(Baonghean.vn) - On the afternoon of July 25th, the Provincial Steering Committee for the Development of Collective Economy held its second meeting and a signing ceremony for the cooperation program for the period 2014-2020. Comrade Le Xuan Dai - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee - Head of the Steering Committee for Collective Economy, chaired the meeting. Representatives from relevant departments and agencies also attended.

In the first six months of the year, the Provincial Steering Committee for Collective Economic Development effectively implemented several important tasks, directing districts, cities, and towns to establish steering committees for collective economic development and develop local collective economic development plans; to date, 7 out of 21 districts, cities, and towns have established steering committees. It also directed the Provincial Cooperative Union to draft the process for converting cooperatives and guidelines for building cooperative charters according to the 2012 Cooperative Law; directed 75 cooperatives to convert to operating under the 2012 Cooperative Law, established 9 new cooperatives, and is currently guiding the process of establishing 5 new cooperatives; and is developing a project for the 2015-2017 period and promoting participation in the JICA project on strengthening the functions of cooperatives...

However, some units have yet to establish local steering committees for the development of the collective economy; districts, cities, towns, and communes have not been proactive in developing and issuing plans for the innovation and development of the collective economy; and the task of developing new cooperatives has not yet achieved high results... In the past period, the implementation of the coordination program between the Provincial Cooperative Union and departments and agencies has been actively carried out and has yielded results: The exchange of information and advice to the Provincial People's Committee has led to the formulation of policies and mechanisms to support the development of the collective economy; the work of direction, supervision, and inspection from the provincial to the district and grassroots levels has been increasingly improved. As a result, the collective economy of the province has gradually developed, creating many jobs for farmers, increasing income, contributing to a rapid reduction in the poverty rate, and ensuring social security in the area.

At the conference, representatives from various departments and agencies focused on discussing the following topics: coordination content, program implementation plan, and proposed solutions to ensure effective coordination in the future.

Concluding the conference, Mr. Le Xuan Dai – Vice Chairman of the Provincial People's Committee – requested that in the last six months of 2014, the members of the Steering Committee focus on directing districts, cities, and towns to complete the establishment of the Steering Committee for the development of the collective economy; seriously implement Plan No. 35 of the Provincial People's Committee on the plan for disseminating the 2012 Cooperative Law and the Project on Innovation and Development of Cooperatives in Nghe An province for the period 2014-2020; and advise cooperatives on accessing current policies. He also emphasized improving the effectiveness of coordination in directing the implementation of the province's plans on the development of the collective economy.
