneaked along the forest trail behind the house and went down to Bien Hoa.

At this time, the Arrest Team of the Drug Crime Investigation Police Department of Nghe An Province Police (PC03) also verified Hai's whereabouts. On April 26, when Hai had just picked up his wife's stepchild from school and returned to the boarding house, he was arrested by the police.

Surprisingly, even though his hands were handcuffed, Hoang Van Hai still calmly insisted that he was not the person the police were talking about. However, faced with undeniable evidence, Hai finally had to admit that he was the person who had been wanted for the past 5 years.
