According to the police, Dai is a self-employed businessman and enjoys playing with cars and motorbikes. On the morning of February 7, Dai went online and found an image of a model car with a blue license plate, so he downloaded it to his phone. After that, he reposted the image on the otofun forum with the caption: “Something big is about to happen…”.

After the incident, the Director of Can Tho City Police Department directed professional forces to clarify who posted the information on social networks.

“On the afternoon of February 7, Dai went online and discovered that some newspapers had taken pictures and written articles with comments that they would punish the person who posted this content on Facebook, so he took down the post and deleted it. This young man admitted that what he did was wrong and took responsibility for what he did,” said a leader of the Can Tho City Police.

According to the police, the origin of the blue license plates attached to the model cars was made by a person in Hai Phong because a customer in Can Tho requested it. This person has a hobby of playing with model cars and came up with the blue license plates himself, then used Photoshop software to design them in a 1:24 ratio (like the real thing) for 5,000 VND/license plate (including square and long plates).

After receiving the above license plates, this person sold the model car to a male secondary school student in Ninh Kieu district (Can Tho city) and gave away 5 sets of blue license plates (10 plates, including front and rear). After that, the male student himself pasted some of the license plates on 4 model cars and placed them under the closet and used his phone to take pictures.

On the afternoon of February 6, the male student posted the above images on the model car club forum to get likes, but Dai used the same images to post on the otofun forum, with the caption: "Something big is about to happen."

Can Tho City Police have requested Ninh Binh Province Police to coordinate with the Department of Information and Communications Inspectorate to impose administrative penalties on the young man who reposted the above images online, based on legal regulations.
