According to the conclusion of the Provincial Party Committee's Inspection Commission, Mr. Nguyen Van Thong did not have a high school diploma. However, from 2002 to 2017, Mr. Thong declared his general education level of 12/12 in his cadre, civil servant, party member and other records to be recruited, appointed, take civil servant promotion exams, and run for the Party Committee.

At the same time, the Phu Yen Provincial Party Committee's Inspection Commission also proposed that the Provincial Party Committee's Standing Committee consider and take disciplinary action by removing from all Party positions Mr. Nguyen Ngoc Tan, District Party Committee member, Party Committee member of the District Party Committee - mass organizations, Party cell secretary, Director of the Tay Hoa District Political Training Center.

According to the conclusion of the Provincial Party Committee's Inspection Commission, Mr. Nguyen Ngoc Tan did not have a high school diploma. However, from 1992 to 2017, Mr. Tan used a high school diploma (copy) issued to someone else, erased and changed it into his own high school diploma (copy). Mr. Tan declared this diploma in his party member profile, cadre and civil servant profiles, recruitment exams, selections, and studies to improve his cultural, theoretical, and professional qualifications in order to be promoted, appointed, and elected to the Party Committees at all levels of Tuy Hoa and Tay Hoa districts; causing negative public opinion among cadres, party members, and the people.
