In the homeland of the beloved President Ho Chi Minh, a place that has forged a tradition of unwavering revolutionary spirit and indomitable innovation, the Nghe An Provincial Party Committee has always considered the work of Party building and rectification as a key task, of decisive importance to all victories.
Adhering closely to the Party's consistent leadership and guidance on the overall national development strategy of rapid and sustainable development, we ensure the coordinated implementation of tasks: "Party building is key, socio-economic development coupled with environmental protection is the central task, human and cultural development is the foundation, and ensuring national defense, security, and foreign relations is crucial and ongoing."
The Nghe An Party Committee has steadfastly pursued the goal of enhancing the leadership capacity and fighting strength of the Party organization; building a team of cadres and Party members who are firm in political conviction, morally upright, and possess sufficient prestige and capacity to shoulder the tasks of the new era. This is the solid political foundation and spiritual support to consolidate the people's trust, unleash the power of national unity, and drive Nghe An's rapid and sustainable development, realizing the aspirations of President Ho Chi Minh's homeland to become a prosperous province and a national-level growth pole.
During the 2020-2025 term, the leadership methods of the Provincial Party Committee have undergone a significant transformation, demonstrating proactiveness, creativity, and decisiveness. Party committees at all levels have gone beyond simply issuing resolutions, directives, and plans, focusing instead on concretizing them through feasible mechanisms, roadmaps, and solutions; linking the responsibility of leaders to implementation results, ensuring the principle of "words matching deeds."
This innovation has brought about a substantial transformation in the functioning of the political system, enhancing the planning and implementation capacity of Party organizations and the effectiveness and efficiency of government management.
Propaganda work is identified as a crucial task, "leading the way, participating in implementation, and summarizing afterwards." The provincial Party committee has been persistent and creative in organizing the study and understanding of resolutions; promptly guiding public opinion, combating erroneous and hostile viewpoints; consolidating confidence, and arousing the spirit of self-reliance and self-improvement.
The work of protecting the Party's ideological foundation is increasingly deepening, innovating in content and methods, and closely linked to the vibrant realities of the locality. Studying and following Ho Chi Minh's thought, morality, and style has become a pillar in Party building, implemented regularly and synchronously with a spirit of self-awareness and closely linked to the political tasks of each locality, agency, and unit. Through this, many exemplary collectives and individuals have emerged, creating a strong ripple effect, encouraging emulation movements, and inspiring a spirit of dedication, hard work, and creativity.
Since the beginning of the term, the provincial level has commended 132 exemplary collectives and 142 exemplary individuals; at the district and grassroots levels, over 2,500 collectives and 3,500 individuals have received awards, been reported on their achievements, participated in exchanges, and presented exemplary case studies…
Mass mobilization work has been elevated to a new level, clearly demonstrating the motto "the people are the foundation," and "the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit." Party committees and authorities at all levels proactively listen, engage in dialogue, and promptly resolve the legitimate aspirations of the people; at the same time, they develop "skillful mass mobilization" movements linked to the political tasks of each locality and sector. Through this, social consensus is created, the close and inseparable relationship between the Party and the people is strengthened, and national unity is further enhanced.
Deeply aware that cadres are the decisive factor in the success or failure of the revolution, the Nghe An Party Committee attaches special importance to cadre work, carrying it out systematically and comprehensively in conjunction with the requirement to build a streamlined, effective, and efficient apparatus.
During the period 2020-2025, the entire province deployed, rotated, appointed, and designated over 600 cadres; of which, 289 were nominated for candidacy. Planning, training, and professional development were implemented openly, transparently, and according to principles; at the same time, personnel policies were regularly given attention, contributing to creating motivation and encouraging cadres to work with peace of mind and commit to the locality in the long term.
The work of organizing the apparatus and developing Party members has also achieved many outstanding results. As of August 2025, the Nghe An Provincial Party Committee had admitted 23,215 Party members, exceeding 103% of the resolution's target. The number of Party members in the private enterprise sector has increased rapidly, demonstrating the Party's widespread influence and leadership prestige throughout society.
In the field of inspection, supervision, and prevention of corruption and negative practices, the Provincial Party Committee is steadfast in its motto of "broad supervision, focused and targeted inspection".
Many complex cases that attracted public attention were handled promptly and strictly, affirming the political determination in building a clean and strong Party organization. During the 2020-2025 term, the Party Inspection Committees at all levels supervised 5,090 Party organizations (a decrease of 18.23% compared to the previous term) and 7,560 Party members (a decrease of 13.87% compared to the previous term). Party committees and inspection committees at all levels disciplined 52 Party organizations and 5,337 Party members. This demonstrates the serious and fair spirit, ensuring discipline and order within the Party, and strengthening the people's trust in the Party's leadership.
The Fatherland Front and other socio-political organizations have also continuously innovated and played a core role in gathering and mobilizing all strata of the people. Patriotic emulation movements have been widely implemented, contributing to bringing the Party's resolutions into life.
The comprehensive results in the field of Party building have enhanced the leadership and governance capacity of the Provincial Party Committee, making a direct and significant contribution to the great achievements in the province's socio-economic development during the term.
For over 95 years, the Party has always attached great importance to Party building, considering it a key task that determines the Party's strength and prestige. Entering a new era, an era of powerful and prosperous development for the nation, Party building needs to be comprehensively and vigorously reformed so that the Party has the capacity to continue maintaining its leadership and governing role, fulfilling its pioneering mission, and rightfully being the great helmsman of the Vietnamese revolution.
In this context, the Nghe An Provincial Party Committee – one of the largest Party Committees in the country – continues to uphold its revolutionary traditions, constantly innovating its leadership methods, improving its governing capacity, affirming its role as the political nucleus at the local level, and contributing to the nation's realization of the aspiration for national strength and prosperity in the new era. To concretize the spirit of learning and following Uncle Ho in public service ethics, in behavior and attitude towards serving the people, as well as in the daily life and activities of cadres, Party members, civil servants, and public employees.

Improve the effectiveness of contact and dialogue, and seriously implement the conclusions of the heads of Party committees and governments after contact and dialogue. Innovate and improve the quality of patriotic emulation movements and campaigns, linking them with the development and replication of models and exemplary cases of "skillful mass mobilization." At the same time, strongly promote the role of intellectuals, workers, farmers, women, youth, veterans, ethnic minorities, religious leaders, etc., in implementing the political movements and tasks of the locality.

Wednesday,Focus on vigorously reforming personnel work, considering it a decisive factor in the success or failure of fulfilling political tasks. In particular, attention should be paid to building a team of cadres, especially key cadres, in accordance with the directives of General Secretary To Lam: They need to possess advanced management thinking and capabilities, meeting the requirements of the new government organizational system and the demands of the country's breakthrough development; and at the same time, they must possess sufficient virtue, talent, dedication, vision, and enthusiasm to shoulder the historical responsibilities of the nation.
Comprehensive reform is needed from recruitment, training, development, evaluation, appointment, rotation, to utilization; using the effectiveness of serving the people as the measure of evaluating cadres and civil servants. Cadres who dare to think, dare to act, dare to innovate, dare to take responsibility, and dare to sacrifice for the common good are encouraged and protected; at the same time, those lacking the necessary qualities, capabilities, and prestige must be resolutely screened and replaced.

FridayThe Party's agencies are implementing digital transformation decisively and effectively, in accordance with Decision No. 204-QD/TW of the Central Party Secretariat approving the Digital Transformation Project in Party agencies and Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation, and digital transformation. This is an essential requirement and a breakthrough solution to enhance the effectiveness of leadership, guidance, and management, while simultaneously innovating the Party's leadership and governance methods in the new context.
