Xuan Hoa Commune (Nam Dan District): Striving for comprehensive strength

(Baonghean) - A breakthrough in the implementation of tasks during the 2010-2015 Party Congress term of Xuan Hoa commune (Nam Dan district) was the comprehensive development of agriculture towards commodity production; building models of home gardens and field gardens, and introducing many types of vegetables and crops into production for high income. Thanks to this, during the term, the total annual cultivated area reached 1,330 hectares; 100% of agricultural land yielded an income of 50-100 million VND/hectare or more; livestock farming mainly focused on commercial breeding cattle, and aquaculture production increased by an average of 3-4 tons/year. To date, the entire commune has 65 households that have built integrated livestock farms, generating an income of 120-250 million VND/year/farm. The model of a joint-stock agricultural service cooperative has been streamlined and is operating effectively...

Several industries have also developed relatively strongly, such as carpentry, masonry, welding, blacksmithing, building materials, and the Tunnel Brick Factory. Commercial and service activities have developed in terms of types, quantity, revenue, number of workers, business scale, and business sectors; the entire commune has 45 vehicles for transporting goods and passengers; the commune market has been upgraded and expanded... These industries have provided employment for nearly 2,000 workers; the average per capita income during the term reached 27 million VND/year, an increase of 12 million VND compared to the beginning of the term.

Thanks to land consolidation, Xuan Hoa commune has been able to plan a system of livestock farms with high economic efficiency.

The New Rural Development movement has received enthusiastic support from officials, Party members, and the people. The commune mobilized a total investment of over 25.76 billion VND for new rural development, of which the people contributed 5.8 billion VND; completing projects such as the Le Hong Son Cultural House and Traditional House worth 2.9 billion VND, upgrading canals N7 and N9 worth 1.7 billion VND, hardening 3 km of rural roads worth over 2 billion VND; upgrading rural irrigation canals in all 12 hamlets, building a gate for the commune's memorial monument, and 6 classrooms for the primary school with funding of billions of VND. By the end of 2014, the commune had completed 16 out of 19 criteria, striving to complete the New Rural Development goal by the end of 2015.

The quality of education has improved. The average graduation rate for primary and lower secondary school students is 99%, and 100% of students attend school at the appropriate age; the universalization of lower secondary, primary, and preschool education has been completed. The socialization of education has been well implemented, raising between 120 and 150 million VND annually. To date, primary and preschools have achieved national standards for phase 1. In the fields of health and culture, investments have been made in infrastructure and equipment. The quality of the medical staff from the commune to the hamlet level is improving, with standardized medical staff at the health stations including doctors; the commune has achieved national health standards according to the new criteria. The fields of culture and information have seen many innovations; to date, 9 out of 12 hamlets have achieved the status of "cultural hamlet," and 82% of families have been recognized as "cultural families" annually. The poverty rate decreased from 11% to 4.4%, while the rate of well-off and wealthy households increased from 57% to 70%. National defense and security were maintained and strengthened. All 12 hamlets have effective mediation teams. 95% of cases in the hamlets have been resolved completely, with no outstanding issues or shirking of responsibility.

To achieve these accomplishments, the Party Committee and the government of Xuan Hoa commune have done a good job in training and developing human resources. During the term, 21 comrades attended professional and political theory training courses, 51 comrades were admitted to the Party, on average, 12-13 Party branches achieved the title of "Strong and Excellent Party Branch" annually, 5-6 Party branches achieved the title of "Outstanding Strong and Excellent Party Branch", and 100% of Party branches successfully completed their tasks. Party inspection and supervision work was strengthened, with 52 organizations and 102 individuals inspected, and 8 inspections based on complaints resolved. The Party Committee mobilized the masses to build 22 "effective mass mobilization" models with widespread impact throughout the commune. The People's Committee of the commune proactively developed and promulgated several policies to support production and livestock development, especially mechanisms to stimulate investment in building comprehensive cultural and sports facilities at the grassroots level.

In implementing the tasks and objectives of the Resolution of the Party Congress of Xuan Hoa commune for the 2015-2020 term, the Party Committee, government, and people of Xuan Hoa commune are focusing on improving the leadership capacity and fighting strength of the Party organization, the management and administration role of the State, strengthening unity and consensus within the Party and among the people; leveraging all resources to build a comprehensively developed commune, completing and maintaining the status of a new rural commune. The goal is for the Party Committee to achieve the "clean and strong" status annually; and for all mass organizations within the political system to excellently fulfill their tasks...

The commune also proposed a main set of solutions: Completing the socio-economic planning for the new period; developing and implementing detailed plans for various sectors; strongly applying scientific and technological advancements and new technologies to production; leveraging internal resources and taking advantage of external resources for investment and development; promoting social mobilization in several areas such as education, health, culture, sports, and social policies; improving the management and operational capacity of the State, promoting the role of the Fatherland Front and people's organizations; regularly launching and promoting emulation movements; innovating leadership style; strengthening inspection and supervision; and building the locality into a comprehensively strong unit.
