Thanh Tien Commune: Aiming to be the leading unit...

(Baonghean) - Implementing the Resolution of the 31st Party Congress, term 2010 - 2015, Thanh Tien commune (Thanh Chuong) has made comprehensive development in all socio-economic fields, consolidating the political system and building a clean and strong Party organization throughout the term. These are the premises and motivations for the commune to strive to become the leading unit of the district in the term 2015 - 2020.

In the 2010-2015 term, implementing the Resolution of the 31st Commune Party Congress, right from the beginning of the term, the Thanh Tien Commune Party Committee has developed and issued 10 resolutions and 4 projects related to economic development to direct implementation. Thanks to that, the commune's economy has developed comprehensively and in the right direction. The total estimated production value in 2015 is 180.3 billion VND, the average growth rate of 5 years is 6.7%, exceeding the set target. The economic structure of agriculture - forestry - fishery accounts for 34.3%, down 20.7% compared to the congress target; industry and construction account for 27.2%, up 9.79% compared to the set target; services - trade account for 38.5%, up 10.91% compared to the congress target. Estimated per capita income in 2015 is 24.7 million VND, exceeding the target set by the congress.

In agricultural production, productivity and output of all crops have increased, such as rice reaching 1,864 tons/year; corn 1,320 tons/year; peanut 780 tons/year. In particular, mulberry trees have been gradually paid attention to in the direction of commodity production and brought in an income of about 100 million VND/ha/year. In particular, during the 2010-2015 term, the Party Committee, government, Fatherland Front and organizations have focused on directing and mobilizing people to agree to implement the policy of land conversion, associated with new rural construction. Land conversion has overcome the situation of fragmented fields, reaching an average of 1-2 areas/household. People have also contributed more than 18 hectares of land to expand intra-field roads, build sports fields for hamlets; and at the same time contributed more than 1.5 billion VND to renovate and install more than 1,000 culverts in the fields.

The Venture Garment Export Factory project (Netherlands) is being accelerated in construction progress and put into operation in Thanh Tien commune.

An activity that left an impression during the term was that the commune mobilized large domestic and foreign resources to invest in building socio-economic infrastructure. The total resources attracted in 5 years reached 71.6 billion VND, of which the internal resources from the people and children far from home contributed nearly 60%. From the mobilized resources, the commune invested in building a pumping station and an irrigation system worth 14 billion VND; invested 11 billion VND to build 2 schools: junior high school and primary school meeting national standards and 1.2 billion VND to upgrade a kindergarten to level II standards; invested 1.4 billion VND to upgrade 13/13 hamlet cultural houses; Building a martyrs' cemetery for the commune with 6 billion VND and a rural traffic system with dozens of kilometers.... From the investment in infrastructure associated with the implementation of the contents in each criterion, up to this point, the commune has completed 17/19 new rural criteria, striving to achieve new rural standards in 2015.

Along with attracting investment resources for infrastructure, the commune has also coordinated with the district to attract an export garment factory project to the area, the Venture Project (Netherlands), with a total investment capital of 200 billion VND and a scale of 2,000 workers... Although the locality does not have many advantages, industrial, handicraft and commercial service activities are still encouraged by the commune, creating all conditions for people to develop. The commune is building a craft village and developing a craft village for growing mulberry and raising silkworms. The production of unburnt bricks in the commune is estimated to reach 18 million bricks in 2015; there are 3 sand and gravel mining docks; 18 multi-function plows; 55 milling machines; 9 mechanical and electrical repair kiosks... The whole commune has 300 households participating in small business, also bringing in a significant source of income for the family and the locality.

The Party Committee has always paid attention to leading and directing the construction, development and improvement of grassroots cultural life, building a cultural lifestyle, cultural families and cultural units. Up to now, the whole commune has 9/13 hamlets, 3/3 schools and commune health stations achieving cultural units. The rate of cultural families reached 85.5%, exceeding the congress target by 0.5%. Education, learning encouragement and talent encouragement work has been taken care of. The quality of the teaching staff and the quality of mass and key education have all been improved. Health care, population and family planning work continues to have many positive changes, contributing to improving people's health. Administrative reform work continues to be focused on, improving the effectiveness and efficiency of the apparatus's operations. Security, social order and safety in the area are ensured, creating a driving force for common development. Party building work is identified as a key task and is focused on comprehensive leadership and direction. During the 2010-2015 term, the activities of the government, the Fatherland Front and mass organizations of the commune were all evaluated and ranked as excellent by the district; the Party Committee of the commune achieved clean and strong status.

With the above results, Thanh Tien has drawn some lessons as follows:

Firstly, in the process of leadership and direction, we must regularly take care of ideological work, social consensus, and raise awareness among cadres, party members, and people, especially awareness of commodity production, market economy, and integration. Overcome conservative thinking, stagnation, waiting, and dependence...

Second, the Party Committee and the government must always grasp the current situation, clearly identify the potential and advantages of the locality; develop a master plan for the socio-economy and sectors in conjunction with the planning of the district and related regions. In addition to issuing correct policies, it is necessary to develop a specific action program, clearly assign responsibilities, and direct in a focused and decisive manner; strengthen inspection and supervision of implementation. Focus on mobilizing internal resources while taking advantage of external resources for investment and development.

Third, pay attention to preserving and strengthening solidarity and unity within the Party and the political system, and act as the nucleus for solidarity and consensus among the people. Publicity, democracy, good self-criticism and criticism, and promoting collective intelligence and strength are the decisive factors for solidarity within the Party and creating trust among the people.

Fourth, regularly take care to improve the capacity and fighting strength of grassroots party organizations and the strength of the entire political system. Innovate leadership style, strengthen inspection and supervision to promptly overcome shortcomings and errors. Pay due attention to the selection, planning, and proper arrangement of key cadres of departments, branches, commune-level unions and hamlet cadres. Promote the role and responsibility of leaders. Always trust and rely on the great strength of the masses...

The 32nd Party Congress of the Commune for the 2015-2020 term is setting Thanh Tien higher goals and targets. In particular, continue to maximize internal resources, take advantage of external resources to invest in infrastructure construction. Pay synchronous attention to economic development, improve people's lives. Strive to achieve an average annual economic growth rate of 10%; average income per capita reaches 33.8 million VND/year. Build an increasingly advanced cultural life, imbued with identity; stabilize national defense and security. Promote industrialization and modernization of agriculture and rural areas; in the immediate future, focus on accelerating the pace to soon reach the new rural destination in 2015. Strive in the 2015-2020 term, the Commune Party Committee will achieve clean and strong status; the government and socio-political organizations will excellently complete their tasks.

In the spirit of promoting the tradition of solidarity and unity, with the determination of each cadre, party member and people, together with the care and help of superiors, the support of children far from home..., we believe that Thanh Tien will successfully implement the goals and targets set out by the Resolution of the 32nd Congress, creating comprehensive new achievements, becoming one of the leading units of Thanh Chuong district.
