Xuan Hoa Commune (Nam Dan): Striving for comprehensive strength

(Baonghean) - The breakthrough in implementing the tasks of the 2010 - 2015 Party Congress term of Xuan Hoa commune (Nam Dan) is to comprehensively develop agriculture in the direction of commodity production; build home garden and field garden models, and introduce many types of vegetables into production for high income. Thanks to that, during the term, the total annual planting area reached 1,330 hectares; 100% of agricultural area gave income of 50 - 100 million VND/ha or more; livestock was mainly commercial breeding cows, aquaculture output increased by an average of 3 - 4 tons/year. Up to now, the whole commune has 65 households building comprehensive livestock farms with income of 120 - 250 million VND/year/farm. The model of agricultural service joint stock cooperative has completed its apparatus and is operating effectively...

Some industries also developed relatively strongly such as carpentry, masonry, welding, forging, construction materials, and Tuynel Brick Factory. Trade and service activities developed in terms of types, quantity, revenue, number of employees, business scale and business lines; the whole commune has 45 freight and passenger transport vehicles; the commune's market was upgraded and expanded... From the industry, nearly 2,000 workers have jobs; the average income per capita during the term reached 27 million VND/year, an increase of 12 million VND compared to the beginning of the term.

Thanks to land conversion, Xuan Hoa commune has planned a livestock farm system with high economic efficiency.

The movement to build new rural areas has been supported by cadres, party members and people. The commune mobilized a total investment in building new rural areas of over 25,760 billion VND, of which the people contributed 5.8 billion VND; completed works such as the Le Hong Son cultural house and traditional house worth 2.9 billion VND, upgraded N7 and N9 canals worth 1.7 billion VND, hardened 3 km of rural roads worth over 2 billion VND; upgraded rural canals in 12/12 hamlets, built the gate of the commune memorial house, 6 primary school classrooms with a budget of billions of VND. By the end of 2014, the commune had completed 16/19 criteria, striving to complete the goal of building new rural areas by the end of 2015.

The quality of education has improved. The rate of primary and secondary school graduates averages 99% and 100% of students attend school at the right age; completing the universal secondary, primary and preschool programs. The socialization of education has been well implemented, mobilizing 120 - 150 million VND each year. Up to now, primary schools and preschools have met national standards in phase 1. In the health and cultural fields, investment has been made in building facilities and equipment quite adequately. The quality of the medical staff from the commune to the hamlet has increasingly improved, the medical staff at the station has been standardized and has doctors; the commune has met national health standards according to new criteria. The cultural and information fields have many innovations, up to now, 9/12 hamlets have met the cultural hamlet standard, 82% of the annual rate of cultural families. The poverty rate decreased from 11% to 4.4%, the rate of well-off and rich households increased from 57% to 70%. National defense and security were maintained and promoted. 12/12 hamlets had effective mediation teams. 95% of cases in hamlets were resolved, without backlog or shirking of responsibility.

To achieve the above achievements, the Party Committee and the authorities of Xuan Hoa commune have done a good job in training and fostering human resources. During the term, 21 comrades attended professional training and political theory courses, 51 comrades were admitted to the Party, on average, 12-13 Party cells were awarded the title of exemplary Party cells each year, 5-6 Party cells were awarded the title of exemplary Party cells, and 100% of Party cells completed their tasks well. Inspection and supervision work within the Party was promoted, 52 organizations and 102 individuals were inspected, and 8 inspections were resolved according to petitions. The Party Committee mobilized the masses to build 22 "smart mass mobilization" models that had a widespread impact throughout the commune. The People's Committee of the commune proactively developed and issued a number of support policies in the development of production and livestock, especially the mechanism to stimulate investment in building synchronous cultural and sports facilities at the grassroots level.

Entering into the implementation of the tasks and objectives of the Resolution of the Commune Party Congress for the 2015 - 2020 term, the Party Committee, government and people of Xuan Hoa commune focus on improving the leadership capacity and fighting strength of the Party organization, the management and operation role of the State, strengthening solidarity and consensus within the Party and the people; promoting all resources, building a comprehensively developed commune, completing and maintaining a new rural commune. Striving for the Party Committee to achieve clean and strong status every year; organizations in the political system to excellently complete their tasks...

The commune also proposed a group of main solutions: Completing the new stage of socio-economic planning, Building and organizing the implementation of detailed planning for all fields. Strongly applying scientific and technological advances and new technologies to production. Promoting internal resources, mobilizing external resources for investment and development. Promoting socialization in a number of fields such as: Education, health, culture, sports and social policies. Improving the management and operation capacity of the State, promoting the role of the Vietnam Fatherland Front and mass organizations. Regularly launching and promoting emulation movements. Innovating leadership styles; strengthening inspection and supervision. Building the locality into a strong and comprehensive unit.
