Building a strong and comprehensive national defense

On March 27, the Ministry of National Defense held an online training conference on the 2018 National Defense Law. After more than 10 years of implementation, the 2005 Law on National Defense has achieved many important achievements, contributing to maintaining independence, sovereignty, unity, territorial integrity, national security, order and social safety.

However, many new policies and viewpoints of the Party, new regulations of the 2013 Constitution related to national defense and protection of the Fatherland have not been institutionalized and concretized. Some contents of the 2005 National Defense Law are not consistent and synchronized with the system of legal documents related to national defense, many contents are being adjusted in documents, the implementation process still has many shortcomings and problems, not suitable to the requirements and tasks of protecting the Fatherland in the current situation.

At the 5th session of the 14th National Assembly on June 8, 2018, the National Assembly passed the 2018 Law on National Defense. The law consists of 7 chapters and 40 articles (2 chapters and 11 articles less than the 2005 Law on National Defense).

The 2018 Law on National Defense stipulates principles, policies, and basic activities on national defense; state of war, state of national defense emergency, martial law, curfew, people's armed forces, national defense assurance, etc.

The purpose is to build a strong and comprehensive national defense, promote the country's overall strength to firmly protect the independence, sovereignty, unity and territorial integrity of the Fatherland, protect the people, the Party, the State and the socialist regime.

In addition, the law-making also protects the innovation process, the industrialization and modernization cause, protects national and ethnic interests; protects national culture, maintains a peaceful environment, political stability, national security, social order and safety.

At the conference, the reporter presented the basic contents of the 2018 Law on National Defense; Decree on civil defense; Decree on defense of military zones and defense zones; Decree on state of emergency, martial law, and curfew.

Delegates also listened to the basic contents of the decrees on national defense work in ministries, central and local branches; the decree on combining national defense with socio-economics and socio-economics with national defense; the decree on organizing the development of plans and measures to implement national defense mobilization.
