Decades ago, due to the local government's unauthorized sale of land, people built houses en masse along more than 1 km of the Vu Giang canal (the section passing through Lien Thanh commune, Yen Thanh district), seriously affecting the canal's flow. Photo: Hai An

Among them, many houses have been solidly built with heights ranging from 2 to 3 stories; some other households have also filled in the land in preparation for construction in the near future. Photo: Hai An

Between 1994 and 1995, the People's Committee of Lien Thanh commune allocated residential land to 76 households along the Vu Giang canal, from National Highway 7B to Cho Veo bridge and from Thong bridge to Khanh Thanh commune, while collecting land use fees. Significantly, the allocated land is located directly within the Vu Giang canal. (Photo: Hai An)

Mr. Le Van Hong, Head of the Agriculture and Environment Department of Yen Thanh District, said: "This situation is a consequence of historical issues that have persisted for many years, but the locality has yet to resolve them completely. Households who purchased land all received invoices and fulfilled their tax obligations annually; in some cases, they even received land use right certificates from the State. Currently, the local government is tightening management to prevent further cases of illegal construction or expansion. Although some cases have been penalized for administrative violations, completely stopping them remains difficult. Even with notices prohibiting buying, selling, and transferring land, many households still deliberately proceed." (Photo: Hai An)

The situation of many households building permanent houses encroaching on the Vu Giang canal has been ongoing for many years. The authorities need to promptly implement decisive measures to resolve this issue completely, preventing the violations from continuing and spreading. At the same time, it is necessary to strengthen inspection and supervision to prevent people from continuing to fill in the canal with soil to build houses. Photo: Hai An
