The whole province has 10 non-public hospitals, 1,127 beds/ total 8,102 beds, reaching 4 non-public beds/ 10,000 people (accounting for 14%).

Socialized investment in non-public hospitals reached over 1,150 billion VND. Regarding human resources: non-public medical facilities have a total of 1,217 medical staff (accounting for more than 10% of the province's medical workforce). Medical examination and treatment activities in 5 years at non-public hospitals reached over 2 million people, accounting for 10% of the province's medical workforce).

Medical examination and treatment activities in 5 years at non-public hospitals reached over 2 million people, accounting for 10% of the total number of medical examinations and treatments in the province, contributing to reducing the burden on non-public facilities. Regarding the socialization of medical equipment: By 2015, 21/36 units had socialized medical equipment (reaching a rate of 58.3%) with a budget of about 380 billion VND.
However, non-public medical facilities (private hospitals) are mainly concentrated in Vinh city (9/10 hospitals); the expansion of private hospitals is not in line with planning; there is a lack of medical human resources in both quantity and quality; the rate of participation in health insurance is low.

After listening to the discussion on the solutions, the roadmap for implementing the project and the explanation of the health sector, concluding this content, Secretary of the Provincial Party Committee Nguyen Dac Vinh highly appreciated the preparation of the contents of the draft project. However, the Secretary of the Provincial Party Committee noted that the legal basis of the project and preferential policies need to be put first to clarify the socialization goal.
In addition, the agency drafting the project must clarify the planning of the local health network and clearly define each type, associated with specific policies and mechanisms, from the smallest types such as the family doctor model to private clinics and hospitals. The Provincial Party Secretary also emphasized the need to clearly define the concept of socialization to distinguish it from social security policies; socialization of health care must be associated with streamlining the payroll (reducing the number of people receiving salaries from the state budget) associated with autonomy and improving the quality of medical examination and treatment for the people./.
