The Southern Region Complaints and Denunciations Settlement and Inspection Department is required to clearly identify the addresses and individuals of the Chairmen of the People's Committees of localities that do not comply with the law on receiving citizens and resolving complaints and denunciations. If the situation does not improve, the Government Inspectorate can report to the Secretariat to strictly handle violations.

Government Inspector General Le Minh Khai recently had a working session with key officials of the Department of Complaints and Denunciations Settlement and Inspection in the Southern region (Department III).

The report shows that, in the process of implementing the Government Inspectorate's plans to resolve pending, complicated, and prolonged complaints and denunciations, Department III has gradually verified 281 cases, with 68 large delegations.

Up to this point, Department III has advised the Government Inspectorate leaders to agree with the People's Committees of the southern provinces and cities on the direction to resolve 177 cases. In 2017, this agency completed 4 inspections in Hau Giang, Can Tho, Dong Thap and Ba Ria - Vung Tau. For the inspections in 2018, Department III has completed the survey and is expected to begin the inspection of compliance with laws on minerals, land use management and the environment in Kien Giang province in March.

According to information from the Government Inspectorate, the leaders of Department III have proposed issues related to personnel, payroll, and task implementation mechanisms in the context of increasingly heavy workloads in the South, increasingly complicated complaints and denunciations, while the fear of dialogue and fear of correcting mistakes in many localities still exists.

At the meeting, the leaders of the Department of Organization and Personnel, the Department of Planning, Finance and General Affairs requested the leaders of Department III to improve the quality of inspection of responsibilities to clearly identify the addresses and individuals of each Chairman of the People's Committee of the provinces and cities who did not comply with the law on receiving citizens and handling complaints and denunciations.

After the inspection, a timely report must be made so that the Prime Minister can give instructions. If the situation does not improve, Department III must provide a full report so that the Government Inspectorate can report to the Secretariat to strictly handle violations according to regulations, ensuring strictness in discipline and administrative discipline.

Meanwhile, Government Inspector General Le Minh Khai requested Department III to develop a plan to implement inspections in a proactive, comprehensive, and complete manner. When conducting inspections, specific tasks must be assigned to limit unfortunate incidents like what happened.

In particular, Department III must arrange appropriate personnel to increase surprise inspections of responsibilities in localities with many crowded and complicated incidents. For the 2 incidents in Bac Lieu province, along with 18 incidents in other localities, Department III needs to conduct verification and dialogue to agree on a suitable solution with a specific completion time.

In early 2018, the Central Citizen Reception Office in Hanoi (No. 1 Ngo Thi Nham, Quang Trung Ward, Ha Dong District, Hanoi) received 17 provinces and cities with large petition delegations, including Hanoi (7 delegations), Bac Giang, Tien Giang (3 delegations), Hung Yen, Kien Giang, Quang Ninh, Dong Nai, Vinh Long, Ho Chi Minh City (2 delegations), Bac Ninh, Ha Tinh, Hai Duong, Thai Binh, Vinh Phuc, Long An, Ben Tre, Tay Ninh with 1 delegation.
