Assign responsibility to each member of the Party Committee

The Thanh Chuong District Party Committee assigns specific responsibilities to each member of the Standing Committee and the Executive Committee of the District Party Committee for attending Party cell meetings. Accordingly, each month, those comrades are responsible for attending Party cell meetings in the assigned areas and locations. In addition, they must proactively attend Party cell meetings in units and localities where their specialized areas of leadership are still difficult, limited, and weak, in order to listen and find solutions related to directing economic models, building new rural areas, "skillful mass mobilization" work, developing Party members, etc. This mechanism in Thanh Chuong District has contributed to removing and resolving many difficulties, obstacles, and concerns at the grassroots level.

The story of dozens of households in Thanh Luong commune building livestock farms on agricultural land and on public land in Bau O has existed for many years, becoming a pressing issue among cadres, party members and people.

Comrade Nguyen Duy Sam - Party Cell Secretary, concurrently Head of the Front Work Committee of Hamlet 3, Thanh Luong Commune, said: The reason this problem has lasted is due to the past, the encroachment first, the encroachment later, and doing this, bumping into that. On the other hand, local cadres and civil servants are people in the village, in the commune, doing is "bumping" into their brothers, sisters, and neighbors, so they are respectful and lack determination. And at the end of 2023, this issue was raised by party members at the party cell meeting, with the participation of the standing member of the district party committee, and they accepted and directed the party cell, the party cell and the Thanh Luong commune party committee to take drastic action, mobilizing cadres and party members to dismantle the construction, return the site, and create consensus among the people.

Up to now, more than 25 households encroaching on land in Bau O area have returned the land, at the same time, the locality has also renovated the embankment, planted trees, creating a cleaner and more beautiful rural landscape in this area. When the encroached area in Bau O, Thanh Luong commune was cleared, Thanh Yen commune is also focusing on clearing the encroachment, to completely return the land to Bau O.

In Thanh Khai commune, also through the Party cell activities, the opinions of Party members reflecting on the situation of selling forest land, building cemeteries, and family and clan mausoleums were received by the Standing Committee and the District Executive Committee in charge, who coordinated with relevant district-level agencies and local Party Committees and authorities to inspect, review, and propose solutions. Up to this point, cases of illegal buying, selling, and building of cemeteries and mausoleums have been dismantled.

Ensuring the material facilities of the hamlet cultural house to meet the living needs of the people after the hamlet merger is also a matter of concern and confusion in the hamlets of Thanh Duong commune. Based on the reflection of cadres and party members through the Party cell activities, comrade Nguyen Duy Chat - Secretary of the Party cell of Duong Tam hamlet said: The member of the Standing Committee of the District Party Committee has directed the Party cell to organize thematic activities to discuss thoroughly, create unity in the Party cell and the Party cell on the methods and ways of implementation; build a specific budget, give a clear mobilization level for the people, combine the mobilization of children far from home, along with a part of local support to upgrade the cultural house and some other works and items with a total cost of nearly 400 million VND. By that method, currently in Thanh Duong commune, the cultural houses of 6/6 hamlets have been upgraded, expanded and spacious, ensuring the living needs of the people after the hamlet merger.

In addition to the mechanism of directly answering, resolving or directing the grassroots to resolve difficult and complicated issues within the authority and expertise of each standing and executive comrade. Comrade Nguyen Trong Anh - Member of the Standing Committee, Head of the Organization Committee of Thanh Chuong District Party Committee said: Thanh Chuong District Party Committee requires the standing and executive comrades of the district to directly report to the secretary and the standing committee of the district party committee on the contents and issues reflected and proposed by cadres and party members beyond their authority that are urgent and urgent and need to be directed to be resolved immediately so that the Party Committee can take timely action. Any issues that are not urgent or important and require time and a roadmap for resolution must be summarized and reported in writing, including direct reports through regular meetings and the standing committee of the district party committee to direct resolution within their authority. This approach has contributed to solving many practical problems, avoiding small problems from becoming big problems, creating trust for cadres and party members at the grassroots level, creating effectiveness and truly positive impacts from assigning superior party committees to attend grassroots party cell meetings.

