Quynh Phu was established by merging four administrative units of the former Quynh Luu district: Van Hai, Thuan Long, Phu Nghia, and An Hoa communes. Its natural area is 33.48 square kilometers.²The commune has a population of 72,062; its Party Committee comprises 97 Party organizations with 1,989 Party members.

During the past term, despite facing many difficulties and challenges, with the spirit of unity and high determination of the entire political system, and the consensus of all strata of the people, the Party Committees of the communes before the merger into the present-day Quynh Phu commune have strived to overcome these challenges and focused on leading the successful implementation of the goals and tasks set forth in the Resolution of the Party Congress for the 2020-2025 term.

Notably, agricultural production has shifted strongly towards commercialization and the application of high technology. The average value of crop production per hectare per year is estimated at 127 million VND, an increase of 27.7 million VND compared to 2020. The fisheries sector continues to be maintained, making a significant contribution to the local economic development. With a large number of modern fishing vessels, the commune's seafood catch in 2025 is expected to reach 65,315 tons per year, an increase of 2.53% compared to 2020. The area for aquaculture and salt production continues to be maintained, providing a stable source of income for the people.

The industrial, construction, and service sectors have made breakthroughs. The total value of industrial products (at 2010 constant prices) is estimated to reach VND 844.5 billion in 2025, an increase of 33.88% compared to 2020. Of this, the food processing industry accounts for 72.53% of the total value of industrial products. Many production facilities have seen high output increases, and several projects have come into operation, contributing to job creation and increased income for workers. Twelve small-scale handicraft villages, such as those specializing in civil carpentry and seafood processing, are operating effectively.

Compensation and land clearance work, along with accelerating the construction progress of key projects, have been prioritized and completed on schedule, such as the Nghi Son - Cua Lo coastal road, the Quynh Nghia bridge on provincial road 537B, and several other projects serving socio-economic development in the area. Trade and services account for a high proportion of the commune's economic structure, contributing to job creation, improved income and living standards for the people, and increased state budget revenue. Alongside this, the locality focuses on directing the development of coastal tourism. Accommodation facilities and tourism infrastructure have been invested in and built, with the number of tourists in 2025 estimated at 140,000, an increase of 12.5% ​​compared to 2020. The development of product brands is also a priority; currently, the commune has 5 products that have achieved OCOP 3-star certification. In addition, there are 91 businesses operating in the commune with capital exceeding 400 billion VND, and revenue in 2024 reaching over 1,400 billion VND.

With the correct guidance and direction of the Party Committee and the government in economic development, the total value of products (at 2010 constant prices) of the entire commune in 2025 is estimated to reach 4,109.2 billion VND, an increase of 40.61% compared to 2020; state budget revenue is estimated at approximately 140 billion VND; average per capita income is estimated at 65 million VND, an increase of 25 million VND compared to 2020. Investment capital for development in the period 2021 - 2025 is estimated at 7,222.6 billion VND, increasing by an average of 11.47% per year.

Along with economic development, the technical infrastructure, transportation, urban areas, schools, healthcare, etc., have received comprehensive and modern investment, gradually forming new residential areas and civilized urban zones. Education and training continue to develop, and the quality of education has improved. Cultural and sports facilities have been perfected; traditional festivals have been maintained and restored; and the preservation and promotion of the value of historical and cultural relics have been effectively implemented. Party building and rectification work has been implemented comprehensively, constantly innovating, fostering unity and cohesion. National defense, security, and social order have been maintained.

Entering a new term, the Party Committee of Quynh Phu commune is undergoing a strong transformation in urban planning, economy and services, digital infrastructure, and people's lives. The confidence of cadres, Party members, and all sectors of the population in a term of "Unity - Democracy - Creativity - Breakthrough - Development" is being strengthened day by day.

Identify key objectives and targets: Average growth rate of total product value in the area (calculated for the period 2025-2030) reaching 11-12%. Average income in 2030 reaching 110-120 million VND/person/year. Average annual state budget revenue in the area reaching 180-200 billion VND. Striving for the commune to achieve advanced new rural standards before 2030. Health insurance coverage rate of 96-97%. Average annual reduction in the poverty rate of over 0.05%. The commune's digital transformation index ranking among the top 20 communes/wards in the province. 100% of grassroots Party organizations successfully completing their annual tasks.

To realize the set goals, the Party Committee of the commune identified four strategic breakthroughs: a breakthrough in accelerating administrative procedure reform; a breakthrough in building a team of cadres and civil servants with good moral character and attitude; a breakthrough in building a synchronous and progressively modern socio-economic infrastructure, especially key transportation infrastructure for urban and tourism development; and a breakthrough in promoting the application of science and technology in the production, processing, and consumption of agricultural and aquatic products.

At the same time, focus leadership on implementing four key tasks and solutions:

Firstly: Gradually restructure the agricultural sector in conjunction with innovating the growth model based on key local product groups; integrate multiple values ​​into agricultural, forestry, and aquatic products.

Secondly: Attract investment in infrastructure for the Quynh Nghia industrial cluster, covering an area of ​​25 hectares, and projects according to the approved plan, linked to processing, manufacturing, and supporting industries. Create favorable conditions for factories and facilities processing seafood, footwear, and garments to operate effectively. Establish additional factories and facilities for processing seafood and producing agricultural products.

Thirdly: Effectively mobilize resources to invest in upgrading infrastructure such as road transport systems, schools, irrigation works, saltwater intrusion prevention dikes, power supply, water supply and drainage systems, waste treatment, etc.

Fourth: Focus investment resources on completing key projects in the area to create space for economic development. Gradually form a modern commercial and service area in the Thuan Long, Van Hai, and Phu Nghia (formerly) areas. Develop tourism in a professional and efficient manner with the commune's tourism products (beach tourism, cultural tourism combined with resort and experiential tourism). Strive for an average annual increase of 16-18% in the number of tourists. Accelerate the completion of urban areas in the commune; plan and build central urban areas, and gradually implement the construction of ecological urban areas along the coast, along the Thai River, along the Mo River, and at river mouths and estuaries... ensuring quality in a smart and modern direction, increasing the percentage of residents living in urban areas in the commune.
