Nghia Hoi Commune: Innovation, rapid and sustainable development

Nghia Hoi commune has the advantage of being located on the outskirts of the town - the center of the district. Therefore, the construction and development of the new Nghia Dan district has had a positive impact on the results of the local political tasks. After 5 years of implementing the Resolution of the 21st Party Congress of Nghia Hoi commune, term 2010-2015, under the leadership and guidance of the Party Committee and the management of the People's Committee of the commune, the socio-economic development of Nghia Hoi has achieved quite comprehensive results. The economic growth rate reached 7.2%; the total value of production reached 259,099 million VND/166,766 million VND (resolution target), and the economic structure shifted in the right direction, gradually reducing the proportion of agriculture, forestry, and fisheries, and increasing the proportion of trade and services.

Nghia Hoi's achievements in agriculture, forestry, and fisheries include directing the correct implementation of crop structure, effectively promoting and encouraging the application of scientific and technological advancements, and successfully preventing and controlling diseases, resulting in increased crop and livestock productivity. In terms of trade and services, the area has leveraged its advantage of the newly upgraded central market in the North (Nghia Hoi Market), creating jobs for over 600 local workers and effectively serving the needs of goods exchange and circulation throughout the region.

The industrial and handicraft sectors have developed quite well, maintaining over 30 production and business establishments. The development of the Hoa Hoi broom-making village has created jobs for hundreds of workers with stable incomes. Implementing the National Target Program for building new rural areas, the commune Party Committee issued a specialized resolution, focusing on building new rural areas based on criteria that ensure sustainable development, improve people's living standards and income, complete rural infrastructure, and concentrate on irrigation and transportation infrastructure, and improve agricultural fields. As a result, the commune mobilized 6 billion VND in public contributions and nearly 70 billion VND from other sources, and Nghia Hoi has achieved 11 out of 19 criteria.

The socio-cultural sector has been well-cared for and has made significant progress; the Party Committee's Resolution on building national standard schools has been effectively implemented, with attention paid to investing in the construction of school facilities and classrooms, thereby continuously improving the quality of comprehensive and specialized education. The total investment in education during the term was nearly 14.7 billion VND, with 2/3 of schools achieving national standards, and the kindergarten striving to achieve standards in the 2015-2016 school year. Primary healthcare for the people, including examinations and treatment at health stations, has been ensured; attention has always been paid to the cultural and spiritual life of the people, and policies for war veterans, families of war veterans, gratitude and repayment, poverty reduction, and job creation have been effectively implemented. Attention has also been paid to Party building, strengthening internal unity, and fostering high levels of solidarity and consensus in society.

The achievements of the past term serve as a foundation and practical conditions for Nghia Hoi to accelerate and develop more strongly in the 2015-2020 period with the following goals: Promoting the tradition of solidarity, accelerating sustainable economic development, shifting the economic structure in the right direction, increasing the proportion of trade and services; promoting infrastructure development, linked to completing the goals of building new rural areas, effectively addressing social welfare issues; and building a strong and comprehensive Party and political system. The goal is to build Nghia Hoi into a new growth pole in the Northeast region of Nghia Dan district, based on new conditions: the MDF wood factory is preparing to start operations; the Dong Hoi to Thai Hoa town road is open for use, opening up opportunities for the commune to develop food and accommodation services...

Some key targets for the term include: Economic growth rate of 8-9%; total production value of 420,539 million VND; the proportion of agriculture, forestry, and fisheries accounting for 49.53%, industry and construction 23.31%, and trade and services 27.16%; total budget revenue of 16,949 million VND; average income per person per year of 30.3 million VND; food production of 4,920 tons... To achieve and surpass these key targets, the Party Committee and people of the commune need to focus on implementing the following tasks and solutions:

In the field of economic development: Transforming the structure of crops into specialized production areas with high productivity, quality, and economic value, increasing the efficiency of agricultural land use and economic value per unit area. Linking with the District and Provincial Agricultural Extension Centers to support, assist, and guide the creation of new, valuable, drought-resistant, pest-resistant, and high-yield varieties. Strengthening and improving the quality and innovating the operational forms of agricultural cooperatives towards a joint-stock model between cooperatives and farmers, creating effective production groups, increasing mechanization in various stages of agricultural production; enhancing the activities of traditional craft villages, turning traditional craft products into branded goods... Developing trade and services: Continuing to invest in upgrading Nghia Hoi market to a level befitting a regional market; Simultaneously, diversify the supply of materials and goods for agricultural production, purchase agricultural products, expand the quality of transportation services, encourage investment in building accommodation for workers in industrial zones, and expand consumer service points and food services along the Dong Hoi road passing through the commune.

Cultural and social sector: Organize cultural and sports movements and national cultural programs effectively, while promoting the "All people unite to build a cultured life in residential areas" campaign. Strive to achieve over 80% of families meeting the standards of a cultured family by 2020, with a cumulative total of 13 cultured villages and commune agencies recognized as cultured units. Manage cultural services well in the area, building a healthy cultural environment. Complete the system of cultural and sports facilities to meet national standards from the commune to the hamlets. Pay attention to investing in infrastructure and improving the quality of teaching and learning in schools. Strive to have kindergartens meet standards and primary schools meet the standards of phase 2 by 2016, and effectively implement the socialization of education. Prioritize healthcare for the people, including examinations and treatment at health stations and national health programs. Effectively implement policies of gratitude and appreciation for families of war veterans, wounded soldiers, sick soldiers, and those who have contributed to the revolution. Improve job creation and promote labor export. Effectively implement the National Target Program on poverty eradication and other social security policies.

Strengthening the Party's comprehensive leadership in the field of national defense and security ensures the fulfillment of socio-economic development tasks. Emphasis is placed on building a strong Party and political system, fostering unity within the Party and consensus among the people, concretizing the resolutions of the Party Congress with specific programs and projects, and comprehensively developing based on the potential and advantages of the locality.

With the guiding principle throughout the term: "Continuing to innovate, promoting democracy, maintaining unity, enhancing responsibility, and achieving rapid and sustainable development," the immediate goal is to help Nghia Hoi commune achieve the new rural development goals as soon as possible.