Building a mechanism to resolve party members' petitions

Over the years, the Standing Committee of Nghe An Provincial Party Committee has always paid attention to improving the quality of Party cell activities by issuing Directive No. 13, dated July 5, 2017 on improving the quality of Party cell activities; followed by regulations on assessing the quality of Party cell activities according to Regulation No. 08, dated September 15, 2021 and now amended to Regulation No. 27, dated October 30, 2023. The Standing Committee of the Provincial Party Committee and Party committees at all levels have also issued regulations, assigning members of the Standing Committee and members of the Executive Committee to attend Party cell activities in localities and units assigned to them monthly and quarterly. This is a measure to increase grassroots cadres, strengthen the leadership and direct direction of the superior Party committees for each grassroots Party cell; at the same time, remove and resolve difficulties, obstacles and concerns at the grassroots level.

In fact, many local Party committees in the province have proactively built mechanisms to effectively resolve recommendations and reflections from cadres and party members through Party cell meetings. In Nghi Loc district, through attending Party cell meetings, any content that is "within" the capacity and authority of the Standing Committee and Executive Committee of the District Party Committee will be discussed, answered and resolved right at the Party cell meeting; the rest will be sent to the District Party Committee office to synthesize the opinions and recommendations of cadres and party members every month throughout the district and sent to the District People's Committee and relevant departments, agencies and branches for consideration and resolution. The results of the resolution of the departments, agencies and branches at the district level are issued by the Standing Committee of the District Party Committee in a summary report responding to the opinions of cadres and party members every quarter and are informed at the meeting of the secretaries of the Party cells under the Party Committees of communes and towns, and at the same time, sent to the Party Committees for information to cadres and party members.

In Hoang Mai Town Party Committee, the "process" for handling opinions and recommendations of party members is that after each Party cell meeting, the Standing Committee of the Town Party Committee assigns the Standing Committee members, Standing Committee members, and Executive Committee members of the Town Party Committee to attend the meeting to submit a written report on the quality of Party cell meetings and summarize the proposals and recommendations of the Party members where they participate in the meeting, including their own proposals and recommendations as the Party Committee attending the meeting. Those reports are assigned to the Organizing Committee of the Town Party Committee to summarize and report at the monthly meeting of the Standing Committee of the Town Party Committee.

Next, the Standing Committee of the Hoang Mai Town Party Committee issued a written conclusion assigning the Town People's Committee and relevant agencies, organizations and units to consider and resolve the recommendations of cadres and party members and to have a response to the requested contents after each quarter. At the same time, the Standing Committee of the Town Party Committee's conclusions on the contents of reflections and recommendations of party members that need to be considered and resolved are transmitted to the monthly Hoang Mai Town Party Committee Internal Newsletter.

According to comrade Ho Van Cay - Standing Committee member, Head of the Organizing Committee of the Town Party Committee, the above-mentioned way of doing things of the Hoang Mai Town Party Committee is a form of publicity and transparency, demonstrating the respect and listening of the Standing Committee of the Town Party Committee for the opinions and suggestions of Party members in the town. At the same time, it creates pressure for relevant agencies and units to take action to resolve more responsibly. In practice, the recommendations assigned by the Standing Committee of the Town Party Committee are all taken action by the relevant agencies to resolve, respond responsibly and promptly.

Currently, each Party Committee in Nghe An has its own "process" and method of handling and responding to opinions of cadres and party members through Party cell meetings. It is thought that, in addition to regulations on assigning Party Committees to attend Party cell meetings, the province needs to have regulations to create consistency in handling and responding to suggestions of cadres and party members through Party cell meetings, ensuring that the assignment of Party Committees to attend Party cell meetings is truly more effective.
