Successfully built 50 bright spots to implement the Grassroots Democracy Regulations

(Baonghean.vn) - In the first 6 months of 2017, the whole province has built 50 bright spots in implementing the Grassroots Democracy Regulations (QCDC) and 49 bright spots in government mass mobilization work, especially bright spots in building dialogue with the people.

That is the result reported at the meeting to review the first 6 months of activities and deploy tasks for the last 6 months of 2017 of the Steering Committee for implementing the grassroots QCDC.

In line with the 2017 grassroots QCDC work program, the Provincial Steering Committee for Grassroots QCDC has directed units to implement Conclusion No. 120-KL/TW of the Politburo (11th tenure) on continuing to promote and improve the quality and effectiveness of building and implementing grassroots QCDC.

In the first 6 months of the year, the whole province has built 50 bright spots in implementing grassroots QCDC and 49 bright spots in administrative mass mobilization work.People's Committees at all levels have effectively organized the work that must be made public so that people know, discuss, decide and supervise. This focuses on publicizing projects, land planning, industrial zones and clusters, residential areas, land compensation prices, administrative procedures, etc.

Communes, wards and towns seriously and effectively implement the QCDC at the grassroots level according to Decree 34/PL-UBTVQH11 of the National Assembly Standing Committee, linking the implementation of the QCDC at the grassroots level with the national target program on building new rural areas and civilized urban areas. Currently, the whole province has 152 communes meeting 19/19 NTM criteria, accounting for 35.5%; 92 communes meeting 15-18 criteria. The People's Inspection Committee and the Community Investment Supervision Committee of communes, wards and towns operate effectively. Attention is paid to the development of village covenants and regulations, with 85% of village covenants approved.

Administrative reform work at the commune level has been increasingly improved and gradually put into order. The situation of stagnation and slowness has been gradually overcome, raising the awareness and responsibility of cadres and civil servants in serving the people...

There are 462/480 communes, wards and towns with “one-stop” centers. Agencies and units actively improve the working methods and styles of leaders and cadres, focus on “focusing on the grassroots”, assigning cadres to be in charge of areas and fields; regularly grasp the situation at the grassroots level to have close and specific instructions.

Through the implementation of the QCDC at the grassroots level, people's mastery continues to be clearly enhanced, creating an atmosphere of excitement, solidarity and trust among cadres, party members and people of all walks of life.

In the first 6 months of the year, the province received 3,584 citizens, an increase of 5.9% over the same period; received 4,182 petitions of all kinds, an increase of 9.1% over the same period; resolved 170/191 complaints.

The activities of organizations in the political system continue to innovate in content and methods towards being close to the people, respecting the people, serving the people, listening to people's opinions, creating consensus in society. Thereby contributing to strengthening people's trust in local Party committees and authorities.

At the meeting, in addition to evaluating the results achieved, members of the Steering Committee and representatives of some sectors also frankly pointed out the existing limitations in implementing the grassroots QCDC in the first 6 months of the year such as: administrative reform has not brought about the effectiveness as set out; the working style and manner of some state officials and civil servants in handling matters related to people and businesses still causes inconvenience; finding ways to resolve outstanding debts in new rural construction; strengthening inspection of the implementation of QCDC according to the topics that voters and people reflect;...

Speaking at the conclusion of the meeting, comrade Le Ba Hung - Head of the Provincial Party Committee's Mass Mobilization Commission, Deputy Head of the Steering Committee for Grassroots QCDC affirmed: The outstanding achievements in implementing QCDC at the grassroots level in the province have contributed to promoting socio-economic development and ensuring social order and safety in the province.

The Deputy Head of the Steering Committee emphasized that the task in the last 6 months of 2017 is to continue to strengthen the leadership of all levels in implementing the grassroots QCDC to create high consensus in society; strengthen dialogue and promote the people's right to mastery, effectively carry out the supervision and social criticism of the Vietnam Fatherland Front and people's organizations; continue to innovate the direction and management methods of the government, and improve the public ethics of civil servants.
