Building the image of a model, responsible, and grassroots cadre
(Baonghean) - Studying and following Ho Chi Minh's ideology, morality and style has been flexibly and creatively implemented by grassroots party organizations under the Party Committee of Nghe An Provincial Agencies, concretizing them with practical methods and actions.
MANY GOOD MODELS
Studying and following Ho Chi Minh's ideology, morality and lifestyle in conjunction with reviewing according to Resolution 4 of the Central Committee (term XII) on Party building and rectification in the Party Committee of the Provincial Agencies Bloc through specific movements and actions that have a positive effect in raising awareness, actions, style, attitude, responsibility and behavioral culture of cadres and party members in performing political tasks; thereby creating a remarkable general change.
The Provincial Social Insurance Party Committee has over 90 party members with 11 party cells. In order to promptly pay social insurance and health insurance policies in the area as well as resolve problems related to policies, the unit has had many initiatives and approaches such as: increasing direct dialogue with people, businesses, and employees, bringing about practical results.

At the same time, the Provincial Social Insurance Party Committee was selected by the Provincial Agencies Party Committee as a pilot for "Building a team of friendly and responsible civil servants, public employees, and social insurance workers" with the participation of 100% of cadres and civil servants in the entire industry.
Director of the provincial Social Insurance Le Truong Giang said that with the new administrative reform perspective, the problem of building the image of "friendly and responsible" social insurance officials, civil servants, employees and workers is solved; at the same time, creating conditions to increase the accessibility and benefits of insurance participants.
"We have focused on innovating business processes, promoting the application of information technology, creating favorable conditions for organizations, individuals and businesses when transacting with the Social Insurance agency."
For the Provincial Youth Union, "accompanying the youth" has become the motto of the Youth Union from the province to the grassroots level.

In recent times, the Provincial Youth Union has promoted many forms of support for young people such as: Support, legal policy consultation; training, study tours; support for product promotion and advertising; support for loans to develop and expand models.... Directly working with all levels of industry, sponsors to gradually solve difficulties in capital, production materials, science and technology... for individuals and organizations participating in the startup journey.

In addition to improving the quality of advice, the Office of the Provincial People's Council has chosen a breakthrough by supplementing and perfecting the code of conduct, with special attention paid to the factors of being close to the people, understanding the people, and serving the people; enhancing the capacity and responsibility of the staff and civil servants; contributing to the successful implementation of the Project to Improve the quality and efficiency of the activities of the People's Council of Nghe An province, term XVII, 2016-2021.
In the past 2 years, grassroots party organizations under the Provincial Party Committee of Agencies have built 137 models of studying and following Uncle Ho, associated with building "bright spot" models of implementing grassroots democracy regulations and "Skillful mass mobilization" in agencies and units; the entire Party Committee has more than 2,500 collective tasks and more than 3,000 individual tasks registered to follow Uncle Ho.

RESPONSIBILITY OF THE HEAD
Implementing Directive 05 of the 12th Politburo, the Standing Committee of the Party Committee of the Agencies of Nghe An province has issued a plan with 3 groups of tasks, key solutions and 7 implementation contents, of which 3 breakthrough contents are identified. At the same time, the Standing Committee of the Party Committee of the block continues to direct 4 model points in studying and following the ideology, morality and style of Ho Chi Minh associated with implementing Directive 17 of the Provincial Party Committee.
The four pilot models deployed are: the State Treasury Party Committee with the 3 no model: "No delays, no trouble, no additional documents more than once"; the Nghe An Provincial Social Insurance Party Committee with the model "Friendly and responsible"; the Department of Natural Resources and Environment Party Committee, the Department of Planning and Investment Party Committee linking studying and following Uncle Ho with building a model of administrative procedure reform in the direction of "Serving the people".

Implementing the "Administrative Reform Year" 2019, the Party Committee of the Provincial Agencies Bloc signed a coordination regulation with the Party Executive Committee of the Provincial People's Committee, provincial agencies, departments and branches to create determination in leadership, serve the socio-economic development goals of the province, promulgate and implement the plan on setting an example according to Regulation No. 08-QD/TW of the Central Executive Committee (term XII), Directive 28-CT/TW.

According to Deputy Secretary of the Provincial Agencies Party Committee Hoang Van Nhien, the Provincial Agencies Party Committee focuses on many important focal points, with the task of advising the provincial leaders on key issues regarding building the political system, socio-economic development strategies, and promoting the entire province's apparatus.
Therefore, the Party Committee focuses on leading grassroots party organizations to build the image of exemplary, responsible, friendly, dynamic, and close-knit cadres, party members, civil servants, and public employees.
"That requires each cadre, party member, civil servant and public employee to choose specific and practical actions in training ethics, lifestyle, working style and public ethics, especially comrades at the Party committee level, secretaries and heads of agencies and units need to promote exemplary roles and a sense of responsibility in studying and following Uncle Ho."
