Thanh An Commune (Thanh Chuong): Striving to achieve comprehensive results

(Baonghean) - Thanh An is a mountainous commune in region 3 of Thanh Chuong district, with a large area of ​​3,800 hectares, the farthest residential area from the commune center is 17 km. During the 2010 - 2015 term, the Party Committee of the commune spent a lot of time handling officials who had committed violations in the previous term. There were times when some positions were vacant, and some officials had to work "double". However, with the awareness of not letting difficulties affect the implementation of political tasks and weaken the local movement, the Party Committee and the Thanh An government tried and determined to lead and direct the implementation of local political tasks, pay attention to Party building work and consolidate the political system.

Looking back at the entire 2010 - 2015 term, Thanh An has achieved encouraging results. The economy has continuously grown quite well, with an average growth rate of 13.74% in the 5 years (2010 - 2015). Average income per capita increased from over 12 million VND/person in 2010 to over 16.23 million VND/person in 2014, and is expected to reach over 17 million VND/person in 2015. The economic structure has shifted in the right direction, in which agricultural production has made its mark during the term with guaranteed crops, attention to intensive investment, introduction of new varieties into production, and increased productivity and output. If in 2010, the total output of grain crops for the year reached 1,936 tons, in 2014 it was 2,077 tons, and in 2015 it is expected to reach 2,445 tons.

The annual increase in tea acreage brings significant income to many households in Thanh An.

With the advantage of land and large hilly land, in the past term, the Party Committee and the government of Thanh An commune focused on leading and directing the people to expand the tea growing area by 170 hectares, bringing the total tea growing area of ​​the commune to 450 hectares, double the rice growing area of ​​the commune. From tea trees, many farming households in Thanh An have invested in intensive cultivation, increased productivity, and brought in a good source of income. High-yield cassava seed material was expanded from 40 hectares, with a yield of 35 tons/ha (in 2010) to 80 hectares, with a yield of 39 tons/ha (in 2014). The forest planting area was also promoted, with an average of 50 hectares of new forest planted each year, and 250 hectares planted during the whole term, bringing the total forest planting area of ​​the commune to 700 hectares. Farm economy continues to be encouraged and facilitated by the commune with 265 households participating, many of whom have an income of 50 - 80 million VND/ha/year. In implementing land conversion, Thanh An is considered one of the communes with good implementation, from 5 - 7 areas/household, after conversion, the average is only 1 - 3 areas/household. Although it is a mountainous area, in the difficult area of ​​the district, but during the 2010 - 2015 term, Thanh An has completed 4 new rural criteria, bringing the total number of criteria achieved to 9/19 criteria.

The industrial, handicraft and service sectors have many positive changes. The production of burnt and unburnt bricks, production of household wooden furniture; construction services; automobile transport; agricultural mechanization; agricultural materials... continue to develop, creating a significant source of income for the people and the locality. Attracting investment and building key projects such as schools, roads, irrigation canals, and broadcasting systems has received attention from the commune. The total investment capital for construction in the area in 5 years reached 13.66 billion VND, of which nearly 7.4 billion VND was attracted from the State budget.

In terms of culture and society, the highlight is the system of cultural houses and sports grounds in hamlets that have been planned and invested in construction in conjunction with synchronous institutions. 4/15 hamlets and 3/4 units have achieved the cultural title. The rate of families meeting cultural standards accounts for 76.4%; 21% meet the standards of sports families. The commune focuses on completing the broadcasting system with a total cost of 350 million VND. In the spirit of calling for and receiving help from Thanh An children far from home, the commune has restored and embellished Quan Thanh, worth more than 250 million VND. Quan Thanh was built in the 23rd year of Tu Duc (1870) to worship Confucius and the sages who passed exams and contributed to the people and the country; now it has become a historical and cultural address, contributing to serving the spiritual and cultural life of the people of Thanh An commune.

Identifying investment in education as investment for development, the Party Committee and the government of Thanh An commune have issued resolutions and plans to build school facilities, improve the quality of education, socialize education, encourage learning and encourage talents. Based on mobilizing people's contributions and allocating a total of 2 billion VND from the local budget, the commune has completed school facilities, creating conditions to successfully build 2 national standard schools during the term, including a secondary school and a primary school. Since then, the quality of education in schools has been improved, with 27 excellent students of the province; 528 excellent students of the district; 151 students passing the university and college entrance exams within 5 years.

The fields of health, population and family planning have made much progress, maintaining the commune meeting national health standards. The material and spiritual life of the people has been improved; the poverty rate has decreased from 37.5% (in 2010) to 15.6% (in 2014). Political security and social order and safety have been ensured. Party building and consolidation of the political system have received due attention and care; leadership and management capacity has had many positive changes, and the staff has become more mature in the new mechanism....

To achieve the above results, the Party Committee and the government have been proactive and creative in management and administration, creating high consensus among the entire Party Committee and the people. Innovating flexible leadership methods, staying close to the people and the locality, promptly removing obstacles and difficulties; promoting democracy, mobilizing people's strength to carry out the political tasks of the commune; strengthening inspection and supervision of task implementation. The Fatherland Front and mass organizations have innovated their working methods to better perform the roles, functions and tasks of their organizations, contributing to building the great national unity bloc, successfully carrying out the political tasks of the locality....

Based on the results achieved, in the 2015 - 2020 term, Thanh An set the goal of continuing to maximize internal resources, taking advantage of external resources to invest in infrastructure construction. Pay attention to synchronous development of economic sectors, improve people's lives. Build cultural life; maintain national defense and security. Strive to achieve an average annual economic growth rate of 9%; average income per capita of 40 million VND/year; poverty rate reduced to 5%; average production value on cultivated area of ​​50 million VND/ha/year; build and achieve 2 new rural criteria each year. Along with that, build national standard kindergartens to ensure that all 3 levels of education meet national standards; maintain the title of national standard commune in health; 10/15 hamlets achieve cultural title; the rate of cultural families reaches over 85%. Strive to admit 70-75 party members during the entire term; over 50% of party cells and party committees during the entire 2015-2020 term are clean and strong.
