The town of Hoang Mai is being developed to basically meet the criteria of a type III urban area.

(Baonghean.vn) - On the morning of July 24th, the Party Committee of Hoang Mai Town held its first Party Congress for the 2015-2020 term.

Attending and directing the congress were Comrade Ho Duc Phoc - Secretary of the Provincial Party Committee; members of the Standing Committee of the Provincial Party Committee; Vice Chairman of the Provincial People's Committee and representatives of the leadership of a number of provincial departments and agencies.

During the 2013-2015 term, the town's average economic growth rate reached 10.8%. The economic structure shifted towards industrialization, with industry accounting for over 52.5%, services nearly 23%, and agriculture, forestry, and fisheries nearly 25%. The average added value per capita reached over 41 million VND.

Industry and construction have experienced relatively high growth, initially becoming a breakthrough in the town's economic development; production value reached over 4,700 billion VND, with an average increase of over 9% per year over the past three years. The service sector has also grown rapidly with diverse forms, meeting the increasingly high demands of a developing urban area. The average value of service production has increased by over 18% per year. Agricultural, forestry, and fisheries production has grown steadily, with an average increase of over 8% per year over the past three years, exceeding the set target.

Comrade Vo Van Dung, Permanent Deputy Secretary of the Hoang Mai Town Party Committee, opened the congress.

Urban planning and management have been given due attention, leading to a shift in public awareness. During the term, the town has seen over 30 new investment projects and is preparing for over 100 more. The town has also reviewed its development into a type III urban area and has achieved 24 out of 49 criteria. By 2015, the average number of criteria met per commune in the new rural development program is 12, and Quynh Lien commune is expected to achieve the new rural development standard.

Comrade Doan Hong Vu - Member of the Provincial Party Committee, Secretary of the Hoang Mai Town Party Committee - presented the Political Report to the congress.

Socio-cultural aspects have seen significant progress, and people's lives are stable and have improved in some areas. In the field of education, 22 out of 41 schools in the town meet the required standards. The poverty rate in 2015 was just over 3%. National defense is maintained; political security and social order are ensured. Party building work is comprehensively addressed, especially in the development of grassroots party organizations and party members. As of June 28, 2015, the town's Party Committee had 31 grassroots party committees and branches with 3,418 party members, compared to 17 grassroots party organizations with 2,906 party members at the time of its establishment.

Comrade Nguyen Huu Tuy - Deputy Secretary of the Town Party Committee and Chairman of the People's Committee of Hoang Mai Town - presented the review report of the Town Party Committee's Executive Committee for the 2013-2015 term.

Building on the achievements of the past term, during the 2015-2020 term, the Party Committee of Hoang Mai Town focused on mobilizing all resources for investment and development, aiming for rapid, comprehensive, and sustainable economic growth. The economic structure shifted towards prioritizing the development of industry, trade, services, and tourism, with industry accounting for the maximum proportion. The town gradually built socio-economic infrastructure, initially focusing on industrial zones in the planned economic development area and the town's administrative center; ensuring national defense and security; improving the people's living standards; building a strong Party committee; and striving to basically meet the criteria of a Type III urban area by 2020.

In his address to the congress, Comrade Ho Duc Phoc, Secretary of the Provincial Party Committee, acknowledged and praised the achievements of the Party Committee and people of Hoang Mai town during the past term. Regarding the tasks for the 2015-2020 term, the Secretary of the Provincial Party Committee emphasized: Hoang Mai is identified as one of the three growth poles of the province and is becoming a type III urban area. Therefore, the town needs to focus on effectively managing planning, accelerating infrastructure development, creating a foundation to attract investment and develop the economy; and at the same time, creating all favorable conditions to attract investment.

Comrade Ho Duc Phoc, Secretary of the Provincial Party Committee, requested that the Party Committee, government, and people of the town demonstrate strong unity, consensus, and agreement; and change their mindset in economic and social development to build the town into a civilized and developed urban area. The town needs to focus on training cadres from the grassroots level, building a team of cadres who are politically sound and professionally competent. Delegates need to enhance their sense of responsibility, selecting the right people, meeting the right standards, possessing the necessary capabilities and ethics, and aligning with the correct structure and direction to elect members to the Town Party Committee for the 2015-2020 term.

Delegates cast their votes to elect the Executive Committee of the Hoang Mai Town Party Committee for the 2015-2020 term.

The Congress also approved the personnel plan for the Executive Committee of the Town Party Committee for the 2015-2020 term, consisting of 39 members, and elected delegates to attend the Provincial Party Congress.
