(Baonghean) -Along with implementing programs and projects to help people in the resettlement areas of Ban Ve Hydropower Plant (Tuong Duong) and Hua Na Hydropower Plant (Que Phong) stabilize production and life, in recent years, Party committees and authorities at all levels have always paid attention to the work of consolidating the political system, building party organizations and developing party members in resettlement areas.

Stabilize the political system

The success of the resettlement migration clearly demonstrated the leadership and direction of the Party Committee and the government in mobilizing all resources to help people stabilize their lives in their new homes, especially the role of the Party organization in the place where people were welcomed, which has promoted its role as a political nucleus in comprehensively leading all aspects at the grassroots level.

In Thanh Chuong district - the place that welcomed thousands of resettled people from Ban Ve Hydropower Plant (Tuong Duong) to the lowlands, the Party Committee and government have worked hard to consolidate the political system and build party organizations in the two resettlement communes of Ngoc Lam and Thanh Son.

Comrade Dang Anh Dung - Deputy Secretary of Thanh Chuong District Party Committee said: Before welcoming people back, Thanh Chuong district sent working groups to Tuong Duong many times to survey and assess the situation of the staff to have appropriate arrangements. On the one hand, to help the resettlement staff get familiar with the working style and manner in the new environment, on the other hand, to direct the local staff to guide and support the resettlement staff, contributing to the good implementation of political tasks at the grassroots level. In addition to establishing grassroots steering working groups, every year, the district prioritizes organizing training on party, government and mass organization work for these two communes. Since welcoming people to their new residence, the Party Committee and government of Thanh Chuong district have completed two rounds of political systems in Ngoc Lam and Thanh Son communes.

Along with that, the work of developing the party is also paid attention to, so in the resettlement communes, the work of recruiting party members still meets and exceeds the target. Ngoc Lam commune currently has 18 party cells, of which 14 are rural party cells, including party cells such as Ma and Ta Xieng villages with up to 35 party members, party cells in sparsely populated villages such as Xop Pe and Nhan Nhinh also have 9 party members.

Comrade Nguyen Danh Hieu - Deputy Secretary of the Party Committee of Ngoc Lam commune said: In addition to creating resources from the rural youth force and mass organizations, many unemployed university graduates have been interested in being trained and admitted to the Party and arranged into positions in the commune-level political system by the Party Committee and the government, such as Ms. Vi Thi Huong, born in 1987, graduated from Nghe An Pedagogical College, currently working in the commune Party Committee office; Ms. Le Thi Thuan, graduated from Law University, is Vice President of the Commune Women's Union; Ms. Vi Thi Hoai, graduated from Nghe An College of Economics, is the Standing Member of the Commune Women's Union... This force is also a source of supplement for the hamlet mass organizations, typically in Noong village, Mr. Vi Van Hai, graduated from Nghe An Pedagogical College, was arranged as the village youth union secretary, Mr. Vi Van Nghi, graduated from College of Economics, is currently a member of the Party cell committee, head of the village's People's Association.

Comrade Vi Van Lieu - Secretary of the Noong village Party Cell, Ngoc Lam commune said: The village has 130 households, 554 people. On average, each year the Party Cell admits 1-2 new Party members, the youngest of whom was born in 1992 and graduated from the University of Agriculture and Forestry and is currently the Standing Committee of the Commune Youth Union. Although life in the new residence still faces many difficulties, even the Party Cell's activities take place at the Secretary's private house because the community cultural house is located in an unreasonable location and cannot be used, but the living regime is still maintained in order. To help people stabilize their lives, the Party Cell has led the people to plant 17 hectares of tea, develop livestock raising of nearly 200 buffaloes and cows, plant acacia, and grow rice to stabilize their lives.

Similar to Ngoc Lam resettlement area, when they first arrived at their new place, the lives of the resettled people in Thanh Son commune faced many difficulties. At first, many people returned to their old hometowns to make a living. Therefore, the consolidation and strengthening of the political system, including promoting the core role of party cells in propaganda and mobilizing people in resettlement villages to stabilize their lives and production, is a top priority. Currently, the commune has 16 rural party cells and 3 school party cells with a total of 286 party members. Party development work is focused on, with an average of 8-10 new party members admitted each year, with 11 party members admitted in 2016 alone.

Kim Chuong village party cell - where 30 party members participate in activities - is one of the units that do well in party development work in the area. Comrade Luong Van Dau - Secretary of Kim Chuong village party cell said: Almost every year the party cell admits party members mainly from the youth force, in 2016 alone the party cell admitted 3 party members and is preparing the admission file for an outstanding mass, Ms. Luong Khay Huong, born in 1993. Talking about the "secret" in the work of developing party members and leading and directing the general movement of the village, Mr. Luong Van Dau affirmed: "There is nothing wrong with the party cell being the nucleus, the leading party members are exemplary, the villagers will listen and believe!".

Similarly in Que Phong district, to build the Hua Na hydropower project, people from many villages of Thong Thu and Dong Van communes have moved to 13 resettlement sites in the three communes of Thong Thu, Dong Van and Tien Phong in the form of on-site and mixed resettlement. Comrade Lu Dinh Thi - Secretary of Que Phong District Party Committee said that the district and related localities have focused on perfecting and stabilizing the political system at the grassroots level, focusing on party cells, to create a foundation for leadership and direction in implementing local tasks.

