Building Hoang Mai Town to basically meet the criteria of a type III urban area

(Baonghean.vn) - On the morning of July 24, Hoang Mai Town Party Committee held the 1st Town Party Congress, term 2015 - 2020.

Attending and directing the congress were comrade Ho Duc Phoc - Secretary of the Provincial Party Committee; comrades in the Provincial Party Committee Standing Committee; Vice Chairman of the Provincial People's Committee and representatives of leaders of a number of provincial departments, branches and sectors.

During the 2013-2015 term, the town's average economic growth rate reached 10.8%. The economic structure shifted towards industrialization, in which industry accounted for more than 52.5%, services accounted for nearly 23%, agriculture - forestry - fishery accounted for nearly 25%. The average added value per capita reached more than 41 million VND.

Industry and construction have a fairly high growth rate, initially becoming a breakthrough in the economic development of the town; production value reached more than 4,700 billion VND, an average increase of more than 9%/year in 3 years. Services have grown rapidly with many types, meeting the increasing needs of a developing city. The average service production value increased by more than 18%/year. Agricultural - forestry - fishery production has grown steadily, an average increase of more than 8%/year in 3 years, exceeding the set target.

Urban planning and management work has been focused on, creating a change in people's awareness. During the term, the town has had over 30 new investment projects, and continues to prepare for investment in over 100 projects. The town has also reviewed the construction of type III urban areas and has achieved 24/49 criteria. By 2015, the average new rural construction has reached 12 criteria/commune and Quynh Lien commune is expected to meet the new rural standards.

Culture and society have made many advances, people's lives are stable and improved in some aspects. In the field of education, the number of standard schools in the whole town is 22/41. The poverty rate by 2015 is more than 3%. National defense is maintained; political security, social order and safety are ensured. Party building work is given comprehensive attention, especially in the development of grassroots party organizations and party members. As of June 28, 2015, the town Party Committee has 31 grassroots party committees and cells with 3,418 party members compared to 17 grassroots party organizations with 2,906 party members since its establishment.

Promoting the achieved results, in the 2015 - 2020 term, the Hoang Mai Town Party Committee focuses on mobilizing all resources for investment and development, rapid, comprehensive and sustainable economic growth. Shifting the economic structure towards prioritizing the development of industry, trade, services and tourism, in which industry accounts for the maximum proportion. Gradually building economic - social infrastructure, focusing first on industrial parks in the economic development area according to the planning and the town's administrative center; ensuring national defense and security and order; improving people's lives; building a strong Party Committee; striving to basically achieve the criteria of a type III urban area by 2020.

Speaking at the congress, comrade Ho Duc Phoc, Secretary of the Provincial Party Committee, acknowledged and praised the achievements of the Party Committee and people of Hoang Mai town in the past term. Regarding the tasks for the 2015-2020 term, the Secretary of the Provincial Party Committee emphasized: Hoang Mai is identified as one of the three growth poles of the province and becomes a type III urban area. Therefore, the town needs to focus on managing planning well, promoting infrastructure construction, creating a foundation to attract investment and develop the economy; at the same time, creating all favorable conditions to attract investment.

Secretary of the Provincial Party Committee Ho Duc Phoc requested: The Party Committee, government and people of the Town need to have high solidarity, unity and consensus; change the mindset in economic and social development to build the Town into a civilized and developed urban area. The Town needs to focus on training cadres right from the grassroots, building a cadre team that is politically strong and professionally skilled. Delegates need to enhance their role and responsibility, choose the right people, with the right standards, capacity, ethics, structure and orientation to elect to the Town Party Committee for the 2015-2020 term.

The Congress also approved the Personnel Plan of the Town Party Committee for the 2015-2020 term, consisting of 39 comrades, and elected delegates to attend the Provincial Party Congress.
