Although located in the agricultural belt area of ​​Anh Son town, the commune's infrastructure is generally inadequate. Most of the people's production level is still small-scale and scattered, not creating many safe, quality products for the market.

Identifying economic development as a breakthrough, Hoi Son commune issued a specialized resolution, actively transforming the structure of crops and livestock, renovating mixed gardens in households to invest in effective production. At the same time, it provided maximum support for land and land conversion for households or groups of households to invest in developing clean vegetable growing models in greenhouses. After nearly 6 years, the whole commune has formed over 20 farms and ranches specializing in producing plants and animals with high and stable economic value; such as the model of 10 hectares of 4-crop corn production on the land of the village 2, the model of growing 10 hectares of corn with additional crops on the land of 2 rice fields in Dong Truong area, the model of growing 4 hectares of disease-free oranges in village 10, the model of growing 150 red-fleshed dragon fruit trees in village 5, and the model of integrated livestock farming in village 4. The models increased the land use coefficient to bring in income of hundreds of millions of VND/year/model.

The model of growing clean vegetables in a greenhouse according to the food safety chain of Mrs. Nguyen Thi Thu's household, village 2, Hoi Son commune, at this time the melons and tomatoes are growing well. The melons are about to be harvested for the second crop to sell during Tet. The model has an investment of over 1.4 billion VND, with a modern Israeli drip irrigation system and a raw material fermentation tank.

Along with agricultural production, Hoi Son commune promotes the development of industries, services, trade and labor export. Currently, the whole commune has 211 small trading households, 1 construction LLC, 88 industrial - handicraft households, 15 transport vehicles of all kinds. The whole commune currently has more than 200 people working abroad, bringing back a large income to the locality every year. The average income per capita in 2016 reached over 36 million VND/year, the poor households decreased from 11% to 3.6%, the number of well-off and rich households increased day by day.

To contribute to maintaining and promoting the effectiveness of the criteria, the commune has determined the motto of "Maximum mobilization of resources", considering the people as the subject of all action programs. Thanks to the consensus of all levels, sectors and the support of the people, the whole commune has mobilized nearly 104 billion VND to build new rural infrastructure. Of which, the people contributed over 60 billion VND, accounting for 60%. The commune has planned to meet the standards of items such as over 32 traffic routes, canals, dams, schools, transformer stations, commune health stations, offices, multi-functional cultural houses, traditional houses, stadiums; built 3 new cultural houses and upgraded and repaired 7 houses, playgrounds, and training grounds of 10 village cultural houses. Currently, Hoi Son is the commune with the lowest public debt in the district.

There have been many improvements in the cultural and social fields. Currently, 100% of households have audio-visual equipment; 10/10 villages have cultural houses that meet standards, spacious playgrounds and community activities. The rate of cultural families annually reaches nearly 85%; 9/10 villages have achieved the title of Cultural Village. In terms of education, learning encouragement and talent encouragement, 10/10 villages have a learning encouragement fund. Up to now, the commune has 2 schools that meet national standards (level 1, 2). The health station meets national standards for health level 2 in the period 2011 - 2020. In particular, the commune has established an environmental service cooperative and a waste collection team to the villages, 90% of households have access to clean and hygienic water... For many years, the commune has been safe in terms of security and order, no crime and the commune is clean of drugs.

In recognition of the achievements that Hoi Son commune has achieved, for many consecutive years the Party Committee of the commune has been recognized as a strong Party Committee, with a team of cadres and civil servants with capacity, qualifications and a high sense of responsibility. The government is recognized as strong every year, the Fatherland Front and its member organizations are continuously recognized as excellent, in 2015, the Chairman of the Provincial People's Committee awarded the Flag of the unit that excellently completed the tasks in 2015 and especially the commune was honored to receive the decision of the Chairman of the Provincial People's Committee recognizing the commune as having achieved 19/19 criteria for reaching the new rural destination in 2016.
