Phuc Tho Commune (Nghi Loc District): Striving to achieve new rural standards by 2015

(Baonghean) - By correctly identifying goals and tasks, seizing opportunities, and overcoming difficulties, during the 2010-2015 term, the Party Committee of Phuc Tho commune (Nghi Loc district) leveraged the combined strength of the entire political system to achieve and surpass the set targets, creating significant achievements in various fields.

Over the years, the Party Committee and the government of Phuc Tho commune have focused on directing the comprehensive and sustainable economic development. Timely grasping mechanisms and policies to leverage existing advantages in the area, the Party Committee has focused on leading the shift in crop structure, introducing entirely new varieties, increasing the area of ​​peanuts, vegetables, and summer-autumn crops, forming three main cropping seasons per year. Applying scientific and technological advancements to production has increased the productivity of various crops, introducing entirely new high-yield varieties. Developing many suitable models has effectively transformed orchards into fields. Thanks to the effective development of various exploitation methods and the successful combination with aquaculture, the lives of fishermen have remained stable and have seen progress, with the aquaculture area reaching over 8.5 hectares. The entire commune has 50 boats of various types engaged in fishing in inshore and offshore waters. The seafood catch reached 500 tons.

The Party Committee also focused on promoting the development of service industries, small-scale industries, and labor export. Many new industries were developed and expanded, such as mechanics, electronics repair and assembly, motorcycle repair, high-end and general carpentry, and construction materials services. The construction workforce is increasingly skilled, with nearly 600 workers in various organizations having regular employment and decent incomes. Trade and service industries have seen steady development, accounting for over 70% of the local economy. Non-agricultural villages along the Lam River and in the eco-tourism area have seen the opening of many service businesses.

Implementing the Resolution of the 19th Party Congress, Trai Market was expanded and re-planned, creating favorable conditions for hundreds of households to conduct regular business and providing employment for people in the surrounding areas. As a result, the average economic growth rate during the term reached 8.5%, and the average per capita income is now 28 million VND/year.

Along with focusing on economic development, resources have been mobilized to invest in infrastructure construction, creating a breakthrough in building physical facilities to serve economic development, build new rural areas, and improve people's lives. Construction of 7 km of inter-hamlet roads has been completed, and the main roads in hamlets and connecting households have been widened, asphalted, and concreted to meet the trend of agricultural and rural modernization. People in the hamlets have actively contributed labor and money to upgrade and build new roads and cultural centers; many hamlets now have cultural centers and cultural facilities meeting the criteria of new rural areas, ensuring they serve the people's needs for meetings and activities. The total investment value over the past 5 years reached 30 billion VND (of which the people contributed 4.5 billion VND, including projects at the commune and hamlet levels). All investment projects have been effectively put into use, contributing to building trust among the people in the leadership of the Party committee.

The shipbuilding industry contributes to job creation and increases income for people in Phuc Tho commune.

The socio-cultural sector has seen many positive changes. The Party Committee and the people have prioritized education, building schools that meet national standards (2 out of 3 schools), and investing in school buildings and equipment for teaching and learning. Healthcare and public health services have become more organized and of higher quality in all three aspects: disease prevention, treatment, and the successful implementation of national health programs. Simultaneously, attention has been paid to the people's spiritual well-being, with cultural, artistic, and sports activities significantly improved in quality. Cultural activities are integrated into the implementation of the "All People Unite to Build a Culturally Rich Life in Residential Areas" movement; villages consistently adhere to regulations, customs, and new cultural practices regarding weddings, funerals, and festivals; and the commune has effectively achieved the title of a provincial-level culturally advanced commune.

The Party Committee consistently focuses on poverty alleviation and job creation for workers, opening vocational training classes, and creating conditions for poor households to develop economically, such as providing preferential loans and assisting members of associations in economic activities, contributing to reducing the poverty rate to below 4%. National defense and security work has seen many positive changes in recent years, with stable political security and maintained social order and safety. Political and social organizations operate effectively.

Alongside leading socio-economic development, the Party Committee has focused on leading and directing Party building work. The quality of Party branches and Party members has improved, with 22 out of 23 branches achieving the "clean and strong" status. Annual Party building reviews show no average or weak Party branches. The Party Committee has achieved the "clean and strong" status for 18 consecutive years, and the "excellent clean and strong" status for 5 consecutive years; during the past term, the Party Committee recruited 62 new Party members...

Building on the achievements of the previous term, the Party Committee of Phuc Tho commune is confidently entering the new term, leading the locality to continue successfully implementing the goals set forth in the Resolution of the Commune Party Congress for the 2015-2020 term. It will effectively utilize all the potential and advantages of the area, accelerate economic development, create breakthroughs in commodity production in agriculture, strongly develop handicraft and commercial services, mobilize all resources to build infrastructure, improve the material and spiritual lives of the people and the quality of the commune's culture, ensure national defense and security, and build the commune to meet the standards of a new rural area in 2015.
