Building mechanisms and policies to support collective economic development

(Baonghean.vn) - On the afternoon of July 25, the Provincial Steering Committee for Collective Economic Development held its second meeting and held a signing ceremony for the program of coordination of activities for the period 2014 - 2020. Comrade Le Xuan Dai - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee - Head of the Steering Committee for Collective Economic Development chaired the meeting. Also attending were representatives of leaders of relevant departments, branches and sectors.

In the first 6 months of the year, the Provincial Steering Committee for Collective Economic Development has effectively implemented a number of important tasks, directed districts, cities and towns to establish Steering Committees for Collective Economic Development and develop local collective economic development projects; Up to now, 7/21 districts, cities and towns have established Steering Committees. Directed the Provincial Cooperative Union to develop a draft of the Cooperative Conversion Process and Guidelines for developing Cooperative Charters according to the 2012 Cooperative Law; directed 75 cooperatives to convert to operate according to the 2012 Cooperative Law, established 9 new cooperatives and are guiding the preparation of documents for the establishment of 5 new cooperatives; is developing a project for the period 2015 - 2017 and promoting participation in the JICA Cooperative Function Enhancement Project...

However, there are still some units that have not established a Steering Committee for the development of the local collective economy; Districts, cities, towns and communes have not resolutely developed and issued a project to innovate the development of the collective economy; The task of developing new cooperatives has not been achieved much... In the past time, the implementation of the coordination program between the Provincial Cooperative Union and departments, branches and sectors has been actively implemented and achieved results: The exchange of information and advice to the Provincial People's Committee to propose policies, build mechanisms and policies to support the development of the collective economy; the direction, supervision and inspection work from the provincial to the district and grassroots levels has been promoted better and better. Thanks to that, the collective economy of the province has gradually developed, creating many jobs for farmers, increasing income, contributing to rapidly reducing the poverty rate and ensuring social security in the area.

At the conference, representatives of departments, branches and sectors focused on discussing the following contents: Coordination content, program implementation plan and proposed solutions to effectively implement coordination in the coming time.

Concluding the conference, Comrade Le Xuan Dai - Vice Chairman of the Provincial People's Committee requested that in the last 6 months of 2014, members of the Steering Committee focus on directing districts, cities and towns to complete the establishment of the Steering Committee for collective economic development; Seriously organize Plan No. 35 of the Provincial People's Committee on the plan to disseminate the 2012 Cooperative Law and the Project on innovation and development of cooperatives in Nghe An province for the period 2014 - 2020; Advise cooperatives to access current policies. Improve the effectiveness of coordination in directing the implementation of the province's plans on collective economic development.
