(Baonghean.vn) - Recently, the canal system in some areas of Nghe An has been heavily polluted due to the indiscriminate dumping of dead pigs and garbage by people, while the authorities have not thoroughly handled this situation.

Dead pigs dumped everywhere

A worker at the Quynh Luu Irrigation Enterprise said: Every day there are dead pigs floating on the canal bed, some days 4-5 pigs are stuck in the sewer mouth. We have to hire an excavator to salvage and destroy them. A resident of Quynh Giang commune, Quynh Luu was upset: People working in the fields in this area cannot stand the stench from the decomposing dead pigs.

Mr. Nguyen Viet Thuong - Director of Quynh Luu Irrigation Enterprise said: The number of dead pigs dumped on rivers and canals flowing downstream in Quynh Luu district is at an alarming level, posing a risk of water pollution and widespread disease spread. The problem now is that local authorities at all levels in upstream districts in Do Luong, Yen Thanh, and Dien Chau districts need to advise people to take measures to prevent disease, mobilize destruction, and not dump them on canals as is currently happening.

April 14, on the irrigation canalBau Non, the section flowing through the Trung Dong block, Van Dien commune (Nam Dan), people discovered a pig carcass weighing about 60kg in the process of decomposing, floating on the water, emitting a foul smell.

About 300m away, also on Bau Non canal, near hamlet 1, Nam Thanh commune, there was also a decomposing pig carcass right on the edge of the sewer causing a commotion.environmental pollutionand the risk of spreading disease.

According to local people, for more than half a month now, some small-scale pig farmers, when their pigs die of an epidemic, do not report it to the authorities, but instead throw the dead pigs into the canal.

There were quite a lot of dead pigs thrown into the canal, of various weights. Because there was no force to salvage them, they began to decompose and gave off a foul smell.

In addition, violators will be forced to destroy animals, animal products, animal carcasses and their products. The above-mentioned fines are applied to administrative violations committed by individuals. For organizations committing the same violation, the fine is twice the fine for individuals.

Violators may even be criminally prosecuted for environmental crimes under the provisions of Chapter 19 of the 2015 Penal Code, amended and supplemented in 2017.


Garbage everywhere

Mr. Nguyen Ngoc Hoe, an irrigation worker at Quynh Van cluster, said: Every day, we, the workers, have to collect 2-3 tons of garbage that has overflowed because many people in the upper communes have thrown it into the canal. There are days when the garbage is so much that it cannot be circulated, so we have to use a pump to suck up the entire sewer and go in to dredge the garbage. If there is no solution to prevent households from being unconcerned when littering, it is unknown when this situation will end.

Similarly, on the canal system from Ba to Do Luong to the downstream district of Quynh Luu, the situation of garbage dumped is also alarming. Every day, Quynh Luu Irrigation Enterprise has to mobilize workers to collect 7-8 tons of garbage of all kinds per day on the canal...
