At the conference, the reporters listened to Associate Professor, Dr. Ngo Van Thao, Central Theoretical Council, guide the implementation of the topic Directive 05 in 2018: "Building the working style and manners of leaders, cadres and party members in studying and following the ideology, morality and style of Ho Chi Minh".
Accordingly, based on the general documents, reporters and propagandists need to focus on four key contents: clarifying the general concept of Ho Chi Minh's style; building common criteria for the style of cadres and party members; building the leadership style of leaders in Ho Chi Minh's style; solutions to build the leadership and working style of leaders.
Orienting the implementation of Directive 05 in the coming time, Associate Professor, Dr. Ngo Van Thao suggested that agencies, units and individuals continue to choose prominent issues to implement, creating a strong change in awareness and action.
For each individual cadre and party member, especially leaders, it is necessary to study and follow through with specific, appropriate and practical actions and deeds so that the implementation of Directive 05 is regular and continuous; in addition, it is necessary to strengthen inspection and urge implementation to ensure seriousness.
At the conference, delegates were also informed about: some outstanding results achieved and major difficulties and shortcomings of the Vietnam Social Insurance sector in 2017, directions and tasks in 2018; overview of Vietnam's socio-economic situation in 2017, forecast of the situation, directions and tasks for socio-economic development in 2018.
Dr. Nguyen Dinh Cung, Director of the Central Institute for Economic Management, said that for the first time, the growth target of our country's gross domestic product (GDP) is not a fixed number but a range, specifically the GDP growth target is 6.5% - 6.7%.
According to the Resolution of the National Assembly, in 2018, we will continue to ensure macroeconomic stability, control inflation; create clear changes in implementing three strategic breakthroughs: renewing the growth model associated with restructuring the economy, improving growth quality, labor productivity and competitiveness; promoting the application and effective development of science and technology; improving people's lives, creating jobs, ensuring social security and social welfare.
Regarding the orientation of propaganda work in the coming time, the leader of the Central Propaganda Department suggested that reporters and propagandists at all levels need to continue to study and research Resolution 6 of the Central Committee (term XII) extensively.
The Propaganda Departments of provincial and municipal Party Committees need to do a good job of advising the Standing Committees of provincial and municipal Party Committees to develop programs and action plans, regularly propagate and bring Resolution 6 of the Central Committee into life, create motivation and encourage cadres, party members and people of all walks of life to promote the patriotic emulation movement, successfully completing the socio-economic development goals and targets for 2018 set by the National Assembly and the Government.
Regarding the topic "Building the working style and manners of leaders, cadres and party members in studying and following Ho Chi Minh's ideology, morality and lifestyle", the Central Propaganda Department proposed to seriously implement it, strengthen the direction of implementation as well as concretize it in practice for each subject, in order to bring Ho Chi Minh's ideology, morality and lifestyle closer to and into the lives of each cadre, party member and the masses.
The Propaganda Department of Nghe An Province requested that in the coming time, the province's reporters focus on propagating the implementation of Resolution 6 of the Central Committee (term XII); strengthening the Party's leadership role in the collection and disbursement of funds; and propagating the protection of the living environment.
12 socio-economic targets of our country in 2018: 1. Gross domestic product (GDP) increased by 6.5% - 6.7%. 2. Total export turnover increased by 7% - 8%. 3. The ratio of trade deficit to total export turnover is under 3%. 4. Average consumer price growth rate is about 4%. 5. Total social development investment capital is about 33% - 34% of GDP. 6. The poverty rate according to multidimensional poverty standards decreased by 1% - 1.3%, with poor districts decreasing by 4%. 7. Unemployment rate in urban areas below 4%. 8. The rate of trained workers reaches 58% - 60%, of which the rate of trained workers for 3 months or more with certificates recognizing training results reaches 23% - 23.5%. 9. Number of hospital beds per 10,000 people is 26 beds (not including commune health station beds). 10. The rate of population participating in health insurance reached 85.2%. 11. The rate of industrial parks and export processing zones in operation with centralized wastewater treatment systems that meet environmental standards is 88%. 12. Forest cover rate reached 41.6%. |
