What was clearly felt at the Party Congress of the Department of Natural Resources and Environment for the 2020-2025 term was the seriousness, methodicalness, and compliance with regulations in the management and implementation of the contents and programs at the congress. The political report presented to the congress, the review report of the Party Executive Committee of the Department for the 2015-2020 term; the presentations at the congress and the speeches of the leaders of the Party Committee of the Provincial Agencies Bloc all demonstrated frankness, responsibility, and high constructiveness.

The Congress affirmed the role and comprehensive and effective leadership capacity of the Party Committee and the Department Party Committee in the past term; demonstrated determination, drasticness, innovation in leadership and direction methods, clearly identified the focus and key points in each specific period and moment.

The leadership and direction process promotes the pioneering spirit and responsibility of cadres and party members, especially the leaders. Despite the large amount of work, including many difficult and sensitive tasks, especially in the fields of land, minerals, and environmental protection, during the 2015-2020 term, the Department of Natural Resources and Environment has made many positive changes in implementing political tasks.

The outstanding results reported by Comrade Vo Van Ngoc - Deputy Secretary of the Party Committee at the congress were that the Party Committee and the Department Party Committee had led and directed the professional activities to promote responsibility, proactively advising the province to issue 95 resolutions, decisions and plans on natural resources and environment. Typical examples are Adjusting the land use planning of Nghe An province to 2020; Plan to implement the National Strategy on Environmental Protection: Water resources planning; Resolution No. 08-NQ/TU dated December 8, 2017 of the Provincial Party Committee Standing Committee on Strengthening the Party's leadership in environmental protection in Nghe An province for the period 2017 - 2020, with a vision to 2025 and Plan No. 99/KH-UBND of the Provincial People's Committee on implementing Resolution No. 08-NQ/TU.

On the other hand, the Department has also completed a number of tasks assigned by the province related to land allocation and leasing to implement investment projects; properly handling religious and national security land, environmental pollution issues, illegal mineral exploitation... The Party Committee also focused on leading the measurement and issuance of land use right certificates to create a legal basis for leasing and transferring land use rights...

During the term, the Department advised on determining specific land prices to serve the work of compensation for site clearance, land allocation, land lease, and land auction for 798 cases; advised the Provincial People's Committee on land allocation and lease with 1,807 records; issued 6,824 certificates; coordinated with the Department of Planning and Investment to give opinions on investment policies for 1,086 projects... 1,296,475 certificates were issued for the first time with an area of ​​919,069.46 hectares of land, reaching 89.42% of the total area that needed to be issued.

Affirming the results and effectiveness of the Party Committee's leadership, comrade Nguyen Thi Tien - Party Committee member of the Provincial Department of Environmental Protection highlighted in her speech the effectiveness of promoting propaganda and dissemination of laws; associated with strengthening inspection, examination, public reception, and handling of petitions and complaints from the people of the industry in recent times.

The most obvious impact is that there have been no environmental incidents in the province recently. The establishments causing serious environmental pollution have been gradually remedied and their numbers have been gradually reduced.

Awareness and actions of organizations and individuals on environmental protection have changed in quality, contributing to ensuring a better living environment in the province in general.

Some presentations at the congress focused on analyzing factors to ensure effective leadership of the Party Committee and the Department Party Committee in the past term.

Accordingly, during the term, the Department continued to shorten the processing time and simplify administrative procedures in 12/14 procedures in the field of environmental protection; 4/8 procedures in the field of land; 3 hydrometeorological procedures; 10/27 procedures in water resources and many procedures were simplified and reduced.

The Department has also issued regulations on monthly inspection and evaluation of public service; maintained a Public Service Inspection Team on administrative reform work, increased unscheduled and unplanned inspections, thereby promptly correcting public service ethics and conduct.

Besides the advantages, the congress also frankly pointed out the limitations in order to propose solutions to overcome them in the next term with determination; these shortcomings do not have to be included in the review report at the next congress.

Specifically, the leadership and coordination work with a number of departments, branches and localities has not brought high efficiency in a number of contents such as inspection and handling of violations of laws on environmental protection, land, minerals, compensation and site clearance for projects with pesticide residues and key projects.

Although there have been many positive changes in leadership and direction of administrative reform, they have not yet met the requirements of the new situation. The results of implementing Directive 05-CT/TW are still limited, and typical examples of studying and following Ho Chi Minh's moral example have not been widely replicated...

The frankness and responsibility are also shown in the fact that the congress has elected 11 comrades who are truly capable, skilled and responsible to ensure leadership and direction in the new term to the Party Executive Committee for the 2020 - 2025 term; elected 7 outstanding delegates to attend the Congress of Party Delegates of the Provincial Agencies Bloc, term 2020 - 2025.

Identify breakthroughs

Fully aware of the difficulties, challenges and requirements of the general development of the province and the industry and the requirements for quality and effectiveness of State management of natural resources and environment in the new period, the opinions participating in the congress all affirmed their determination and determination in directing, leading and organizing implementation to ensure the good completion of tasks; at the same time, clearly identifying common breakthroughs for the whole industry and each affiliated unit.

Accordingly, the first key breakthrough is to promote administrative reform, especially continuing to perfect institutions in the field of natural resources and environment; reducing administrative procedures to ensure that managed fields and assigned tasks are quickly completed and quality is improved.

It is also necessary to focus on thoroughly handling serious environmental pollution points, increasing the rate of granting household and individual certificates. In the work of Party building, it is necessary to promote the role of Party committees, the exemplary role of cadres and Party members, so that the Party Committee, Party Committee and each Party member are truly the political nucleus leading the effective implementation of the Resolution of the Party Congress of the Department, term 2020 - 2025.

In his closing speech at the congress, comrade Vo Duy Viet - Member of the Provincial Party Executive Committee, Party Secretary, Director of the Department of Natural Resources and Environment affirmed his determination to build a high level of solidarity and unity within the Party Committee and Party organization; mobilize the collective's intellectual strength, improve the leadership capacity and fighting strength of the Party organization to ensure the leadership fulfills the political tasks of the sector, especially improving the quality of advising the Provincial People's Committee in state management of land, environment, minerals, etc., contributing to the overall socio-economic development of the province.
