On the morning of August 19, Cat Ngan Commune Party Committee held the 1st Congress of Delegates, term 2025 - 2030. The Congress determined the direction, goals, tasks, and solutions for the next 5-year development period (2025 - 2030).
Attending the Congress were comrade Tran Thi My Hanh - Member of the Provincial Party Executive Committee, Director of the Department of Culture, Sports and Tourism, Head of Working Group No. 33 of the Provincial Party Standing Committee; representatives of leaders of provincial departments, branches and sectors. 225 party members, representing 1,279 party members in the entire Cat Ngan Commune Party Committee attended the Congress.
Economy grows at an average of 7.65% per year
Cat Ngan Commune Party Committee was established on the basis of merging and consolidating 3 commune Party Committees: Cat Van, Phong Thinh and Minh Son. The Party Committee has 1,279 members, operating in 42 affiliated Party organizations.
Implementing the resolution for the 2020-2025 term, the Party Committees of Cat Van, Phong Thinh, Minh Son communes in the past and the current Party Committee of Cat Ngan commune have united, made efforts, and achieved many comprehensive results. The economy grew by an average of 7.65%/year; the average income reached 59.43 million VND/person/year (2025). The economic structure has shifted positively, reducing the proportion of agriculture - forestry - fishery, increasing industry - construction and services.
With the motto "Solidarity - Democracy - Discipline - Creativity - Development", the Commune Congress sets out the goal: Building a commune that meets advanced new rural standards, developing the economy in the direction of structural transformation, reducing the proportion of agriculture, forestry and fishery; increasing the proportion of industry - construction, services - trade. Developing a synchronous infrastructure system, capable of effectively responding and adapting to natural disasters and climate change; the material and spiritual life of the people is constantly improved; cultural, historical and traditional values are preserved and promoted; national defense and security are firmly ensured; the Party organization, government and political system are strong; the strength of the great national unity bloc is promoted in all fields.
To realize the above goals, the Cat Ngan Commune Party Congress has set out specific targets and 6 key task groups, 7 main solution groups, 3 strategic breakthroughs to focus on leadership and direction in the 2025 - 2030 term.
The Congress also approved the decisions of the Provincial Party Standing Committee on appointing the Party Executive Committee of Cat Ngan commune, term I, 2025-2030, consisting of 24 comrades and the Party Standing Committee of the commune, consisting of 11 comrades.
Comrade Tran Ngoc Thanh - Chairman of the People's Council of the commune was appointed to hold the position of Secretary of the Party Committee of the commune, term 2025 - 2030; comrades Tran Phi Hung and Tran Xuan Ha were appointed to hold the position of Deputy Secretaries of the Party Committee of the commune, term 2025 - 2030.
Building Cat Ngan people with intelligence and courage, contributing to the development of the homeland
On behalf of the Provincial Party Committee's working group, Comrade Tran Thi My Hanh - Member of the Provincial Party Committee, Director of the Department of Culture, Sports and Tourism, outlined a number of key orientations that the Cat Ngan Commune Party Committee should pay attention to. In particular, focusing on building a team of qualified cadres who understand local realities, have the spirit of "dare to think, dare to do, dare to take responsibility", close to the people, for the people. In the immediate future, organize training on using AI technology skills for the cadres to support consulting on state management work.
Focus on building, managing planning, infrastructure and building advanced new rural areas associated with digital transformation. Focus on developing sustainable agricultural and forestry economy, associated with building product brands; promote agricultural restructuring towards commodities, applying science and technology; develop key crops and animals; expand production - consumption linkage models, build OCOP brands.
Take care of comprehensively developing cultural and social fields, improving people's lives. Preserve and promote the value of ranked relics, contribute to educating the revolutionary tradition and studiousness of the homeland, combined with the orientation of developing rural agricultural tourism of the semi-mountainous commune, eco-tourism along Lam river...
Focus on building a cultural lifestyle in residential areas, office culture, and behavioral culture in the community; building Cat Ngan people with typical qualities of Nghe An people - intelligence, bravery, generosity, loyalty, and dynamism in the new period.
