Hoa Son Commune (Anh Son): Focus on "building" new rural areas

(Baonghean) - Hoa Son is a newly established commune (separated from Hoi Son commune) of Anh Son district. People's lives are poor, material conditions are lacking, and the work of mobilizing internal resources to build infrastructure is facing difficulties.

During the 2010 - 2015 term, the Party Committee, government and people of Hoa Son commune strived to achieve a number of outstanding achievements.

First of all, to create a new breakthrough in economic development, the Party Committee and the government of Hoa Son commune have focused on converting the crop structure, arranging and using land reasonably: converting corn fields to sugarcane and chili fields with a yield of 150 - 200 million VND/ha. Continuing to apply scientific and technological advances, new variety structures, intensive cultivation, and increasing crops, thereby planning concentrated production areas such as 160 hectares of sugarcane, 44 hectares of industrial tea, nearly 4 hectares of black hybrid gac, and over 4.1 hectares of hot chili for export.

In addition, the forms of concentrated livestock farming have been diversified towards commodities, bringing the total herd of buffaloes and cows to over 1,600, 19,000 pigs, and over 75,000 poultry, achieving and exceeding the planned target. In forestry, over 548 hectares of forest have been planted, with a total production value of over 135 billion VND, an increase of 4.6 billion VND. The commune focuses on developing industry and services. The whole commune has 22 transport vehicles, 8 unburnt brick factories, and the brocade weaving profession in Vinh Kim village has gradually been restored. The commune has upgraded and repaired many pumping stations and canals to serve irrigation... During the term, the total annual production value reached 203 billion VND, an increase of over 39 billion VND compared to the beginning of the term, and the average income per capita reached 21 million VND/year, an increase of 4.5 million VND/person compared to the beginning of the term....

Perspective of Hoa Son Cassava Factory.

Thanks to good planning and mass mobilization work, Hoa Son Commune Party Committee has focused on completing the land consolidation and plot exchange plan in the field to build new rural areas, reducing the average number of plots per household from 4-5 to 1-2 plots. The commune has focused on mobilizing internal resources, people's strength and project capital, attracting a total investment of over 132 billion VND to implement large projects such as the cassava starch processing factory, roads, and schools. After 3 years of building new rural areas, the whole commune has mobilized nearly 800 million VND from people's contributions, repaired 65 roads with a total length of 30 km, poured 10 km of sugarcane raw material road, mixed 52 km, completed 26 km of road meeting class A standards...

There has been much progress in the field of culture and information. Up to now, the whole commune has over 1,300 households that have been granted the Cultural Family Certificate for 3 consecutive years, accounting for 78% of households, over 400 families have achieved the title of Sports Family, accounting for 40%. The quality of education has been increasingly improved, the rate of mobilizing children to go to school reaches 100% every year, primary schools meet national standards level 1. The commune has encouraged people to participate in purchasing health insurance at a rate of 58%, regular vaccination work has been given attention, reducing the rate of malnourished children under 5 years old to 16%... Vocational training programs and projects, job creation, hunger eradication and poverty reduction have been actively implemented. National defense and security work has been maintained and ensured. Political and ideological education work has been innovated thanks to the development of an action program that attracts over 90% of party members to participate in studying, thereby praising 9 groups and 11 individuals who are exemplary in studying and following Ho Chi Minh's moral example. Comrade Dang Minh Chau, Secretary of the Commune Party Committee, said: Based on this actual situation, in the 2015 - 2020 term, the Commune Party Committee set the following goals: To improve the capacity and fighting strength of the Party and the entire political system, to develop the economy at a fast and sustainable pace in the direction of industrialization and modernization of agriculture and rural areas; to effectively promote specialized areas such as cassava, chili, sugarcane, and tea to serve the processing industry, to focus on attracting investment, mobilizing internal resources, and prioritizing investment in industrial development, small-scale industries, services, and agricultural production. Specific targets are: Average growth rate reaches 4.57%/year, total production value reaches 296 billion VND, average income per capita reaches 24.6 million VND/year, an increase of 3.7 million VND compared to 2014. Attract investment in rural infrastructure construction; strive to have 81% of cultural families, 40% of sports families, kindergartens, secondary schools meet national standards level 1, primary schools meet standards level 2; by 2020, 80% of party cells will achieve strong performance, no weak party cells; government organizations, the Fatherland Front and mass organizations will achieve excellent strength.

Discussing solutions to implement the goals and tasks of the new term, comrade Bui Duy Thuy, Chairman of the People's Committee of Hoa Son commune, said: The direction of the commune is to assign tasks to each cadre and party member, strengthen dialogue with the people to promptly grasp their thoughts and aspirations, and resolve their questions and requests. Promote the role of the leader, focus on doing well the work of planning, training and educating cadres; promote administrative reform. Continue to supplement and plan economic zones according to the commodity production planning to meet market demand and have high economic value. Identify new rural construction as one of the key and continuous tasks.
