In recent times, at each level in the province, there have been many measures and solutions to improvequality of staff. In Tuong Duong district, for many consecutive terms, attention has been paid to supporting and creating conditions for cadres to study, improve their qualifications, and standardize their professional qualifications. According to a report from the Organizing Committee of Tuong Duong District Party Committee, currently, the cadres, civil servants, and public employees of the Party and People's Committees of the district have a master's degree and 72.9% have a university degree; in the district government agencies, the master's degree is 14.6%, the university degree is 80.6%; at the grassroots level, the master's and university degree is more than 87%.

Along with standardizing degrees, according to comrade Mac Van Nguyen - Head of the Organization Committee of Tuong Duong District Party Committee, the district is interested in updating knowledge of state management, social management, and specialized skills through opening training and fostering classes; linking training in communication skills, behavior, mass mobilization work, and situation handling procedures for district and grassroots officials and civil servants through the grassroots cadres' regime. Linking implementationstaff rotationfrom district-level departments to communes and vice versa for training and practice from top to bottom; from commune to commune to completely overcome the closed and local situation in personnel work. The district boldly arranges, promotes, and uses young, capable, qualified, and enthusiastic cadres for key positions at district and grassroots levels, creating motivation for cadres to strive.
For Ky Son, a mountainous district with nearly 95% of the population being ethnic minorities and facing many socio-economic difficulties, the solution to improve the quality of cadres here is to create opportunities for cadres to "cope" with reality and learn from each other to mature by mobilizing and rotating cadres.
Over the past 5 years, Ky Son district has rotated 9 cadres to communes and 9 cadres from communes to districts; 36 district-level cadres and 6 commune-level cadres have rotated horizontally.

According to the Secretary of the Ky Son - Vi Hoe District Party Committee, through mobilization and rotation, subjectivity, self-satisfaction, inertia, and stagnation among some cadres have been overcome; especially the localist and respectful thoughts of grassroots cadres that affect the effectiveness of leadership and direction of local political tasks. On the other hand, the general mentality of cadres when coming to a new environment is to worry and struggle to find solutions to demonstrate their personal role before the new collective; contributing to spreading new thinking, leadership, direction, and management methods to the cadre team in the units where people are rotated. And in practice, any unit or locality where cadres are rotated has a new, positive movement in the movement, contributing to promoting the general movement of the district, maintaining 3 peace: "Peace for the people, peace for the area, and peace for the border" in the border district.
From the overall perspective of the whole province, according to comrade Le Quoc Khanh - Deputy Head of the Standing Committee of the Provincial Party Committee's Organization Board, in recent times, all levels in the province have implemented many synchronous solutions to improve the quality of cadres. Starting from the selection stage to the arrangement and placement of cadres according to their capacity and strengths. In particular, cadre evaluation must be based on the results and effectiveness of work according to assigned responsibilities and tasks.
The training and development of cadres is focused on in many forms, such as sending them to attend training courses, training courses, and fostering courses; increasing the rotation of cadres to train them from practice. Even the policy of examining civil servants in Party, government, Fatherland Front and mass organizations that the province has implemented in the past 2 years has had a very positive impact on improving the quality of the team. The implementation of the Central Resolutions 4 (term XI, term XII) and the implementation of regulations on exemplary responsibility of cadres and party members and Directive No. 05-CT/TW of the Politburo, Directive 26 of the Government and Directive 17 of the Provincial Party Committee Standing Committee all have an impact on the quality and sense of responsibility in the work of the cadres and civil servants in the whole province.

Identify weaknesses to overcome
Overall, the quality of cadres at all levels has been greatly improved in recent times. However, the quality of cadres is still showing some limitations that were clearly pointed out in the 2015 - 2020 term review report of the Provincial Party Committee's Organization Board. That is the unreasonable structure of sectors and professional fields, especially the lack of cadres in economic and technical sectors, and good experts in various fields.
The capacity to direct, concretize and organize the implementation of Party policies and resolutions at all levels and State policies and laws of a number of cadres and civil servants is still limited; especially the capacity and skills to handle situations arising from practice are still limited. There are still a number of cadres who are conservative, stagnant, work based on experience, and are afraid to learn and acquire new knowledge.
In that general picture, from the practice of monitoring cadres in the district, comrade Tran Thi Binh - Standing Deputy Secretary of Yen Thanh District Party Committee said that currently there are some cadres who still haveconservative thinking, stagnation, slow innovation in working methods, lack of exemplary work and life, causing internal disunity, harassment of the people, and violation of discipline. In addition, the awareness of learning, especially self-study to improve the qualifications of many leaders and managers is not high; the motivation to study is not clearly defined as working; the psychology of "standardization" and "becoming a cadre" is still quite common; many comrades are satisfied with the level of training they have received, rarely self-study, research or participate in training, updating new knowledge, and are not qualified to continue to be assigned to the position of chair.

In the mountainous district of Ky Son, according to the discussion of the District Party Secretary - Comrade Vi Hoe, besides a number of cadres who do not have experience in leadership, direction, management, operation and whose capacity does not meet the requirements of the task, there are also a number of cadres and civil servants who do not have the mindset and will to progress; are afraid of difficulties and hardships, work half-heartedly, and have a mentality of waiting and relying.
Regarding the grassroots level, comrade Bui Thanh Bao - Secretary of Tan Ky District Party Committee said that the weakest point of the current team of cadres and civil servants at the commune level is that their sense of responsibility, awareness of serving the people, and enthusiasm for the local movement and for the people are not really good. Some cadres and civil servants still harass and are insensitive to the people; they do not pay attention to and focus on solving the problems that the people are concerned about and request. There are still signs that grassroots cadres lack awareness of training, preserving, setting an example, and giving themselves the right to "say anything, do anything, and force everyone to listen and follow".
From identifying the limitations and the requirements for building a team of cadres that the Provincial Party Committee sets for the 2020 - 2025 term, including the requirement to build a team of key leaders with innovative thinking, development aspirations, daring to think, daring to do and daring to confront difficulties and challenges; requiring Party committees at all levels to propose specific solutions to comprehensively improve the quality of cadres, meeting the development requirements of the province in the coming period.
