(Baonghean)Despite being newly established (2005), with the determination to build the ward into a cultural unit, Hung Phuc has focused all resources and mobilized the people's strength to promote economic development over the years, creating all conditions for the people and officials in the area to exercise democracy and work together to build a strong ward. In particular, the movement to build culturally exemplary families has received special attention from the ward.
Ms. Le Thi Bich Thao, Vice Chairman of the People's Committee of Hung Phuc Ward, said: "The reason why the 'All People Unite to Build a Culturally Rich Life in Residential Areas' movement in the ward is always vibrant and sustainable is because during the leadership process, the ward has paid special attention to mobilizing people to consciously build a culturally rich life starting from each family." As a regular practice, over the years, Hung Phuc has consistently maintained the dissemination of the content of the 'All People Unite to Build a Culturally Rich Life in Residential Areas' movement to the people. Through this, households are organized to register and implement the standards of a culturally rich family. Linked with the emulation movements of various organizations such as: "Building a prosperous, equal, progressive, and happy family" of the Women's Union; "Exemplary grandparents, filial children and grandchildren" of the Elderly Association; "Exemplary veteran families" of the Veterans Association; "Families with 6 standards" of the Farmers Association... the movement to build culturally rich families is becoming increasingly substantive and profound.

Families are paying more attention to fulfilling their rights and obligations as citizens, not violating state laws and neighborhood regulations. Community spirit and neighborly bonds are increasingly strengthened. In the past seven years, the ward has invested nearly 2.5 billion VND in building and upgrading cultural centers; constructing an FM broadcasting station worth 150 million VND with 18 transmission and reception units to serve propaganda work; and building and renovating sports fields in various neighborhoods with billions of VND, serving cultural activities and the training needs of the people in the ward. The movement to participate in neighborhood and street cleaning is maintained, contributing to keeping village roads and alleys clean and beautiful. In particular, the movement to build a new cultural lifestyle has been actively embraced by the people. In just the past two years (2009-2011), over 50 weddings were organized at the cultural center and the ward headquarters' courtyard following the new lifestyle wedding model. To date, 8 out of 11 residential blocks in the ward have achieved the title of "Cultural Block"; and 29 out of 79 alleys and streets have been recognized as "Civilized Alleys and Streets".
By promoting the awareness of building a cultured lifestyle starting from each family, every year, 100% of households register to implement the standards of a cultured family. Thanks to the efforts of each family, the number of households achieving the standards of a cultured family is increasing. By the end of 2011, the entire ward had 1,973 families achieving the status of cultured family (accounting for 94.8%); and 881 families participating in sports (accounting for 41.8%). Notable examples include families such as Mr. Ho Phuc Chien (Yen Vinh block), Mr. Vo Dinh Nguyen (Tan Phuc block), and Ms. Dinh Thi Hoan (Yen Phuc block)...
The movement to excel in production and business in Hung Phuc ward has seen strong development. The ward has implemented many positive solutions to support people in expanding their businesses and developing the economy, such as attracting capital from policy banks, expanding savings and credit funds among the people, and creating favorable conditions in administrative procedures for business households to establish projects and mortgage assets. In addition, households are always conscious of caring for economic development, upholding the spirit of creative labor, overcoming difficulties, and striving to become legitimately wealthy. As a result, to date, the ward has 130 business households, 10 limited liability companies, and 2 private enterprises; the percentage of well-off households accounts for 70%; and the poverty rate has decreased to 0.4%.
Implementing the "All People Unite to Build a Culturally Rich Community Life" campaign, each family consciously cultivates neighborly affection and solidarity, strengthens unity, shows love and mutual support, encourages each other to care for their children's education, and educates them to be filial. In 2011, the entire ward had 7 national-level outstanding students, 24 provincial-level outstanding students, 63 city-level outstanding students, and 120 students admitted to universities and colleges. Typical examples include the family of Ms. Le Thi Dung (Yen Binh); the family of Mr. Nguyen Thanh Hai, the family of Ms. Nguyen Thi Thu Huong, and the family of Ms. Nguyen Thi Dam (Yen Vinh block)...
Despite the many challenges of a newly separated ward, Hung Phuc has made steady progress in all movements, becoming a strong unit in many fields. This encouraging achievement is largely due to the significant contributions of each family and citizen in the ward.
