(Baonghean) - Hoa Son is a newly established commune (separated from Hoi Son commune) in Anh Son district. The residents are poor, material conditions are lacking, and mobilizing internal resources for infrastructure development faces difficulties.

During the 2010-2015 term, the Party Committee, government, and people of Hoa Son commune made strenuous efforts and achieved several notable milestones.

First and foremost, to create a new breakthrough in economic development, the Party Committee and government of Hoa Son commune have focused on transforming the crop structure and rationally allocating and utilizing land: converting riverside land used for corn cultivation to sugarcane and chili cultivation, yielding 150-200 million VND/ha. Continuing to apply scientific and technological advancements, new crop varieties, and intensive farming to increase crop cycles, they have planned concentrated production areas such as 160 hectares of sugarcane, 44 hectares of industrial tea, nearly 4 hectares of black hybrid gac fruit, and over 4.1 hectares of export-quality chili peppers.

In addition, the commune diversified its concentrated livestock farming towards commercial production, bringing the total number of buffaloes and cattle to over 1,600, pigs to 19,000, and poultry to over 75,000, meeting and exceeding the planned targets. In forestry, over 548 hectares of forest were planted, with a total production value exceeding 135 billion VND, an increase of 4.6 billion VND. The commune focused on developing industry and services; the entire commune has 22 transport vehicles, 8 non-fired brick production workshops, and the traditional brocade weaving craft in Vinh Kim village is gradually being restored. The commune implemented upgrades and repairs to many pumping stations and canals to serve irrigation... During the term, the total annual production value reached 203 billion VND, an increase of over 39 billion VND compared to the beginning of the term, and the average per capita income reached 21 million VND/year, an increase of 4.5 million VND/person compared to the beginning of the term.

Thanks to effective planning and public mobilization, the Hoa Son commune Party Committee focused on completing the land consolidation and exchange plan on the ground early to build a new rural area, reducing the average number of plots per household from 4-5 to 1-2. The commune concentrated on mobilizing internal resources, people's strength, and project capital, attracting a total investment of over 132 billion VND to implement large projects such as a cassava starch processing plant, roads, and schools. Over the three years of building a new rural area, the entire commune mobilized nearly 800 million VND from people's contributions, repairing 65 roads with a total length of 30 km, paving 10 km of sugarcane raw material roads, paving 52 km of roads, and completing 26 km of roads meeting Class A standards...

The cultural and information sectors have made significant progress. To date, over 1,300 households in the commune have been awarded the "Cultural Family" certificate for three consecutive years, accounting for 78% of households, and over 400 families have achieved the "Sports Family" title, accounting for 40%. The quality of education is constantly improving, with an annual school enrollment rate of 100%, and the primary school meeting national standards at level 1. The commune encourages people to participate in health insurance, achieving a rate of 58%, and regular immunization programs are given attention, reducing the rate of malnutrition among children under 5 years old to 16%. Vocational training, job creation, and poverty reduction programs and projects are actively implemented. National defense and security are maintained and ensured. Political and ideological education has been reformed thanks to the development of an action program that attracted over 90% of Party members to participate in learning, thereby commending 9 exemplary collectives and 11 exemplary individuals in studying and following the moral example of Ho Chi Minh. The specific targets are: an average annual growth rate of 4.57%, a total production value of 296 billion VND, and an average per capita income of 24.6 million VND per year, an increase of 3.7 million VND compared to 2014. Attracting investment for rural infrastructure development; striving to achieve 81% of families recognized as "cultural families," 40% of families recognized as "sports families," kindergartens and junior high schools meeting national standards level 1, and primary schools meeting national standards level 2; by 2020, 80% of Party branches achieving the "Strong and Excellent" rating, with no weak or underperforming branches; and the government, Fatherland Front, and mass organizations achieving the "Excellent and Strong" rating.

Discussing solutions to achieve the goals and tasks of the new term, Comrade Bui Duy Thuy, Chairman of the Hoa Son Commune People's Committee, said: The commune's guiding direction is to assign tasks to each official and Party member, strengthen dialogue with the people to promptly understand their thoughts and aspirations, and resolve their questions and requests. We will promote the role of leaders, focus on good planning, training, and development of officials; and accelerate administrative reform. We will continue to supplement and plan economic zones according to commodity production plans that meet market demands and have high economic value. We identify building new rural areas as one of the key and continuous tasks. The commune will link economic development goals with social welfare policies; unite to build the homeland, and strive to make Hoa Son a prosperous commune in Anh Son district by 2020.
