Quynh Phu was established on the basis of merging 4 administrative units of Van Hai, Thuan Long, Phu Nghia and An Hoa communes, old Quynh Luu district. Natural area is 33.48km², population 72,062 people; The commune Party Committee has 97 Party organizations with 1,989 Party members.

In the past term, despite facing many difficulties and challenges, with the spirit of solidarity and high determination of the entire political system, the consensus of all classes of people, the Party Committees of the communes before merging into Quynh Phu commune today have made efforts to overcome, focusing on leading the successful implementation of the goals and tasks set out in the Resolution of the Congress for the 2020-2025 term.

Notably, agricultural production has shifted strongly towards commodity production, applying high technology. The average value of cultivated products per hectare/year is estimated at 127 million VND, an increase of 27.7 million VND compared to 2020. The fisheries sector continues to be maintained, making an important contribution to the local economic development. With a large number of modern invested vessels, the commune's seafood output in 2025 will reach 65,315 tons/year, an increase of 2.53% compared to 2020. The aquaculture and salt production areas continue to be maintained, bringing a stable source of income to the people.

The industrial - construction and service sectors have made a breakthrough. The total value of industrial products (2010 comparative prices) in 2025 is estimated at 844.5 billion VND, an increase of 33.88% compared to 2020. Of which, the food processing industry accounts for 72.53% of the total value of industrial products. Many production facilities have increased output, a number of projects have come into operation, contributing to creating more jobs and increasing income for workers. There are 12 small-scale handicraft villages such as civil carpentry, seafood processing... promoting efficiency.

The commune has paid attention to site clearance compensation and accelerated construction progress of key projects, completing them on schedule such as the Nghi Son - Cua Lo coastal road, Quynh Nghia bridge on provincial road 537B... and a number of works serving socio-economic development in the area. The proportion of trade and services accounts for a high proportion in the economic structure of the commune, contributing to solving jobs, improving income and life for people, increasing state budget revenue. Along with that, the locality is interested in directing the development of sea tourism. Accommodation facilities and infrastructure serving tourism are invested in construction, the number of tourists in 2025 is estimated at 140,000 people, an increase of 12.5% ​​compared to 2020. The construction and development of product brands is of interest, currently the whole commune has 5 products achieving 3-star OCOP. In addition, in the commune, there are 91 enterprises operating with capital of over 400 billion VND, revenue in 2024 reaching more than 1,400 billion VND.

With the correct direction and orientation of the Party Committee and the government in economic development, the total product value (2010 comparable price) in 2025 of the whole commune is estimated to reach 4,109.2 billion VND, an increase of 40.61% compared to 2020; State budget revenue is estimated at about 140 billion VND; average income per capita is estimated at 65 million VND, an increase of 25 million VND compared to 2020. Development investment capital for the period 2021 - 2025 is estimated at 7,222.6 billion VND, an average increase of 11.47% per year.

Along with economic development, the technical infrastructure system, traffic, urban areas, schools, health care... are invested in synchronously and modernly, gradually forming new residential areas and civilized urban areas. Education and training continue to develop, the quality of education is improved. Cultural and sports institutions are completed; traditional festivals are maintained and restored; the preservation and promotion of the value of historical and cultural relics are effectively implemented. The work of Party building and rectification is deployed synchronously, constantly innovated, united and unified. National defense - security and social order and safety are maintained.

Entering the new term, the Quynh Phu Commune Party Committee is transforming strongly in terms of urban planning, economy - services, digital infrastructure and people's lives. The trust of cadres, party members and people of all walks of life in a term of "Solidarity - Democracy - Creativity - Breakthrough - Development" is being strongly fostered every day.

Identify key targets and targets: Growth rate of total product value in the area (average for the period 2025 - 2030) reaches 11 - 12%. Average income in 2030 reaches 110 - 120 million VND/person/year. State budget revenue assigned in the area averages 180 - 200 billion VND annually. Strive for the commune to meet advanced new rural standards before 2030. The rate of people participating in health insurance is 96 - 97%. The rate of poor households decreases by an average of over 0.05% annually. The commune-level digital transformation index is in the top 20 communes and wards in the province. 100% of grassroots Party organizations successfully complete their annual tasks.

To realize the set goals, the Commune Party Committee identified 4 strategic breakthroughs, which are: Breakthrough in implementing and promoting administrative procedure reform; Breakthrough in building a team of civil servants with good moral qualities and attitudes; Breakthrough in building a synchronous and gradually modern socio-economic infrastructure, especially key traffic infrastructure for urban and tourism development; and Breakthrough in promoting the application of science and technology in production, processing and consumption of agricultural and aquatic products.

At the same time, focus on leading the implementation of 4 key tasks and solutions:

First: Gradually restructure the agricultural sector associated with innovating the growth model according to key local product groups; integrating many values ​​in agricultural, forestry and fishery products.

Second: Attract investment in infrastructure of Quynh Nghia industrial cluster with an area of ​​25 hectares and projects according to approved planning associated with the fields of processing, manufacturing and supporting industries. Create favorable conditions for factories, seafood processing facilities, footwear and garment production facilities... to operate effectively. Form more factories, seafood processing facilities, and agricultural product production facilities.

Third: Mobilize resources well to invest in upgrading infrastructure such as road traffic systems, schools, irrigation works, saltwater prevention dykes, electricity supply, water supply and drainage systems, waste treatment...

Fourth: Focus investment resources to complete key projects in the area to create space for economic development. Gradually form a modern commercial - service area in the area of ​​Thuan Long, Van Hai, Phu Nghia (old). Develop tourism in a professional and effective direction with the commune's tourism products (sea tourism, cultural tourism combined with experiential resort tourism). Strive for the number of tourists to increase by an average of 16 - 18%/year. Speed ​​up the completion of urban areas in the area; plan and build central urban areas, gradually deploy the construction of ecological urban areas along the coast, along the Thai River, along the Mo River, river mouths, estuaries... ensuring quality in a smart, modern direction, increasing the proportion of people living in urban areas in the commune.
