Thanh Tien Commune: Aiming to become a leading unit...

(Baonghean) - Implementing the Resolution of the 31st Party Congress of Thanh Tien commune, term 2010-2015, Thanh Tien commune (Thanh Chuong district) has made comprehensive progress in all socio-economic fields, consolidating the political system and building a clean and strong Party Committee throughout the term. These are the prerequisites and driving forces for the commune to strive to become a leading unit of the district in the term 2015-2020.

During the 2010-2015 term, implementing the Resolution of the 31st Party Congress of Thanh Tien commune, from the beginning of the term, the Party Committee of Thanh Tien commune developed and issued 10 resolutions and 4 projects related to economic development to guide implementation. As a result, the commune's economy has developed comprehensively and in the right direction. The total value of production in 2015 was estimated at 180.3 billion VND, with an average growth rate of 6.7% over the 5 years, exceeding the set target. The economic structure of agriculture, forestry, and fisheries accounted for 34.3%, a decrease of 20.7% compared to the congress target; industry and construction accounted for 27.2%, an increase of 9.79% compared to the set target; and services and trade accounted for 38.5%, an increase of 10.91% compared to the congress target. The projected average per capita income for 2015 is 24.7 million VND, exceeding the target set by the congress.

In agricultural production, the productivity and output of various crops have increased, such as rice reaching 1,864 tons/year; corn 1,320 tons/year; and peanuts 780 tons/year. Mulberry cultivation is gradually receiving attention towards commercial production, bringing in an income of approximately 100 million VND/hectare/year. Particularly, during the 2010-2015 term, the Party Committee, government, Fatherland Front, and other organizations focused on directing and mobilizing the people to agree on the land conversion policy, linked with the construction of new rural areas. Land conversion has overcome the problem of fragmented farmland, achieving an average of 1-2 plots per household. People have also contributed over 18 hectares of land for expanding internal roads and building sports fields in the hamlets; and contributed over 1.5 billion VND to renovate and install more than 1,000 culverts in the fields.

The Venture (Netherlands) export garment factory project is being accelerated and is expected to be put into operation in Thanh Tien commune.

One notable achievement during the term was the commune's successful mobilization of both domestic and foreign resources to invest in socio-economic infrastructure development. The total resources attracted over the five years reached 71.6 billion VND, with contributions from the local population and expatriates accounting for nearly 60%. From these mobilized resources, the commune invested 14 billion VND in building a pumping station and irrigation system; 11 billion VND in constructing two schools (a junior high and a primary school) meeting national standards; 1.2 billion VND in upgrading the kindergarten to Level II standards; and 1.4 billion VND in upgrading all 13 village cultural centers. The commune has invested 6 billion VND in constructing a martyrs' cemetery and developing a rural transportation system spanning tens of kilometers. Through infrastructure investment and the implementation of various criteria, the commune has now completed 17 out of 19 new rural development criteria, striving to achieve the new rural development standard in 2015.

Along with attracting investment in infrastructure, the commune has also coordinated with the district to attract an export garment factory project, the Venture Project (Netherlands), with a total investment of 200 billion VND and a workforce of 2,000 people... Although the locality does not have many advantages, the commune still encourages industrial, handicraft, and commercial service activities, creating all conditions for people to develop. The commune is building craft villages and developing mulberry cultivation and silkworm farming villages. The production of non-fired bricks in the commune is estimated to reach 18 million bricks in 2015; there are 3 sand and gravel mining sites; 18 multi-functional plows; 55 milling machines; 9 kiosks for repairing electrical and refrigeration machinery... The entire commune has 300 households participating in small-scale trading, which also brings a significant income to families and the locality.

The Party Committee has consistently focused on leading and directing the construction, development, and improvement of grassroots cultural life, building a cultured lifestyle, cultured families, and cultured units. To date, 9 out of 13 hamlets, 3 out of 3 schools, and the commune health station have achieved the status of cultured units. The percentage of cultured families has reached 85.5%, exceeding the congress target by 0.5%. Education, promotion of learning, and talent development have been prioritized. The quality of the teaching staff and the quality of both general and specialized education have improved. Healthcare and population and family planning continue to see many positive changes, contributing to improving people's health. Administrative reform continues to receive attention, improving the effectiveness and efficiency of the apparatus. Security and social order in the area are ensured, creating momentum for overall development. Party building is identified as a key task and is comprehensively led and directed. During the 2010-2015 term, the activities of the commune's government, the Fatherland Front, and mass organizations were all evaluated and ranked excellent by the district; the commune's Party Committee achieved the status of being clean and strong.

Having achieved the above results, Thanh Tien has drawn the following lessons learned:

Firstly, in the leadership and guidance process, it is necessary to constantly pay attention to ideological work, social consensus, and raising awareness among cadres, Party members, and the people, especially awareness of commodity production, market economy, and integration. Overcome conservative, stagnant, and dependent thinking...

Secondly, Party committees and authorities must always have a firm grasp of the current situation, clearly identify the potential and advantages of the locality; develop comprehensive socio-economic and sectoral plans in conjunction with the district and relevant regional plans. Besides issuing correct policies, they must develop specific action programs, clearly assign responsibilities, provide focused and decisive direction; and strengthen inspection and supervision of implementation. Focus on mobilizing internal resources while also leveraging external resources for investment and development.

Thirdly, we must focus on preserving and strengthening unity and cohesion within the Party and the political system, making it the core of unity and consensus among the people. Transparency, democracy, effective self-criticism and criticism, and leveraging the collective wisdom and strength are crucial for unity within the Party and building trust among the people.

Fourth, consistently focus on improving the capacity and fighting strength of grassroots Party organizations and the strength of the entire political system. Innovate leadership styles, strengthen inspection and supervision to promptly address shortcomings and errors. Pay due attention to the selection, planning, and proper placement of key officials in commune-level departments, agencies, and mass organizations, as well as village officials. Emphasize the role and responsibility of the leaders. Always trust in and rely on the immense strength of the people...

The 32nd Party Congress of Thanh Tien Commune, for the 2015-2020 term, is setting higher goals and targets for the commune. These include maximizing internal resources and leveraging external support to invest in infrastructure development. The commune will focus on comprehensively developing the economy and improving the people's living standards. It aims to achieve an average annual economic growth rate of 10%; and an average per capita income of 33.8 million VND/year. It will also strive to build an increasingly advanced and distinctive cultural life; maintain national defense and security; accelerate the industrialization and modernization of agriculture and rural areas; and, in the immediate future, focus on accelerating the process to achieve the new rural development goals by 2015. Furthermore, during the 2015-2020 term, the commune's Party Committee will be strong and clean; and the government and political and social organizations will excellently fulfill their duties.

In the spirit of upholding the tradition of solidarity and unity, with the determination of each cadre, Party member, and citizen, along with the attention and assistance from higher levels, and the support of those who have left their hometowns..., we believe that Thanh Tien will successfully achieve the goals and targets set forth in the Resolution of the 32nd Party Congress, creating new and comprehensive achievements, and becoming one of the leading units of Thanh Chuong district.
