Attending the Congress were comrade Phan Phuong Hanh - Vice President of the Vietnam Civil Servants' Trade Union. On the provincial side, there were comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee - Chairman of the Provincial People's Council; Cao Thi Hien - Member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Council; Nguyen Thi Thu Huong - Member of the Provincial Party Committee Standing Committee, Secretary of the Provincial Agencies Party Committee; Nguyen Tu Phuong - Chairman of the Provincial Labor Federation. Together with 161 delegates representing 4,010 union members and civil servants working at 63 grassroots unions. |
The Congress took place over two days, December 21-22. The Congress's task was to summarize and evaluate the movement of civil servants, public employees, workers and trade union activities in the past term, thereby drawing lessons to set out directions and tasks for the next 5 years, continuing to innovate content and methods, improving the effectiveness of trade union activities to build an increasingly strong trade union organization, contributing to building a rich and civilized Nghe An.

Over the past 5 years, the Trade Unions at the grassroots level have promoted the role of the organization as a member of the councils established at agencies and units. They regularly direct the People's Inspectorate to maintain the order of activities, supervise the implementation of resolutions of the conference of civil servants, conferences of workers, internal rules and regulations of the agency, unit, and policies and regimes for workers.

Nghe An Civil Servants' Union has directed the units to implement the Campaign "Cadres, civil servants and public employees in Nghe An province actively participate in reforming administrative procedures, improving the quality of service to people, organizations and enterprises, period 2013-2015". Well implement Directive No. 17/CT-TU dated December 3, 2013 of the Standing Committee of Nghe An Provincial Party Committee, Directive No. 26 of the Prime Minister on strengthening discipline and administrative discipline in administrative agencies and public service units.
The trade unions at the grassroots level have participated in and mobilized civil servants and public employees to implement administrative reform contents according to the state administrative reform roadmap, 2011-2015 and 2016-2020, approved by the Provincial People's Committee, reviewed, reduced administrative procedures, shortened the time to handle administrative procedures for people, organizations, and enterprises. Developed and implemented the "Job Position" Project in administrative agencies, public service units, political and socio-political organizations, thereby creating a basis for reforming the organizational apparatus, streamlining the payroll, and improving the quality of civil servants and public employees.
Grassroots trade unions have coordinated with heads of agencies and units to organize a good material and spiritual life for employees during national holidays and Tet holidays; ensure policies for employees on social insurance, health insurance, and unemployment insurance; periodic salary increases, early salary increases, and grade transfers are fully and promptly implemented in accordance with regulations.
The Civil Servants' Trade Union has promptly deployed the emulation plan to the bases. The affiliated grassroots trade unions have coordinated with the heads of agencies and units to launch patriotic emulation movements, focusing on the movements "Good workers, creative workers", the movements "Good at public work, good at housework" associated with each theme of the Campaign to study and follow the moral example of Ho Chi Minh, building "Loyal, creative, dedicated, exemplary" civil servants and public employees.
During the past term, 2,200 initiatives and topics were registered and implemented; 113 initiatives and solutions for administrative procedure reform, including 6 initiatives that won high prizes and were awarded certificates of merit by the Provincial Labor Federation, and 8 initiatives that were awarded certificates of merit by the Nghe An Labor Federation at the Conference to summarize the writing contest for proposals for initiatives and solutions for administrative procedure reform in 2014.
From 2012 to 2017, there were 9,549 advanced workers; 1,773 grassroots emulation fighters; 854 collectives achieving advanced labor; 432 collectives achieving excellent labor; many collectives and individuals were commended by the Prime Minister and the President; Nghe An Newspaper was awarded the title of Heroic Unit in the renovation period by the State; Nghe An Civil Servants' Trade Union was awarded the Excellent Emulation Flag by the Provincial People's Committee and the Third Class Labor Medal by the State.
In addition to the achievements, the congress report noted the following shortcomings: Propaganda work, political and ideological education, and law among civil servants and public employees have not generally been innovated in content and have not been diversified in form, and are still heavily popular, passive, and one-way, so the effectiveness is not high.
Emulation movements in some units have not been very effective; scientific initiatives and topics are few and have not received due attention; commendation and reward work has not paid much attention to civil servants and public employees who do not hold positions in agencies and units.
The congress listened to many opinions of delegates contributing to the congress report to draw lessons and propose directions and tasks for the next term.