Accordingly, before people relocated to resettlement areas, the district directed a review of the number of party members in the relocated villages to quickly stabilize the political system at the grassroots level, with the core being to effectively promote the role of prestigious party members. In addition, agencies and departments were assigned to directly assist the resettlement villages.

The comrades in the Executive Committee, the Standing Committee of the District Party Committee and the cadres assigned to monitor the resettlement sites all arrange their time to attend monthly meetings of the Party cells in the resettlement villages to grasp the situation in a timely manner. Along with that, this mountainous locality has had solutions to improve the quality of Party committee cadres at all levels, especially after the recent Party Congress, the number of new Party cell secretaries, deputy Party cell secretaries, and Party cell office cadres have been strengthened with training and updated knowledge of Party work.

On the other hand, Que Phong district pays attention to the work of developing the party in resettlement areas to build the core of the political system. In Thong Thu commune, the number of party members in resettlement villages has been maintained and developed steadily over the years. For example, Phu Lam village has 9 party members, Hua Na 2 village has 20 party members, Ca Na village has 8 party members, Huoi Dua village has 16 party members, Ang village has 31 party members... Or in Tien Phong commune, resettlement villages such as Pieng Cu 1 have 16 party members, Pieng Cu 2 village has 14 party members, Huoi Muong village has 13 party members.

Promoting the role of “red seeds”…

In fact, in addition to education, propaganda, mobilization, and actively discovering and nurturing human resources to create resources, the pioneering and exemplary role of party members and prestigious people in rural party cells in resettlement areas is also a motivation for young people to follow. A typical example is in Thanh Son commune (Thanh Chuong), there is Mr. Vi Tuyen Quynh - Tan Lap village party cell with 50 years of party membership. He is respected by people in the resettlement area not only for his exemplary role, but also for his good economic ability with a 1.2 ha farm, including a 1.8 sao green tea garden.

In addition, his family also has a car to transport tea, a tractor for rent to people and an area reserved for livestock farming... Or Mr. Luong Van Dao (Thai ethnic group) - a prestigious person, Head of the Association of the Elderly in Kim Chuong village, is nearly 80 years old this year, 50 years of Party membership. Despite his old age, he is still enthusiastic about village work, regularly participates in Party activities and always supports and encourages his children and grandchildren to strive to be admitted to the Party. Therefore, his family has 3 generations (4 sons, 2 daughters-in-law, 4 grandchildren and 2 sons-in-law) who are all Party members.

Currently, Mr. Dao's eldest son, Luong Van Dau, is the Secretary of the Kim Chuong Village Party Cell, his two grandsons, Luong Van Cuong, born in 1984, is a cell committee member; Luong Van Anh, born in 1990, is a party member of the Kim Chuong Village Party Cell. Not only is he an exemplary party member, Mr. Luong Van Dao is also a dynamic example in economic development. In addition to raising 4-5 cows, his family also has a fish pond, 1 hectare of acacia; 20 beehives that produce sweet honey all year round. The enthusiasm and exemplary pioneering of prestigious people like Mr. Luong Van Dao and Vi Tuyen Quynh have been and are contributing to nurturing "red seeds" in the resettlement area...

In Dong Van commune (Que Phong district) - a locality with 4/10 resettlement villages including: Pieng Van, Muong Hinh, Pu Duoc and Pu Khong, in recent years, Party committees at all levels have promoted their leadership and direction roles to propagate and mobilize people to overcome difficulties and quickly stabilize their lives. Pieng Van village has 38 households, including 15 poor households and 2 near-poor households. Based on the fact that the villagers have not yet been allocated land, including farmland for production, the village Party cell has regularly held expanded Party cell meetings to enhance the leadership and direction roles, especially for mass organizations.

For example, the Party cell assigned the village women's association to build a model of "each family has a vegetable garden"; or the Party members in the Party cell mobilized people to proactively reclaim land for production. Up to now, 9/38 households have proactively reclaimed land and 3 households have harvested. Comrade Lo Hong Ngan - Deputy Secretary of the Party cell, head of Pieng Van village, is one of the first people to proactively reclaim land for production. He said that his family has harvested upland rice to stabilize their lives.

Also to improve production and build economic models in resettlement areas, with the support of the Provincial People's Committee, Dong Van commune has implemented a cage fish farming model with the pioneering of the family of the Party Secretary of Lang Van Tuan commune and the Party Secretary of Tuc Kim Ngoc Chien village with 20 fish cages each. Seeing the effectiveness, many households have followed suit and currently many households in resettlement villages such as Muong Hinh and Pieng Van have registered to receive support for implementation in the coming period.

It can be said that in the resettlement areas of the two largest hydropower plants in Nghe An province, along with the resettlement process, the Party committees at all levels have focused on building a political system "one step ahead", at the same time promoting the role of party members and prestigious people in the village to promote the role of the political system and party members in stabilizing the lives of people in the new place.
