(Baonghean.vn) - The Provincial People's Committee has just decided to award a Certificate of Merit to Hanh Dich commune, Que Phong district for its outstanding achievements in the emulation movement to implement population policies in 2022, with no one giving birth to a third child or more.

Along with the Certificate of Merit, the Provincial People's Committee also awarded 30,000,000 VND to the people and officials of the People's Committee of Hanh Dich commune.

This is also the only mountainous commune in Nghe An province to be awarded in recent years. Previously, in 2018, Nghe An had Ngoc Lam commune (Thanh Chuong) and Yen Thang commune (Tuong Duong) as two localities that were awarded and were bright spots in implementing population policies well in the whole province.

Hanh Dich is a highland border commune of Que Phong district, with 820 households and 3,607 people. The commune has 6 villages and hamlets, life still faces many difficulties, the poverty rate accounts for more than 38%.

Although life is still difficult, in recent years, the population and development work has received attention from the Party Committee and the government from the commune to the village, and propaganda and mobilization work has been done well. Thanks to that, people's awareness of implementing population policies has been increasingly raised. In 2022, the whole commune had 39 newborns but there were no casesthird childor more. Thereby, contributing to improving the quality of life of ethnic minorities.

Previously, on November 13, 2020, the People's Council of Nghe An province issued Resolution No. 15/2020/NQ-HDND, which issued a number of incentive policies to reduce birth rates, minimize gender imbalance at birth, incentive policies to improve population quality and policies for population collaborators, hamlet and village health workers.

Accordingly, the regulation stipulates that communes, wards and towns that have from 1 year to 4 consecutive years without a third or more child (except in cases where the law provides otherwise) will be awarded a Certificate of Merit by the Chairman of the Provincial People's Committee, along with a reward of 30 million VND to 120 million VND (depending on the number of years).

In addition, communes, wards and towns that reduce the birth rate of the third child or more by at least 50% compared to the previous year (according to data confirmed by the People's Committee of the district, city or town) will be awarded a Certificate of Merit by the Chairman of the Provincial People's Committee, along with a bonus of 5 million VND.

Currently, Nghe An is a province with a large population (ranked 4th in the country) and a high birth rate (ranked in the top 7 provinces with the highest birth rate in the country), the birth rate of the third child or more is on the rise again. The annual birth rate of the third child or more is over 20%.
