Building e-government to better serve people

(Baonghean) - According to the roadmap, by 2018, Nghe An province will basically complete the construction of provincial e-government. Nghe An Newspaper had an interview with comrade Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee on this issue.

High level of IT readiness

PV:On October 14, 2015, the Government issued Resolution No. 36a/NQ-CP on e-Government with objectives, tasks and feasible solutions in the period of 2015 - 2017 to soon successfully build Vietnam's e-Government. With the above policy, to meet the Government's requirements, how has Nghe An province prepared, sir?

Comrade Le Ngoc Hoa:Regarding the policy of implementing e-Government, the Provincial People's Committee has paid attention to and directed the Department of Information and Communications to advise on the development of the Resolution of the Provincial Party Standing Committee on promoting the application and development of IT in Nghe An province in the period of 2010 - 2015 and orientation to 2020, the planning of IT application and development of the province, the Project "Building e-Government in Nghe An province", the Project on Application of Information Technology in the management of the health sector in Nghe An province (period 2014 - 2017 with a vision to 2020).

To build e-government and concretize the above policies, the province has paid attention to and directed enterprises and state agencies to invest in technical infrastructure, human resources, and deploy applications in units, achieving some remarkable results:

Regarding technical infrastructure, up to now, 100% of provincial and district-level government agencies have wide area network (WAN) and internet connections. Cooperating with VNPT Group in providing data integration centers to deploy application software for government agencies in the province.

The rate of cadres and civil servants using computers and the internet in departments, branches and sectors reached 100%. The fiber optic and mobile information transmission systems have connected to 100% of Party and State agencies from the provincial to district levels and 100% of communes.

Regarding the current human resources in state agencies, 97% of the province's civil servants and public employees know how to use computers at work.

Comrade Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee affirmed that Nghe An is determined to promote the construction of e-government to better serve the people.

100% of State agencies at the department, branch and district levels have civil servants who know how to use information technology; 89% of department and branch units and 90% of district-level units have specialized information technology staff; 72% of department and branch units and 90% of district-level units have IT leaders.

Regarding application, currently 100% of departments, branches, sectors and People's Committees of districts, cities and towns have deployed the application of various specialized software. 100% of State agencies in the province have been provided with a focal point public mailbox to exchange information.

The online electronic meeting system has been deployed to connect 24 points; the electronic information portal has been built, with a relatively large number of visitors, providing complete and timely information on the activities of provincial leaders and online public administrative services.

In addition, the province is paying attention and strongly directing departments and branches to receive and apply HCM Egov Framework 2.0 software developed and transferred by Ho Chi Minh City. It is expected that by January 1, 2017, the system will be officially put into operation at 100% of administrative units at the department and district levels in the province, ensuring connectivity at 4 levels (Central, Provincial, District, Commune).

PV:The HCM Egov Framework 2.0 software system was chosen by Nghe An to pilot the operation of e-government. Could you please tell us more about the advantages of this system and its ability to meet the requirements of the State agencies of Nghe An province?

Comrade Le Ngoc Hoa:HCM Egov Framework 2.0 system is a software system built on an open source software platform, with core software providing an environment and tools to support the development of applications.

This is a multi-module software system, capable of meeting the overall IT architecture for provincial/city, department, branch, and sector levels; district/town to ward/commune levels, has been tested by the Ministry of Information and Communications, meeting the functional and technical requirements for shared software in State agencies.

Furthermore, the system has open features, with many diverse subsystems. When deployed, it will help officers and civil servants to process work centrally, at a unified access point, saving installation and operating costs, more effectively than deploying individual software.

The system has many tools to help unit leaders check and monitor the progress, quality and document processing consultation process of each officer and specialist; operating on many different devices, especially smart handheld devices (such as tablets, smart mobile phones...) so it is very convenient for civil servants and leaders to handle work anytime, anywhere. In particular, thanks to the implementation of the system, it has helped to transfer and receive electronic documents according to a four-level model from the central level, to the province, district and commune.

In 2015, the Provincial People's Committee directed the Department of Information and Communications to install and transfer training at 6 pilot units. Most of the units were very active, proactive, and ready to receive and deploy the system.

Basically, the subsystem for managing work documents and work schedules has been received by the units, operated stably, and promoted good efficiency, with a large amount of documents updated and operated on the system. Currently, the system has connected and interconnected from the Provincial People's Committee Office to the Government Office.

In particular, from January 1, 2017, the HCM Egov Framework 2.0 system will be officially put into operation at 100% of administrative units at the department and district levels in the province. To achieve this goal, what solutions has the province had?

Comrade Le Ngoc Hoa:The implementation of e-government construction demonstrates the province's determination to improve the capacity and operational efficiency of state agencies, increase publicity and transparency, and create favorable conditions for people and businesses in carrying out administrative procedures.

To achieve this goal, the Provincial People's Committee has set clear goals and assigned specific programs and projects to each sector responsible for implementation. In the immediate future, in 2016, the province will focus resources to successfully deploy the HCM Egov Framework 2.0 system in State agencies in the province.

In addition, there are training and fostering programs for officials, civil servants, communication and training on e-Government for people and businesses. The province will also invest in building and soon providing high-level online electronic public administrative services on the Nghe An Provincial Electronic Information Portal.

At the same time, develop and promulgate regulations and policies on infrastructure development and information technology application as a basis for implementing each component of the project.

HCM Egov Framework 2.0 Software System is applied at the Department of Information and Communications of the province.

Particularly for the implementation of the HCM Egov Framework 2.0 system, the Provincial People's Committee is currently focusing on directing the following important contents:

First: Direct the Department of Information and Communications to coordinate with software production units to conduct surveys, adjust and upgrade software to ensure it meets the application needs of state agencies of the province according to the following models: Provincial People's Committee Office; department and branch level; district/city/town level and commune/ward/town level.

Second: Sign a cooperation agreement with VNPT Group to prepare conditions for data integration center and specialized data transmission network to serve system operation.

Third: Issue documents: regulations on management, operation, use and financial regime regulations to ensure annual maintenance of the system before officially putting the system into operation in the whole province before January 1, 2017.

Fourth: Provide qualified human resources for the Department of Information and Communications to provide technical support for system operations. Pay attention to and encourage IT specialists working in state agencies (through monthly income incentives for staff).

Thursday: Timely arrange funding to implement tasks.
